OBJECTIVES AND ACTIVITIES
The purpose of the charlty as set out in its governing document. The Charity purposes are alto safeguard,
protect and preserve the good health, both mental and physical of children and parents of children. bl to
prevent cruelty to or maltreatment of children; c) to relieve sickness. poverty and need amongst children and
parent5 of chlldren; dl to promote the education of the public in better standards of childcare,. principally but
not exclusively within the area of Lisburn/Colin and its environ5. The Home-start vision is to see a society in
which every parent has the support they need to give their chlldren the best possible start in life.
Home-start believes that children need a happy and secure childhood and that parents play the key role in
giving their children a good start in life and helping them achieve thelr potential. Home-start supports
parents as they 8row in confidence, strengthens their relationships with their children and widen links with
the local community. Home-start Lisburn/Colin offers support, friendship and practical help to families with
voung children. The servlces provided by include weekly volunteer support in the home, Family Group
support, courses and outings.
In setting our objectives and planning our actlvltles for the year the trustees have glven careful consideration
to the Charlty Commisslon for Northern Ireland'5 guidance on publlc benefit to ensure that the activities have
helped to achieve the charlty's purposes and provide a benefit to the beneflclarles
We want to say thank you to the trustees for all their hard work through out the year. Also to the family
support volunteers, who selflessly give up their free time to vlslt families in their homes each week, and help
out at the Family Group.
ACHIEVEMENTS AND PERFORMANCE
In the year to March 2023 Home-start Lisburnlcolin supported 184 children12022, 159 children). The Charlty
durlng the year had 25 volunteers (2022, 23) who vlslted families weekly in their homes or who helped on a
weekly basls at the Famlly Group. Families took up 105 packages of support made up of - Home vlsltln8 -38,
Family Group-47, Incredible Years -20, Other Workshops- O.
In 2023 there were 121 referrals12022, 841. The breakdown of the source of referrals was Health Visitor 86
(2022, 67) - Famlly Support Hub 1415)- Social Worker O {O)- Self referral 12 {61, Other 916).
FINANCIAL REVIEW
We had an Income of £92,269 {2022 £85,330) and spent £81,24112022 £77,904. Despite the uncertainty
surrounding public budgets the South Eastern Health and Social Care Trust contlnues to be our anchor funder
wSth over £41,000. Notable support has come from BBC Children in Need, The Henry 5mlth Charity, Lisburn &
Castlereagh Clty Councll and John Moores Foundation.
It is the policy of the Charity to keep reserve levels under review. It is desirable to maintain reserve levels
which would equate to approximately six months of unrestricted expenditure, thus safeguarding service
delivery on an annual basis. At present reserves equate approximately to slx months of unrestrlcted
expenditure.
STRucfuRE, GOVERNANCE AND MANAGEMEMr
The Charity is a private limited company, limited by guarantee with no share capital. The Charity is governed
by its memorandum and artlcles of a550ciation.

Recrultment and appointment of new trustees. The trustees during the year may co-opt any person duly
qualified to be appointed as a Trustee to fill a vacancy in their number or as an additional Trustee, but a
co-opted Trustee holds office only until the next AGM. One third (or the number nearest one thirdl of the
Trustees must retire at each AGM, those longest in office retiring first. Trustees retiring at the AGM or new
Trustees can be reappointed by a vote at the AGM
The trustees are responsible for keeplng proper accounting records that disclose with reasonable accuracy at
any time the flnancial position of the charity and to enable them to ensure that the financial statements
comply with the Charities Act (Northern Ireland) 2Crf)8 and the Accounting and Reporting by Charities:
Statement of Recommended Practlte applicable to charitles preparing their accounts in accordance with the
Flnanclal Reportlng Standard applicable in the UK and Republlc of Ireland {FRS102).
The trustees are also responslble for safeguardlng the assets of the charlty and hence taking reasonable steps
for the preventlon and detection of fraud and other irregularltles.

