Objectives and activities

Summary of the purposes of the charity set out in its governing document

The Wheldrake Recreation Ground Foundation, operating under the name of the WRA, is the registered charity (Charitable Trust) which is responsible for the management of the Trust property located between Broad Highway and Greengales Lane, comprising around 6 acres of land. Funds for a recreation ground was raised by the residents of Wheldrake, including a contribution from the Parish Council, which enabled the purchase of the property on 31 January 1972. The property was placed in Trust, a Charity formed, and the Parish council named as the Custodian Trustee. The Custodian Trustee (Parish Council) holds the Title to the Land, but is forbidden to be involved in the management of the Trust Property. The responsibility of managing the Trust Property is vested in a committee of managing trustees, appointed in accordance with the governing document, the Conveyance of 1972.

Summary of the main activities in relation to those purposes for the public benefit, in particular, the activities, projects or services identified in the accounts

To provide a recreational facility for the benefit of the residents of Wheldrake. In order to meet its charitable objective the management committee permit the facility to be used by individuals and businesses from the wider community when the facility is not required by residents of Wheldrake.

To increase the funds available to maintain the hall and reduce the cost of using the hall to local residents. To further the aim of the charity, local not for profit groups based in the village are offered a membership which allows them to use the facility as their base of operations

The trustees consider that they have complied with their duties to have due regard to the public benefit guidance published by the Charity Commission.

Achievements and performance

Summary of the main achievements of the charity, identifying the difference the charity’s work has made to the circumstances of its beneficiaries and any wider benefits to society as a whole.

This year the charity continued to achieve it's stated goal in achieving its charitable purpose and have identified the need to improve the facility to offer a wider range of activities. To this end the charity has invested in the bar facilities and trialled opening more regularly with it currently being open 7 days a week. This is to improve the bar for the use of the sports teams based at the hall and the village in general.

Projects are undertaken to improve the facility for the village. This year the car park had spaces marked out (including a disabled space) and end stops installed to keep cars off the footpath. The village hall was rendered to give a consistent, attractive finish to the building which was previously a mix of breezeblock and bricks.

The conversion of the Trust to a CIO has been progressed with Hempsons solicitors instructed to assist us with this

Prior to 31/01/22 any sales from the bar were in line with the charity’s primary purpose, income from the sports clubs at sports games and consistent with how the charity has always operated.

The bar began a trial to open in excess of private functions and sports games for the period 01/01/22-31/03/22 to raise additional funds. This income then ceased to be primary purpose and was trading income. The income received in this period from bar sales was £10,518 which is 19% of total income and therefore under the threshold of 25% allowable trading income for the year.

The setting up of a trading subsidiary to accommodate any trading income from bar sales in future will be put to committee at the AGM for an official vote.

It is intended to be held as a long term capital asset of the charity to serve as a recreation ground, but in the exeptional circumstances, subject to three seperate criteria, it could be sold, though all proceeds would need to be applied for the purpose of the charity.
