Structure, Governance and Management

The District's governing documents are those of The Scout Association. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Association and The Policy Organisation and Rules of The Scout Association. The District is a trust established under its rules which are common to all Scouts. The Trustees are appointed in accordance with the Policy Organisation and Rules of The Scout Association.

The District is managed by the District Executive Committee, the members of which are the 'Charity Trustees' of the Scout District which is an educational charity. As Charity Trustees they are responsible for complying with legislation applicable to Charities. This includes the registration, keeping proper accounts and making returns to the Charity Commission as appropriate.

The Committee consists of 3 independent representatives, Chair, Treasurer and Secretary together with the District Commissioner, District Explorer Scout Commissioner, nominated and elected members and meets 4 times a year. This District Executive Committee exists to support the District Commissioner in meeting the responsibilities of the appointments and it responsible for: -

The District has in place systems of internal controls that are designed to provide reasonable assurance against material mismanagement or loss; these include 2 signatories for all payments and comprehensive insurance policies to ensure that insurable risks are covered.

The Purpose and Values of Scouting and the Scout Method.

Scouting exists to actively engage and support young people in their personal development, empowering them to make a positive contribution to society.

As Scouts we are guided by the values of : Integrity - Respect - Care - Belief - Co-operation.

Scouting takes place when young people, in partnership with adults, work together based on the values of Scouting and: -

District Commissioners Report

Doesn’t time fly when you’re having fun….

Well, that’s what they say, three years now and I’m still here….

Over the past 12 months we have again seen changes within scouting that we have all had to get to grips with your new titles the new Learning we have had to get a handle on. Along with lots of activities you we have organised and delivered for our young people and new volunteers sections welcomed to out TVN family.

So there has been lots to be happy about from growing roots to spreading branches throughout the district.

We have had district activities for the beavers that included a Fun day held at Synthonia which was attended by many of the beavers and the squirrels.

They also held their annual sandcastle competition at Seaton.

The Cubs once again had a full district programme, including the trip to Beamish and their monopoly run around the museum. Sandcastle competition, disability awareness badge and Christmas party.

Allen and Margaret once again organised the JOTA weekend where the communicator badge was held and some of the cub packs started to make planters for Hartlepool station platform 3 ias part of the Platform for Change Project run by the railways.

Thanks to Dave Yardley for keeping the Explorer section under his wing and all the exciting activities they have taken part in.

The district held the St Georges day funday at the Scout Centre with a full day of activities closing with a Promise renewal for all the sections. This was attended by Ian Railton and two of Hartlepool’s former DC’s Mr Jeff Burland and Mr Brian Carter.

We also took part as a district in the 50th birthday celebrations of Cleveland County as a district by doing the walk the boundary challenge and taking a large contingent to Raven Gill for the County birthday Funday in September, a great day was had by all.

The water activity day was also well attended along with many separate sessions undertaken on the river Tees with the aid of the County Water Sports Team.

One other major change was the introduction of our new double district and County Badge this has two main functions firstly it means the badges are always in the right order on your arm and secondly due to ever rising costs these days we can reduce the costs by half.

The district scout shop reopened in Sept 24 thanks to the hard work of Badge secretary Margaret elliott and Chloe for manning the month-to-month duties in the shop.

So, we now have a direct outlet for badges and uniforms within the district and adding a shop to the northern end of the County.

All groups managed to take their sections away on nights away experiences to far flung corners of the UK with many utilising the County Site at Raven gill.

With many top awards being gained by all sections throughout the year.

With special congratulations to Faye for her Kings Scout and Explorer belt presentations too.

The district grew over all too with two new sections welcomed into the field with a new Squirrel Drey at Synthonia and the re-opening of the scout section at 18th Hartlepool.

So that means all the groups have at least 3 sections now which is the first time for quite a few years.

So, as you can see, we have had another productive and exciting year in TVN, and many memories created for our young people.

A huge thank you must go to all the leaders, young leaders’ trustees and parents for making all this possible and for giving up the hours days and weeks to make this all happen.

Lastly to the district trustees for making sure TVN is run correctly and kept in good health.

Then to Anthony as chair for keeping me in line and as a member of the County Trustee board helping them by being able to at least count….

Then there is Helen the mistress of the cheque books once again doing the thankless task of keeping our finances in order and Margaret for organising the bookings keeping the money flowing in.

Together we make a great team so thank you everyone for another year.

The District acts as an agent for both The Scout Association and Cleveland Scout Council for the HQ and County Levies that are collected from each Group and then forwarded to Cleveland Scout Council. These sums would, unless deducted from both Total Receipts and Total Payments, distort the value of both gross income and total expenditure of the District as defined by the Charity Commission and by which The Scout Association determines the level of audit.

Treasurers Report This financial year has seen us restockthe Scouts Uniform shop and reopen it. We continue io see a good income in donations from people hiring the hall, thankyou for Margaret for looking after the hall bookings and opening and closingthe hall. Also, a massive thank you to Jack and Paul for giving up theirtime to keep the grounds tidy and grass cut. I've managed to find a new insurance provider that has saved us just under a thousand pounds a year and I will be working mywaythrough all utilities and expenses to see if further savings can be made. We have a massive reduction on Gas and Electric this year due to no longer havingthe additional building in Billingham and all outstanding amounts were cleared before this financialyear. Overallthings a ticking along nicely. but I would like to see next financial yearfocused on savings. improving h811 use and fund raising. as I would like to focus on proactive maintenance of the hall and grounds. and more District events.
