Release Scotland engagement has increased over the year, with thanks to
and recently stepped down trustee
for shaping the Release Scotland approach to Scottish
Government. Various trustees had met with Scottish Government
colleagues over the year to pick up on the Release Scotland agenda.
Other activities that Release Scotland have been involved in include
working with the care sector in Scotland and the SSSC; providing
commentary on their toolkit for hiring people with convictions. Contacts
within Irish Government are also keen to work with Release Scotland
following some funding they received to set up an equivalent service or
organisation in the Republic of Ireland. Release Scotland were also
featured as speakers at a number of events including the annual
conferences of both Recruit with Conviction and the University of
Strathclyde.

Achievements and performance

Summary of the main achievements of the charity during the financial period

Chair’s report Release Scotland activity over the last 12 months, alike most organisations, had been impacted by the COVID-19 pandemic. Before the incorporation of Release Scotland as a formal charity on 27[th] July 2020, the Release Scotland working group took a decision to largely hibernate activity. This was because the pandemic had created a job-short market, with Scotland’s main issue being that people were out of work, thus reducing opportunities for those with extenuating circumstances, such as people with convictions. In June 2020, the Release Scotland working group recognised the need for planning to scale and was, shortly after, registered as a formal Scottish charity. Activity was restarted, and for the next 6 months, Release Scotland continued to support both individuals and businesses through its report form on the website. In January 2021, it was realised that the website had been removed from the internet due to previous agreements around website hosting coming to an unexpected end. The reinstatement of releasescotland.com as a key tool for success became a priority. The Chair is pleased to report that a new Release Scotland website is available, with special thanks to trustees , and Apex Scotland. The tracking of website activity will be a key metric for Release Scotland over the next year, as a way of measuring progress and success. The pandemic is not over, but as the lockdown ended in the summer of 2021, the labour market has switched from a job-short market to record numbers of job advertisements and opportunities. There has been a record fall in the number of applications to each vacancy, which demonstrates that companies are struggling to hire, as well as a shortage of resources. There have been a number of theories for the cause of this, including: the instatement of employment models such as IR35; the early retirement of older workforce following the pandemic; the impact of Brexit on immigration and the job security in some sectors causing workers to change their vocations. Whatever the cause of these resource shortages, Release Scotland will be able to grapple an opportunity to demonstrate the importance of hiring from underutilised areas of the labour market. Our purpose as a charity is at the forefront of what is coming over the next few months. Of the Top 10 areas with the most unfilled vacancies in UK, 4 of these areas are located in Scotland. A key challenge for Release Scotland is funding, and this is likely to continue as a challenge as we enter into 2022. Over the next 12 months it is key that we develop a coherent strategy which addresses what Release Scotland wants to achieve, how Release Scotland should obtain long-term funding, its asks of Scottish Government and its product for employers. Release Scotland hope to hold an event as activity continues to progress.
