Section C Objective5 and activities Summary of the objects ol the tharltyset out In Its governing dorument The society's objects are the practical study of archaeology, natural science, art, literature, history and kindred 5ubject5 as far as they pertain to Anglesey, also the preservation of historical documents, ancient monuments, rare birds and plants and objects of geological or other scientific interest in the island, and to foster public interest in and appreciation of these subjects. In planning our activities for the year the committee kept in mind the Charity Commissions guidance on public benefit. The Society's principal means of furthering the objects of the Society is through lertures, lriSIt5 to places of interest, publications and information via its web site. During the year ended 31" March 2021 the following activities were arranged and publications produced. NEWSLEThER.. Issues No 74 and 75 were produced which report tsn the Societie5 activities for the benefit of those who were not present. Due to the Coronaviru5 pandemic we could not hold our normal AGM thi5 year but the Newsletter, which accompanied the Annual Report and un-audited Financial Statement for the year ended 31 March 2020, was sent out to explain the situation. In December we sent out a delayed Newsletter to announce a series of lectures on Zoom, to gather more e- mails from members to facilitate contart during lockdown. and to wish everyone a Happy Christmas. We now have email addresses for 65% of our members. EXCURSIONS.. The Committee had prepared a full excursion programme, but only one was able to be held. This was ()n September19th t() the early 19 tentury folly at Bryn Twr ènd to the nearby Ne()lithic t()mb at Din Dryfol and was org3nised under Covid-secure regulation and 3ttended by 19 members. MEETINGS: al Due to the coronavirus pandemic the lectures due to be held in March and April 2020 were cancelled. The AGM on May 17 was also cancelled but the papers were distributed t() members with the Trun5ÉFCtIOll5. It had been hoped that the AGM might have been held in the autumn in conjunction with one of our lectures in the Oriel, but this was not possible and no lectures were held until january 2021. Decisions on change of officers were made online by the Committee and officially noted in the manner advised by the Charity Commission. Three lectures were held during the spring. All held online through Zoom. Section E Financial review It is the Societys policy to keep a General Expenditure reserve fund of approximately half the ènnu81 income and to place all remaining funds in a Publications Reserve to finance the publication of books. The General Reserve carried forw3rd is reduced by £499.72 to £7093.18. The cost of the 2019 Transactions1£3,711.531, some payments amounting to £142.83 and a Gift Aid credit of £763 for 2019-20, payment of which was delayed by the coronavirus emergency, would normally have been accounted for in last yearfs accounts but were presented to the bank too late for inclusion. I report to the trustees on my examination of the accounts of the above
charity (“the Trust”) for the year endedDD / MM / YYYY.
As the charity's trustees, you are responsible for the preparation of the
accounts in accordance with the requirements of the Charities Act 2011
(“the Act”).
I report in respect of my examination of the Trust’s accounts carried out
under section 145 of the 2011 Act and in carrying out my examination, I
have followed all the applicable Directions given by the Charity Commission
under section 145(5)(b) of the Act.

INDEPENDENT EXAMINATION OF THE YEARS ENDED 31 MARCH 2020 AND 31 MARCH 2021

TRUSTEE LETTER

Because of the effects of the Covid-19 pandemic, I did not conduct an independent examination of the accounts for the year ended 31 March 2020 during 2020. This year, the accounts for both 2019-20 and 2020-21 were presented for examination, and I have completed the independent examination of both years together. The continuing effect of the pandemic means I have relied on electronic documents, rather than hard copies, to the extent allowed by Charity Commission guidance.

The Society’s constitution requires an independent examination of the accounts and I have been appointed by the Society’s Annual General Meeting to do so. In the year ended 31 March 2021, the receipt of a generous and exceptional legacy increased the Society’s receipts above £25,000, above which threshold the Society is additionally required by law to have its accounts independently examined. Because I was already appointed to do this under the constitution, no additional action was required.

I have completed my independent examination of the Society’s annual report and accounts for both years and have provided the formal reports required separately, which do not identify issues of material concern. This ‘trustee letter’ is provided as an adjunct to that, in order to provide you with feedback on other issues that arose.

Small charities reliant on voluntary trustees often have difficulties keeping up with increasing expectations of regulation, and it is evident to me from my membership of the Society as well as in my role as its Independent Examiner that this Society is blessed in the dedication and effort of its volunteers. Some requirements of good governance apply to even the smallest charities and I am required in my Independent Examination to have regard to these.

Role of Treasurer

I have referred in past years to the difficulties faced by the Society in filling the role of Treasurer, which meant that, in practice, the secretary was fulfilling both roles, an unsatisfactory situation. The Society was able to resolve that in 2019 with the appointment of Ian Jones as Treasurer. It has since been agreed that Sion Caffell will take on the role of Treasurer, with Ian Jones transferring to be Secretary. Sion Caffell, as the new Treasurer, provided me with most of the information for the independent examinations.

Minor Discrepancies

The Treasurer drew my attention to an overpayment of £7.00 in expenses, and another potential overpayment but in a cheque which has not yet been cashed; in both cases he intends to recover the difference from a future payment. He also drew my attention to stamps to the value of £13.60 which are held but not reflected in the financial statements. These amounts are not material enough for me to ask for the financial statements to be amended, but both will need to be dealt with in the new financial year.

Payment Timing

Some expenses claims paid to trustees in the year ended 31 March 2021 included claims for money paid by them in the previous year, because of the late submission of claims. During the year, there were instances of cheques having been issued but not paid in. No doubt the pandemic contributed to these events, but both mean the Society’s true financial position is harder to establish. I recommend to all trustees that they ensure their expense claims are submitted in a timely manner, especially at the end of March and that cheques, once issued, should also be banked promptly.

Accounting Records

I have reviewed the Society’s accounting records. The spreadsheet maintained by the Treasurer gives an up-to-date picture of the Society’s financial position during the financial year, as it is updated. It exceeds what might be expected in a Society of this size, dependent on volunteers. A minor issue concerns the PayPal account, and the extent to which amounts received in that account, but not yet transferred, are known to the trustees as a whole. Without introducing undue administration, some consideration should be given to ensuring the overall position is clear.

Legacy

The Society charity received a generous legacy from a late member in December 2020. I am satisfied that there were no conditions imposed on its use that would require creation of a restricted fund. The financial statements show a separate reserve has been established, which is within the Society’s discretion to do.

Reserves Policy

In earlier years, I had drawn attention to the Society having comfortably high levels of reserves, but with no clear plan for their use. In 2019 the Society clarified in its Annual Report that the Publications Reserve was intended to finance the publication of books, and in 2020-21 proceeded with the publication of ‘A Prism for his Times’, Volume 13 in the Studies in Anglesey History series. The cost of this at £5,455 is to be charged to the Publications Reserve in the year ended 31 March 2022.

However, even after this payment, the Publications Reserve will stand at over £20,000. The receipt of the legacy adds a further £30,000 to sums in reserve. There is a continuing need for the Society to plan how best to use these funds in support of its charitable objectives.

Deposit Account

Whether funds in hand can be better invested depends very much on the Society’s plans for its reserves. If there are funds which are not immediately required, maybe they could earn more interest if tied up for longer, a matter I have covered in previous years’ recommendations. In the environment of 2021, interest rates have fallen to miniscule levels, even for longer-term accounts, which means that recommendation is now of lower priority because there is less to be gained. The issue may well return in future.
