This is eveii considei-ing the circuinstances and tlie pressures pi'esented to the association due to the pandemic ovei. the pi'evious two yeais. It is incumbent on me to i'ecognise the sheei. hard woi'k, long houi's and the deteiinination of the staff and volunteers who continued to eai'n the i'espect of oul coininunity and goveinment bodies tlu'ougliout a difficult time of transition fi'oin the old to tlie new coinmunity centre. The oi'iginal centi"e closed in December 2019 and Walkway's Management Committee took ownership of tlie new centi'e in Mai'ch 2023. By i'elocating I'esoui'ces to local chui'ches and Ci-osssection, staff and volunteers wei-e still able to delivei- compi'ehensive pi'ogi'ains foi. all age gi'oups within oui" coinmunity.
FundinLY was applied foi. and i"eceived dui'ing 2022123 fi'om Belfast City Council, Education Authoi"ity, Ui'ban Villages, DFC, TNLCF and CFNI to allow suppoi"t foi. the needs of pai'eiits and tots, childi.en and young people, men, and women's, gi"oups, senior clubs, education pi"ogi"ams, healtli and wellbeing, coininunity safety and envii'oniiiental pi"ojects. A "wami hub" was set up by Walkway staff in a local cliui'cli to combat loneliness and fuel poveity ovei- the coui'se of wintei.. TFll'ough funding fi'om DFC, the association was able to recluit and ti.ain a new Community Suppoi Officei" and Youtli Workers due to a staff membei" leavingy foi. fainily i'easons and another moving on to othei" employmeiit. I am pleased to i'epoil oui. new staff menibers al'e now an integi.al part of the association. They al-e actively engaged in ongoing ti'ainiiigy relevant to tlieii. positions. Thei'e is no doubt the Covid pandemic had a Iiuge impact on oui. coiiiinunity. Despite oui" concei"ns, it is satisfying to see diffei-ent gi'oups i'efomiing and retui'ning to the centi'e aftel. a long absence. Since Mat'ch, we have welcomed back Ti"iiiity Theatre Aits, the Walkway Women's Group and Pai'ents and Tots, to name a few. Walkway Management Committee thanks oui. fundei"s foi" theii" continued support without which it would be impossible to finance and deliver oui. full l'ange of pi'ogi'ams. Their continued financial suppoit is acknowledgement by the funding agencies of the iinportant contribution Walkway's pi'ogi'anis make to improving the quality of life of tliose people living within our community. The oi"ganisation is represented on many networks, making connections within the community to shal'e expei"iences and pi'omote partnei.ship working. We have been involved in suppoiting and delivering community capacity building pi'ogrammes, cultural awai'eness, community safety and community engagyement activities. In conclusion, my hope is we continue to woi'k together, with other community groups, local agencies, and our local chui.ches to enhance the lives of tliose in our community. Together, we have much to look foiivard to in the coming yeai.. I tivst the staff and volunteers will enjoy the new centi'e and the resoui'ces it offers to work together to make Walkway Community Centre a welcome space foi" eveiyone regai'dless of i'acc, ci"eed, oi" i'elig7ion. WALKWAY COMMUNITY ASSOCIATION NOTES TO THE ACCOUNTS 31 MARCH 2023 Accouiiting Policies The Pi'incipal Accouiiling Policies are as follows: These Financial Stateinents al'e prepai'ed in accoi'dance with the Statement of Recommended Pi'actice "Accounting by Chai'ities" issued in Octobei" 1995 (Revised 2002), and applicable Accounting Standards. Accountiiig Convention The Accounts have been pi'epared uiidei. the histoi'ical cost convention and in accoi"dance witli applicable accounting standai'ds. Basis of Accouiiting Revenue Grants al'e ci'edited to the income and expenditure account on an accruals basis. Restricted Funds All Grants which specify a pui.pose foi. the Grant, including Col'e Grants, are included as Resti'icted Funds. It is the Association's policy to meet all Restricted Fund Deficits by ti'ansfer from the Accumulated Uni"estricted Funds. Resources Expended It is considered that, with the exception of inanagement and administi'ation costs and costs genei'ating funds, all suppoit costs are pai't of the total expenditui-e dii-ectly i'elating to the objects of tlie chai'ity. Thei"e were no costs in this yeai" of genei"ating funds. As a Project Based charity, tlie cost of managing and administrating each pi'oject is classed as a Direct Charitable Expense. Management and Adininistratioii costs al'e based on the cost of staff time spent on these activities and includes salai'ies and an appi'opi'iate pi'oportion of certain suppoi-t costs.
