— Crosby & District Scout Council 2019 2020

Due to the Covid 19 Pandemic the Executive decided to hold the AGM online. The AGM would was to initially take the form of a live event. This was changed when no nominations were made/or votes needed. It was changed to just a printed report.

21st October 2020. 97 recipients.

Email sent informing District of online AGM in November as a TEAMS live event. Nominations could be made on the District website.

9th November 2020. 95 recipients.

Informing members of change of date of AGM to 13th January 2021.

17th November: Accounts and reports will be published on the website. A form will be made available for ques�ons to be submi�ed.

Census 2022

I was very encouraged by the Census figures in January 2022 because they show we are back to numbers we last seen in 2016 (see table below). I don’t have to tell you that in 2020/2021 we saw a big drop across all sections but this is reversing.

I am very pleased with the Explorer numbers and would like to thank the Steve and Jordan for the work that they have put in over the past year.

Nationally the opening of Squirrel drays will be a major source of increase in many Districts numbers but as a District we are not ready to open a dray, I will be talking to GSL’s/Team Leaders about when they feel this could happen, but this is something I do not want to rush.

Finance Report

Funds in the district continue to benefit from Covid 19 grants received over the last two years. This has mitigated against membership decline during the pandemic and the reduction of district membership fees.

There has been some delay in posting accounts for the previous year as we were advised our full accounts should include assets including property. This has meant full valuations of District HQ and Llansannan were required. These valuations have been lodged with the Charities Commission and will be reviewed in five years.

Fundraising has continued amongst district groups and the candidates travelling to South Korea for the World Jamboree. The district continue to support these events and look forward to helping more scouts benefit from these opportunities in the future.

The decision has been made after consultation with groups in the district to retain District HQ and utilise the building and land fully for all groups to engage with. To bring the building up to a fully accessible and modern standard the district will be fundraising over the foreseeable future to finance the project. We will also continue to fundraise for Llansannan which has seen such a transformation over the last five years.

As the cost of living crisis continues we will ensure that scouting remains open to all in the district.

Scout Groups in England and Wales are considered charities by law, and some may be registered with the appropriate charity regulator. All members of the Group Executive Committee are charity trustees.

To comply with legislation, all charities must have a governing body, which in Scouting we call an Executive Committee. Members of the Executive Committee must act collectively as Charity Trustees of the Scout Group.

As charity trustees, Executive Committee members have a number of specific responsibilities that they must fulfil to ensure the effective running of the Scout Group.*

- Llansannan restoration project update for November 2022

Improved the toilet block

Designed and modified an unused area to - house 2 new self contained electric showers. Constructed new walls and new door frame. Installed new ceilings, lighting, insulation and new windows.

Improved hall

Installed insulation in front walls and renewed wallboards, improving heat retention. Painted the hall.

Improved the ceilings in the bunk room and dining room, with new lighting and insulation

.The exterior perimeter of the building and grounds requires continuous maintenance to keep it in good order. This, in the past couple of years has included exterior painting, creosoting, guttering, hedge work, grass cutting etc. More recently it has involved additional work to improve external drainage.

Tribute to Steve Cook

Steve Cook passed away on Tuesday 24[th] March after a short stay in hospital.

Steve was a Scout Leader for almost 60 years in Crosby District, at the 30[th] and the 10[th] . He often told tales of the day that he arrived home in his twenties, after being demobbed from the army, to find his own scout group preparing for a camp at Tawd Vale. He threw his bag on with the rest and went with them and Steve continued camping with Scouts well into his seventies.

Tawd Vale was a very special place for Steve with so many happy memories and he would regularly go to lay flowers under BP’s tree in memory of his wife Barbara.

Up until he went into hospital, Steve was still attending pack nights at the 10[th] Crosby Bobcats, sharing his knowledge and skills with leaders and cubs alike. At the 10[th] , he was affectionately known as ‘our Grandad’.

Steve was also, during his long service with Scouting, a Deputy District Commissioner, Badge secretary, an

active member of the Scout Fellowship within Crosby District and a member of the ‘Friends of Tawd Vale’.

Outside of Scouting, Steve was a volunteer with Woodlands Hospice as a driver and kitchen hand, an active member of All Saints church, a member of a walking club and, as a keen woodturner, a local woodturning group.

He loved growing vegetables in his garden, black tea no sugar and his many foreign holidays.

Steve was always a friend, always kind and considerate, always involved in helping others. In short, he was a true Scout.

Tribute to Kathy Postlethwaite

In 1979 Kathy walked into the 5th Crosby scout headquarters and offered to help with the Cub pack.

Her first role was Assistant Cub scout leader of the Monday pack, followed by.

Cub scout leader, Venture scout leader, Assistant District commissioner Cubs, Scout leader, District Commissioner, Beaver scout leader, Explorer scout leader.

Some of these roles ran concurrently.

Kathy was very passionate about the history of scouting, always quoting the Scouts laws and explaining what they mean and how they should be part of our every day life. She was always heard saying, scouts help others and that is how she lived her life.

