SCLD's vision is of a Scotland where people with learning disabilities live, full, safe and loving and equal lives. We influence the development of policy, practice and legislation and are are respectful, inclusive, collaborative and pioneering. SCLD's focus is on Human rights, leadership and evidence.

Objectives: The SCIO's purposes are to support the development and delivery of learning disability strategy in Scotland in order to promote and realise the rights of people with learning disabilities as equal citizens by finding new, better and inclusive ways to improve their lives. The SCIO will work with agencies, professionals, people with learning disabilities and their carers to deliver these purposes by: 4.1 facilitating engagement with agencies, professionals and practitioners and providing a resource for the entire learning disability delivery sector in Scotland. 4.2 being a gateway to evidence and practice and an information hub about what works through various means of engagement including, but not limited to, the following activities: 4.2.1 sharing information and knowledge exchange about good practice. 4.2.2 providing opportunities for reflective learning. 4.2.3 facilitating conversations between stakeholders including commissioners, providers, advocates, people with learning disabilities and carers. 4.2.4 offering consultancy and advice on service design and policy development. 4.2.5 supporting and evaluating pilot interventions and delivery projects. 4.2.6 promoting coproduction and the involvement of people with learning disabilities and carers. and 4.2.7 commissioning projects to support the development of learning disability strategy and policy in Scotland.
