Our Charitable Incorporated Organisation (CIO) was set up in 2021 in anticipation of the closure of RAF Scampton and its RAF managed Heritage Centre in December 2022. Para 1.20 | RAF Scampton's Heritage Centre currently operates with volunteer tour guides under the oversight of the RAF. It is due to be vacated by the RAF by 31 Dec., 2022 and be sold as one lot by the Defence Infrastructure Organisation (DIO). Scampton Heritage Group has established positive links with the DIO, RAF Heritage Branch, the Planning Authority and the principal bidders to establish a viable operating model for the CIO once the station is closed. The model currently sees the Charity as subject matter experts (SME) to the new owners on heritage matters and as tour guides to the whole site that will owned by the successful bidder. We intend to negotiate a per tour per person contribution to the charity from tours that will be reinvested in furthering our charitable objects with community groups free of charge. |

Para 1.22 | It has not been necessary to develop a policy for reserves at this stage. This policy will be developed in the subsequent operating year once the operating model is tested. Due to banking restrictions caused by the COVID-19 pandemic, opening a charity bank account has been problematic. Barclays' Bank has now re-opened applications and assured the CIO that its new application will be processed by mid-2022. This will enable further reserves to be securelyaccumulated. |

In future we expect to receive a minimum per capita donation from participants in our guided tours of the ex-RAF Scampton but these tours won't take place until 2023. (Tours of RAF Scampton currently take place but under the auspices of the RAF rather than Scampton Heritage Group (CIO). No charge is levied) |

Para 1.46 | The principal risk to the now planned operating model is that the new owners of the RAF Scampton site are unsympathetic to the CIO's Objects and do not want our volunteers to conduct tours or provide subject matter expertise. However, these risks are mitigated planning requirements that stipulate specific heritage objectives and by the relationships we have established with key bidders. Moreover, the Charity itself is not threatened by any unwillingness of site owners to facilitate our activities as our operating model can be adopted to off-site activities. |
