The Charity purposes are alto safeguard, protect and preserve the good health, both mental and physical of children and parents of children. bl to prevent cruelty to or maltreatment of children; c) to relieve sickness. poverty and need amongst children and parent5 of chlldren; dl to promote the education of the public in better standards of childcare,. principally but not exclusively within the area of Lisburn/Colin and its environ5. The Home-start vision is to see a society in which every parent has the support they need to give their chlldren the best possible start in life. Home-start believes that children need a happy and secure childhood and that parents play the key role in giving their children a good start in life and helping them achieve thelr potential. Home-start supports parents as they 8row in confidence, strengthens their relationships with their children and widen links with the local community. Home-start Lisburn/Colin offers support, friendship and practical help to families with voung children. The servlces provided by include weekly volunteer support in the home, Family Group support, courses and outings. In setting our objectives and planning our actlvltles for the year the trustees have glven careful consideration to the Charlty Commisslon for Northern Ireland'5 guidance on publlc benefit to ensure that the activities have helped to achieve the charlty's purposes and provide a benefit to the beneflclarles We want to say thank you to the trustees for all their hard work through out the year. Also to the family support volunteers, who selflessly give up their free time to vlslt families in their homes each week, and help out at the Family Group. ACHIEVEMENTS AND PERFORMANCE In the year to March 2023 Home-start Lisburnlcolin supported 184 children12022, 159 children). The Charlty durlng the year had 25 volunteers (2022, 23) who vlslted families weekly in their homes or who helped on a weekly basls at the Famlly Group. Families took up 105 packages of support made up of - Home vlsltln8 -38, Family Group-47, Incredible Years -20, Other Workshops- O. In 2023 there were 121 referrals12022, 841. The breakdown of the source of referrals was Health Visitor 86 (2022, 67) - Famlly Support Hub 1415)- Social Worker O {O)- Self referral 12 {61, Other 916). FINANCIAL REVIEW We had an Income of £92,269 {2022 £85,330) and spent £81,24112022 £77,904. Despite the uncertainty surrounding public budgets the South Eastern Health and Social Care Trust contlnues to be our anchor funder wSth over £41,000. Notable support has come from BBC Children in Need, The Henry 5mlth Charity, Lisburn & Castlereagh Clty Councll and John Moores Foundation. It is the policy of the Charity to keep reserve levels under review. It is desirable to maintain reserve levels which would equate to approximately six months of unrestricted expenditure, thus safeguarding service delivery on an annual basis. At present reserves equate approximately to slx months of unrestrlcted expenditure. STRucfuRE, GOVERNANCE AND MANAGEMEMr The Charity is a private limited company, limited by guarantee with no share capital. The Charity is governed by its memorandum and artlcles of a550ciation. The trustees during the year may co-opt any person duly qualified to be appointed as a Trustee to fill a vacancy in their number or as an additional Trustee, but a co-opted Trustee holds office only until the next AGM. One third (or the number nearest one thirdl of the Trustees must retire at each AGM, those longest in office retiring first. Leases which do not transfer substantially all the risks and rewards of ownership to charity are cla55ified as operating leases. Assets held under finance leases are initially recognised as assets of the charity at their fair value at the Inceptlon of the lease or, if lower, at the present value of the minlmum lease payments. The corresponding liability to the lessor is included In the balance sheet date as a finance lease obligation. Lease payments are apportloned between finance expenses and reduction of the lease obllgation so as to achieve a constant rate of interest on the remaining balance of the Ilablllty. Finance expenses are recognised immediately• unless they are directly attributable to qualifyin8 assets, in which case they are capitalised in accordance wlth the charity's policy on borrowlng costs. Assets held under flnance leases are depreclated in the same way as owned assets. Operating lease payments are reco8nised as an expense on a straight-line basis over the lease term.
