The Company’s objects are specifically restricted to the promotion, development and support of the voluntary and community sector, the advancement of education and the advancement of community development in Northern Ireland and in any other part of the world as the directors may think fit by associating the statutory and local authorities, voluntary organisations and the inhabitants in a common effort to promote evaluation practice and in particular: a) to promote the efficiency and effectiveness of voluntary and community organisations, charitable organisations and projects in the area of benefit by providing information, advice, education and training, consultancy, and technical and practical assistance in the evaluation of programmes and projects connected with the work carried out within such voluntary and community organisations, charitable organisations and projects for the benefit of the public; b) to promote understanding and advance education among policymakers and funders, including Government departments, statutory agencies, local authorities and independent funders who work with voluntary and community organisations, charitable organisations and projects in the area of benefit by providing information, consultancy and research in evaluation practices in order to assist in the promulgation of effective policies, initiatives and good practice in an effort to optimize decisions relating to the voluntary and community sector; c) to promote and advance education through charitable research in the theories and methods of evaluation in order to improve evaluation practice in the voluntary and community sector and to disseminate the results of such research to charities, policy makers and funders engaged in the voluntary and community sector in an effort to promote their efficiency and effectiveness for the public benefit; d) to act as a representative of the voluntary and community sector, charitable organisations and projects in the area of benefit in relation to evaluation policies and practice and in so doing promote and facilitate co-operation between voluntary and community organisations, policymakers and funders engaged in the furtherance of any of the above purposes. For the purposes of this article ‘evaluation’ means the systematic and objective assessment of an on-going or completed project, programme or policy; its design, implementation and results to determine the relevance and fulfilment of objectives, development, efficiency, effectiveness, impact and sustainability.