Kathy was a passionate fundraiser and raised funds for so many different causes over a period of more than 40 years, from earthquakes in Iran, the Tsunami, floods in various parts of the world, bereaved families etc etc.

She had a real passion for helping and supporting Food banks, raising substantial funds with the support of her scouts and families, always encouraging scouts to think of other people. She would say care for people without any expectation.

From hunting for Haggis with Cub scouts in Edinburgh, The District Millennium camp and who could forget that, to investing our first District Explorers on top of the Eiffel Tower, Kathy inspired so many people both young and older with her enthusiasm, ideas, imagination, planning and organisation.

She believed in the whole Ethos of the Scout movement.

Kathy had such a passion for Scouting and made every new member being invested feel very special.

From camping in Hungary in 1991, Poland 1993 as part of the Twinning between Sefton and Gdansk and so on Kathy helped provide so many opportunities and create so many wonderful memories for so many young people.

Kathy always said to her Scouts

( Trust me ) and that is engraved on so many competition trophies that her scouts won.

Kathy was awarded the Medal of Merit, Bar to Merit, Silver Acorn, and more recently the Bar to the Silver Acorn.

District Commissioners Report

So this has mostly been a normal year Covid wise which has meant everyone has got back to providing #skillsforlife for over 300 young people week in week out.

I was pleased that Crosby Scouts was able to send a contingent to Poacher - International camp, we would like this to be a bi annual event visiting different International Camps. I would also like to explore the idea of organising a District contingent to visit Kanderstag International Scout Centre, if you would like to get involved in this please speak to me.

It was a sad year as we lost two Leaders in the District who in their own ways had made a big impact in the District over many years. This got me thinking about how we should remember those people who have made an impact in the District. I am going to be forming a work party to consider this question and report back to the Exec next year before the summer.

I would like to thank Louise Burrows and Lucy Scott for their work as Youth Commissioners over the past few years, they made a big difference during their time. I have recently appointed Lucy Fol as the new District Youth Commissioner and Rosie Robinson and Charlie Cunnane as Deputy Youth Commissioners. One of their first projects will be to take the lead on next Year’s District Camp.

Talking of events we have set up a District Calendar and planned a number of exiting District events over the next year. The calendar can be found on the District website. Crosby & District (scoutsonline.co.uk)

I would like to take this opportunity to thank all the volunteers in the District and I look forward to meeting more of you of the next few months.

Over the next year how volunteers are organised and what they are called are set to change, this is an opportunity for volunteers to think about what they currently do and if they would like a new challenge. Section Reports

Cubs

I’m pleased to say everyone is back up and running with most, if not all, back at camp too. I’ve managed to visit and speak to all cub packs and their leaders within the past year to see what they need help with and would like to see within district etc.

The general consensus from leaders is help with recruitment of either adults, YP or both, and training/knowledge in SEN. Some have requested skill sharing events for leaders to help new to scouting leaders with the basics (knots, compass, fires, etc.)

I’ve received some good ideas from the cubs and leaders for what they would like to see/do/happen in district, including days out (zoo, crocky trail, safari, etc.), activity days (challenge badge days, 5 aside football, swimming gala, bike - ride, bake off) and camps (district, sixers and seconders weekend).

Scouts

Many Scouts enjoyed attending Poacher 2022 and plans are underway for the next International Camp. Like the Cub Section we have been looking at what activities to offer as a District some ideas include a Water Activity Day, Leader skills days and a Target sports activity day.

Explorers/Young Leaders

Explorers is going strong, over the past year the Unit has been attended Great Escape, Mersey Moot and a number completed their Silver Duke of Edinburgh ‘practice hike’. We received at generous grant from the Burbo Bank Community Fund which enable the Unit to buy equipment for both static camps and Duke of Edinburgh hikes.

We also have a large number of young leaders and with help from the Burbo Bank Fund we have been able to fund the training of 50 Young Leaders over the next few years. Young Leaders are the future of the Movement so we are running training sessions to give them the skills to be effective leaders in and out of Scouting, they will also have the opportunity to work towards the Young Leader Award Scheme.

The Network section is unique as the senior section its programme is structured differently from the other sections, focusing on achieving the top awards of the sec- tion, such as the Queen's Scout award rather than other badges. It is largely self run by the members of the section, as opposed to being led by a team of adult leaders.

Most of Crosbys membership consist of leaders in other groups and they help to run various other sections. Likewise because of the age group, many of members are away at Universities across the country. However there are currently a few members having amazing adventures while completing their Queen Scout Award and Duke of Edinburgh Silver and Gold Awards as well as the occasional camp. And we were very pleased to be able to award a Queen Scout Award in the last year.

With the passing of HM Queen Elizabeth II, HQ have decided that the Queen Scout Award will be changed to Kings Scout Award. While the challenges and requirements of the award will remain the same, the award badge will change to reflect this new era. Any person awarded Queen Scout Awards in the past will remain as Queen Scouts.

Fundraising.

We are holding the 8th Burns Night Supper this year. It supports Llansannan Restoration Fund, Jamboree participants, Explorer Unit and several other charities. If you would like tickets or would like to help out on the night then please contact us using the details on the flier.
