Central Park Community Trust SC050887 Structure, Governance and Management Constitution Central Park Communty Trust is govemed by its constltution which was first adopted in April 2021. The current Board of Trustees meet on a routine basis where formal minutes are taken. The Trustees are responsible for the strategic direction of the Twst. Specific duties have been delegated to certain Trustees so as to allow the Trust to progress. Objectives The Board of Trustees have continued to work towards the agreed six broad objectives set in 2017. The objectives are. The organisation is estsblished for charitable purposes only. and in particular, the objectives are: to provide football arKI other sporting activitses for children and young people.. and to promote participation by providing activities designed to encourage physical activty and to imwove health and wellbeing; and to promote equalty and inclusion by encouraging participation in programmes that tsrget the disadvantaged and vulnerable; and to advan education in the C¢Y7)munity by providing a range of projects and activities designed to assist in the leaming and development of lrfe skills" and the provision of recreational facilities with the object of improving conditions of lrfe for the persons for whom the facilities are primarily intended" and 1.6 the advancement of citizenship to advan literacy, numeracy, employment skills, life skills, social indusion and social activities. The area within which the Trust shall operate to as the 'Area of Benef shall mainly but not exclusively be Fife, particularly Cowdenbeath and sum)unding communitses.

The Constrtution for Central Park Community Trust was comprehensively wepared so as to def ne the areas of benefft that the Tru& would seek to promote in Cowdenbeath and surrounding areas. Central Park c0mwnty Trust was fortunate to have the legacy of a communty programmÈ, which had vawng success. orerated by the Cowdenteath Football Club Ltd over severdl years. The formal structure of the Central Park Conwnunty Trust rovides an independence frorn Cowdenbeath Football Club Ltd and establishes a p13tfotm for ftAure grcAVth. In the period from 1 April 2024 to 31 Merch 2025, the Trust has been able to move foThvard in conjunction with Active Frfe and Fife Leisure Trust in providing vwious age prograrnmes using their sports facilrties. We have been wel served by those programrnes Reference is made to this in the Trust's activities in a separate Annual Report. The cOmphÈnSe programrne of activihes across varijus age groups has been preparèd for 2024 to 2025 by our Development Mager in conjunclion with our new coaching staff. We conts.nue to seek to expand the activrties we can provi¢Je to encourage physical activity and heafth and wellbeing in the Cornmunty. Central Park is the registered address of the Trust. We also utilise the facilities provided there. There is a lease arrangement teen Landlord Ciwdenbeath Football Club Ltd which enable our use of the facilrties at Central Park with a nO#nal rent payable by the Tfust to Cowdenbeath Football Club Ltd. A formal agreement with Blue Brazil Boys Club to enable them to operate under the umbrella of Central Park Communty Trust has now terminated at their request AII TNstees attended Board meetings in the reportirKJ year when calFed. The trust has entered into dialogue wth Frfe Counc?I to exF4ore the opportunty of taki'ng a lease of a site within Cowdenbeath which was formerly used by an amateur football club. We believe that in obtaining this stte this would offer more control of cost and also provide a facility to the wider communty.

We are pleased to report that wth the introduction of additional grant fded programmes we have consKlerably improved the financial positi.on reducing rLsk Llability Risk Public and Employers Indemnity Insuran is now provided by ¢)urselves. Reserves Policy The trustees, policy is to maintain reserves at around 3 months of nomial running costs in order to rnt Gommitment5 and to covw any unexFec*gJ expenditure. Th has now been increased and equates to apptoximatdy £21.000.

It is rny responsibility to examine the accounts as required under section 44(1) (c) of the Act and to state ether particular rnatters have come to my attention. Basis of independent examiner's statement My exarnination is carried out in accordance with Regulation 11 of the Charities Accounts (Scotland) Regulations 2006. An axamination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeks explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the accounts. As at financial year end 2025 there was an outstanding debt of £960 due by th¢ Bluc Brazil Football Club to CPCT- this remains unpaid at date of audit.
