CEO’s Annual Report on activities for the year ending 31/8/2024.

PABSS continues to support families on a voluntary basis. Lack of charity funding and donations meant we had to earn what funds we did have by offering our Autism training/Understanding Behaviour as a means of communication and using our expertise in research activities.

We continued our research in collaboration with Manchester Metropolitan University for the Learn/Swap Project.

No volunteers were paid for work they undertook and only mileage/travel expenses were paid.

We supported 631 families during the calendar year with advice and support. We supported 259 families to complete the communication passport.

We also produced data relating to the number of children in schools who had been subjected to the use of restraint and seclusion. This data was obtained from over 300 families who completed our family questionnaire. The data was anonymised and shared with The Scottish Government.

Our CEO along with one other volunteer was part of a Scottish Government short life working group writing new National Government

guidance on the use of restraint and seclusion in schools. This continued until late summer 2024 with the guidance published early winter 2024

The charity has no contingent liabilities, nor does it have contractual obligations which result in regular payments, such as salaries, the charity remains able to continue as a going concern, albeit small organisation.

During the period of this report, we continued to work in our core activities, mainly advocating on behalf of learning-disabled children and their families at local authority and government level. We attended meetings nationally and even Internationally in person and online as we liaised with like-minded individuals and organisations who we believe can help further our aims, particularly in reducing restraint and seclusion in education settings and upholding children’s human rights.

We continue to work alongside The UK Restraint Reduction Network, Restraint Reduction Scotland, and The Scottish Positive Behaviour Support Network. We also have good working relationships with other charities eg Enable Scotland, SCLD, MyCompass.com, BILD and various Universities. We expect to be called to collaborate with The Scottish Government at some point in future as the New Guidance on Restraint & Seclusion in schools is reviewed in the coming year.

We had two volunteers who not only attended International Conferences on both Restraint Reduction and Positive Behaviour Support. They also presented workshops and gave keynote speeches at these conferences. We continue to be viewed as leading advocates for such matters and as experts in our field.

We continue to provide advice, advocacy and practical support to parents whose children have been physically and emotionally harmed due to the unnecessary use of coercive practises like restraint and forced isolation (seclusion) in education settings. Families use various methods to contact us, via telephone, online support forums and in person. We attended school meetings in person supporting families in various parts of Dundee, Angus, Perth, Aberdeenshire, Glasgow, Edinburgh, Fife and also throughout Central Scotland.

As previously stated, no one at PABSS takes a salary from the charity. Our funds are all taken up by travel expenses, minimum stationary costs (including the printing and laminating of the communication passport) We are blessed that because of volunteers generosity and the nature of our charity, we do not need large amounts of funding to operate, so

whilst we continue to receive payments from consultancy work and our training, we can still manage to fund all our activities adequately because of the wholly volunteer nature of our organisation.

In summary, during the year PABSS continued to operate effectively in furthering our core aims and we are pleased to report that further progress has been made in highlighting and challenging human rights concerns on the treatment of learning-disabled children at local and national level. We also continue to provide training sessions to sports coaches who provide services to autistic children, this provides yet another small income source to our charity to enable us to fund our core service to families, children, and young people.

PABSS is a very small specialist charity with a big heart. We are passionate about giving a voice to children who have none.

The charity’s trustees are responsible for the preparation of the accounts in accordance
with the terms of the Charities and Trustee Investment (Scotland) 2005 Act and the
Charities Accounts (Scotland) Regulations 2006 (as amended). The charity trustees
consider that the audit requirement of Regulation 10(1) (d) of the Accounts Regulations
does not apply. It is my responsibility to examine the accounts as required under section
44(1) (c) of the Act and to state whether particular matters have come to my attention.
Basis of independent
examiner’s statement
My examination is carried out in accordance with Regulation 11 of the 2006 Accounts
Regulations. An examination includes a review of the accounting records kept by the
charity and a comparison of the accounts presented with those records. It also includes
consideration of any unusual items or disclosures in the accounts and seeks
explanations from the trustees concerning any such matters. The procedures undertaken
do not provide all the evidence that would be required in an audit and, consequently, I do
not express an audit opinion on the view given by the accounts.
