Report of the Trustees of Bowland Pennine Mountain Rescue Team For the year ended 31 December 2020

Bowland Pennine Mountain Rescue Team, Smelt Mill Cottages, Trough Road, Dunsop Bridge, Clitheroe, BB7 3BH is a charity registered with the Charity Commissioners, No. 511072. It is an unincorporated association governed by constitution adopted on the 8th October 1980 and last amended on 10th October 2012. It is a member of the Mid-Pennine Search and Rescue Organisation which is a regional body of Mountain Rescue England and Wales (MREW).

The objects of the Charity, as specified in the constitution, are “to provide efficient search and rescue services, primarily but not exclusively on mountains and fells, for the benefit of any person or persons in need of such services and also promote public safety in this subject by whatever charitable means the Executive Committee think fit”.

In carrying out these objectives the main areas of activity are throughout a large part of Lancashire covering 875 sq. miles including the Forest of Bowland, the West Pennine Moors, Silverdale and Warton AONB, and a large area of lowland and estuaries. The Team also assists other Mountain Rescue Teams when called upon in order to provide additional resources in neighbouring areas.

A major feature of 2020 was the outbreak of the Covid-19 Pandemic, which led to enormous implications for the Team, and despite long periods of government imposed lockdowns, 2020 saw the team respond to a record number of call-outs with a total of 82 incidents attended by the Team. Of these the Team assisted Lancashire Police in conducting 22 searches for missing and vulnerable persons. The team responded to and attended 56 incidents to assist North West Ambulance Service, stabilising and evacuating casualties from inaccessible situations. The services of the Team were called upon at the scene of 2 Road Traffic Incidents. The Team provided Severe Weather support during Storm Ciara and Dennis and during New Year’s eve to North West Ambulance Service during spells of severe weather conditions. The Team worked with the Helimed Air Ambulance on 11 occasions, and HM Coastguard Helicopter on 2 occasions.

The members of the community assisted by the Team during 2020 consisted of 27 hill walkers and 15 casualties where a mountain bike was involved. The team were called upon and responded to assist other Mountain Rescue Teams on 4 occasions. We were sadly called upon to recover the bodies of deceased persons on 2 occasions.

These activities clearly demonstrate that the Trustees have taken regard of the Charities Commission guidelines in relation to providing public benefit. This has been confirmed by the special Award of the High Sheriff of Lancashire in 2020 to the Team in recognition of the contribution to the community during the Covid-19 Pandemic. The Office of the High Sherriff also made an individual Award to the Team Leader for his personal commitment in managing the Team and ensuring its operational capability and resilience during this difficult time.

The Covid-19 Pandemic created considerable difficulties for the Team in terms of the requirements to conduct all Search and Rescue operations in full compliance with the safety requirements issued by NHS England. The Team were pleased to be provided with adequate supplies of appropriate PPE by MREW, and detailed guidelines for protocols to be followed whilst interacting as a team on operations and during training. The difficulties experienced by the imposition of PPE whilst operating in remote countryside cannot be overstated, but despite these difficulties the Team members demonstrated their resilience in carrying out all operations safely and successfully.

The Pandemic had a significant impact on Team training during 2020. It has been necessary to take strategic steps to ensure the safety of all team members and casualties by creating fully ‘Covid Safe’ practices in every aspect of our work and training to mitigate the risk of cross infection. This has been achieved by developing internet based training sessions and creating ‘operational bubbles’ of personnel wherever that is possible. In 2020 some essential training was undertaken including an Advanced First Aid qualification which was gained by 13 members and Swift Water Rescue requalifications by 3 members of the team.

During 2020 the Team Leader and others have interacted closely with Lancashire Constabulary, North West Ambulance Service, Lancashire Fire and Rescue Service and the Lancashire Resilience Forum. It is the Team’s intention during the coming year to continue to maintain its operational capability through these relationships and opportunities for joint training.

Whilst 2020 saw the charity see the start of the year in a healthy financial position, 3 subjects considerably affected our cash reserves. Firstly, the charity committed to replace its ageing crag rescue vehicle, secondly the charity committed to refurbish some of the toilets and shower arrangements at Smelt Mill, and thirdly the effect of Covid being responsible for a large drop in voluntary donations and fundraising opportunities. Against these hits on our bank balance, we were fortunate, however, in securing a grant towards operational costs from the National Lottery, a grant from Ribble Valley Council towards the maintenance of Smelt Mill, and a grant from the Duchy of Lancaster for future renovations at Smelt Mill.

Overall, the charity suffered a deficit of £24,685 over the year which was met from reserves, and the response to the ‘Covid effect’ has been, and remains, to concentrate on essential expenditure only. At the end of a challenging year, the finances are still healthy, and the level of reserves is still above the Trustees’ minimum target, though prudently so, given the unpredictable long term financial effect of the pandemic on the charity

The Trustees have a policy to maintain at least 12 months free reserves as a buffer for securing the Charity’s activities in the medium term. Free reserves stood at £90,283 at 31st December 2020, representing approximately 19 months operating expenses. As at the 31st December 2020 the charity also held restricted funds totalling £82,086. These have been allocated to various projects including maintenance of our small operating base at Cop Lane, Penwortham, further refurbishment of Smelt Mill training base thanks to a grant from the Duchy of Lancaster, ‘blue light’ driver training and upgrading of communications equipment.

The Charity is reliant on voluntary contributions. and it is hoped that once the Covid restrictions start to ease, we can look to a return to more normal levels of fundraising and income, allowing the charity to confidently safeguard the long-term operability of the Rescue Team.

We report on the accounts of the Charity for the year ended 31st December 2020 which are set out on pages 4 to 19.

Respective Responsibilities of Trustees and Examiner

The Charity’s Trustees are responsible for the preparation of the accounts. The Charity’s Trustees consider that an audit is not required under section 144(2) of the Charities Act 2011 (the 2011 Act) and that independent examination is needed. The Charity’s gross income exceeded £25,000 and we are qualified to undertake the examination by being qualified members of the Association of Chartered Certified Accountants.

Basis of Independent Examiner’s Report

Our examination was carried out in accordance with the general directions given by the Charity Commissioners. An examination includes a review of the accounting records kept by the Charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as Trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a ‘true and fair view’ and the report is limited to those matters set out in the statement below.

Independent Examiner’s Statement

In connection with our examination, no matter has come to our attention:-
