The Old Govan Fair SCIO Trustees’ Report For Financial Year 2024/2025
Introduction
The Old Govan Fair SCIO was formally recognised as a Scottish Charitable Incorporated Organisation (SC050116) in April 2020, replacing The Govan Fair Association. The Old Govan Fair is a non-profit organisation concerned specifically with organising, coordinating, and delivering the ‘Govan Fair’, which is one of the oldest Fair’s in Scotland, and takes place over the first weekend in June every year (Friday through to the Saturday currently). The Old Govan Fair SCIO currently has no full or part time staff , but we do have a team of experienced and dedicated volunteers who live within the local community, so on the weekend of the Fair, at other local community events or at local networking opportunities we utilise the skills and expertise of our volunteers and draw on support from other Third Sector organisations working within Govan; on the weekend of the Fair we pay for the Friday night procession, and all activities that take place on the Saturday, this is to ensure where possible the event is free and therefore accessible by all. The overall objective is to create a weekend of celebration, that includes a Friday night procession, and a Saturday with various family friendly activities within Elder Park.
During the last year, The Old Govan Fair SCIO was involved in 2 events within the Govan area, firstly the ‘Govan Fair’ which took place in the first weekend of June in 2024, and secondly the ‘Old Govan Fair does Christmas’ event, which took place in December 2024. For the period May 2024 to April 2025, The Old Govan Fair SCIO was successful in securing funds totaling £9,000 from the Glasgow City Council Area Partnership for costs associated with delivering the ‘Govan Fair’ and ‘Old Govan Fair does Christmas’, we were also fortunate to receive a donation of £500 from BAE Systems, meaning the total income for the period was £9,500. The total expenditure for the 12months, May 2024 – April 2025, was £9,545, meaning we had a small deficit of £45 for the year, as we had carried forward £3,750 from the previous year, this meant as of 1[st] May 2025 The Old Govan Fair SCIO has a net worth of £3,705.

Statement of Responsibilities of Members
The committee members are responsible for the preparation of the accounts for each financial year which gives a true and fair review of the state of affairs at the end of the year and of its results for that period. In preparing those accounts the members are required to;

Select suitable accounting policies and then apply them consistently.

Make judgements and estimates that are reasonable and prudent

State whether applicable accounting standards have been followed

Prepare the accounts on the going concern basis unless it is inappropriate to assume that the scheme will continue
The committee members are responsible for keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the project and which will enable them to comply with accounting procedures of The Law Reform (Miscellaneous Provisions) (Scotland) Act 1990 and The Charities Accounts (Scotland) regulations 1992. As a Scottish charity they must also comply with the applicable terms and provisions of the Charities & Trustee Investment (Scotland) Act 2005 and the Charities Accounts (Scotland) Regulations 2006. They are responsible for safeguarding the assets of the organisation and hence for taking reasonable steps for the prevention and detection of fraud or other irregularities.
We shall continue to work to deliver the successful assistance and help required by our service users to the consistently high standard we have been renowned for.
We would also like to take this opportunity to thank our volunteers and supporters from the whole community for their hard work throughout the year.

Independent Examiner’s Notes on The Old Govan Fair SCIO Receipts & Payments Statement 1[st] May 2024 – 30[th] April 2025
Statement of Responsibilities of Trustees & Independent Examiner
The charity’s trustees are responsible for the preparation of the accounts in accordance with the terms of the Charities and Trustee Investment (Scotland) 2005 Act and the Charities Accounts (Scotland) Regulations 2006. The charity trustees consider that the audit requirement of Regulation 10(1) (d) of the Accounts Regulations does not apply. It is my responsibility to examine the accounts as required under section 44(1) (c) of the Act and to state whether particular matters have come to my attention.
Basis of independent examiner’s statement
My examination is carried out in accordance with Regulation 11 of the Charities Accounts (Scotland) Regulations 2006. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeks explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and, consequently, I do not express an audit opinion on the accounts.
Independent examiner’s statement
In the course of my examination, no matter has come to my attention

which gives me reasonable cause to believe that in any material respect the requirements:

to keep accounting records in accordance with section 44(1) (a) of the 2005 Act and Regulation 4 of the 2006

to prepare accounts which accord with the accounting records and comply with Regulation 9 of the 2006

- to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

I have examined the financial records, letters of award, pay ins and expenditure of the group for the period 2023/24 and find them to correspond with their Receipts and Payments statements for the year under consideration.
With specific reference to this accounting period I should just like to state that after examination of the group’s financial records I have no specific recommendations to make regarding the group’s methods of recording or accounting practice as they all conform to the statutory requirements for an organisation of its size and nature. Further no other issues of concern were raised in any pertinent matter with regards to The Old Govan Fair SCIO accounts for this year.