Independent Examlner's Report to the trustees of Home-start Llsburnlcolln
I report on the financial statements of Home-start Lisburn/Colln for the year ended 31 March 2023 which
comprise the Ststement of Financlal Actlvities, the Summary Income and Expenditure Account, the Balance
Sheet, the Statement of Cash Flows and the related notes.
Respective responslbllltles of trustees and examlner
As the charity trustees land also the directors of the company forthe purposes of company law} you are
responsible for the preparation of the accounts in accordance with the requirements of the Companies Act
2tK16. Having satisfied myself that the charity Is not subject to audlt under company law, and is eligible for
Independent examinatlon, it 15 my responsibility to:
examine the accounts under sectlon 65 of the Charities Act
follow the procedures laid down in the general Directions given by the Charity Commlssion for
Northern Ireland under 5ectlon 6519)(b) of the Charities Act
state whether particular matters have come to my attention.

I have examined your charity accounts as requlred under section 65 of the Charlties Act and my examinatlon
was carrled out In accordance with the general dlrectlons given by the Charity Commlsslon for Northern

records kept by the charlty and a comparlson of the accounts presented wlth those records. It also Included

Basis of preparatlon
The financial statement5 have been prepared in accordance with Accounting and Reporting by Charities:
Statement of Recommended Prartice: Accounting and Reporting by Charities preparing their accounts in
accordance with the Financial Reporting Standard applicable in the UK and Republic of ITeland (FRS 102)
issued on 16 July 2014 and the the Financial Reporting Standard applicable in the United Kingdom and
Republic of Ireland (FRS 1021, the Charitles and Trustee Investment {Scotlandl Act 2005 and the Charities
Accourits (Scotland) Regulations 2006 las amended}.

Expendlture is recognised on an accruals basis. Expenditure includes any VAT whlch
cannot be fully recovered, and is reported as part of the expenditure to which it
relates.

In the Statement of Cash Flow5, cash and cash equlvalents are shown net of bank overdrafts that are
repayable on demand and form an inte8ral part of the company's cash management.
Trade and other credltor5
Short term credltors are measured at the transaction price. Other creditors and provisions are recognised
where the charity has a present obligation resultin8 from a past event that wlll probably result in the
transfer of funds to a third party and the amount due to settle the obligatlon can be measured or
estlmated rellably. Credltors and provisions are normally recognlsed at thelr settlement amount after
allowing for any trade discounts due.

Leased assets
Where the charlty enters Into a lease which entails taking substantially all the risks and rewards of
ownership of an asset, the lease is treated as a finance lease.
Leases which do not transfer substantially all the risks and rewards of ownership to charity are cla55ified
as operating leases.
Assets held under finance leases are initially recognised as assets of the charity at their fair value at the
Inceptlon of the lease or, if lower, at the present value of the minlmum lease payments. The
corresponding liability to the lessor is included In the balance sheet date as a finance lease obligation.
Lease payments are apportloned between finance expenses and reduction of the lease obllgation so as to
achieve a constant rate of interest on the remaining balance of the Ilablllty. Finance expenses are
recognised immediately• unless they are directly attributable to qualifyin8 assets, in which case they are
capitalised in accordance wlth the charity's policy on borrowlng costs.
Assets held under flnance leases are depreclated in the same way as owned assets.
Operating lease payments are reco8nised as an expense on a straight-line basis over the lease term.
In the event that lease incentives are received to enter into operating leases, such Incentives are
recogn15ed as a15ability. The aggregate benefit of Incentlves is recognised a5 a reductlon of rental
expense on a straight-line basls.
Penslon costs
The charity operates a deflned contributlon plan for its employees. A defined contribution plan Is a
penslon plan under which the company pays fixed contributions into a separate entity. Once the
contrlbutlons have been paid the company has no further payments obligatlons. The contributlons are
reco8nlsed as expenses when they fall due. Amounts not pald are shown in accruals in the balance sheet.
The assets of the plan are held separately from the company in independently administered funds.
