Section D Achievements and performance
Membership: Summary of the main achievements of the For the purposes of this report, the figures given for the annual charity during the year total will be those up to the end of July 2023, when the membership year came to a close. Cumbria YFC as an organisation continues to focus on encouraging members to take part in club activities and events and we were pleased to finish the year end with a total of 1684 members (excluding Advisory Members and Club Leaders) across 25 clubs. This was a decrease of 5% on the previous year. Our smallest club, Egremont YFC, increased its membership by 5% and now has 23 members and our largest club, Raughton Head YFC saw an increase of 9%, with 116 members in total. Operating as a democratic organisation, Cumbria YFC continues to encourage all its clubs to develop a strong ethos of involvement and community awareness with community projects and fundraising continuing to play an important part in club programmes. Mentoring within clubs is key, with older members taking on club officer roles and mentoring younger members within a safe and supportive environment to ensure that skills and knowledge are passed on from year to year. As noted in previous reports, becoming a young farmer does not mean that potential members have to be from within the farming community. Our members come from a variety of backgrounds however they all have the common interests of community, rural life and agriculture. Our members understand the importance of becoming part of a youth organisation that supports and celebrates Cumbria and its young people. Cumbria YFC works hard to ensure that all aspects of the organisation embrace and build on this long-established ethos. Competitions: This has been another very successful year for Cumbria YFC, with members taking part in a whole host of competitions, events and activities. Our young farmers are incredibly competitive and taking part in competitions at preliminary, district and county rounds gives members the opportunity to practice their competition skills to an exceptionally high standard, enabling Cumbria YFC to triumph at both area and national rounds of competitions. The Northern Area Weekend this year was held in Hull with Cumbria showcasing talent in the public speaking competitions, entertainments and sports resulting in Cumbria A taking a welldeserved 1[st ] place, Cumbria B placed 3rd and Cumbria C 5th. A fantastic result with several Cumbria YFC members qualifying for National Finals. The much-anticipated annual Quiz once again saw over 400 young farmers compete on the same evening in different village halls around the county. Our young farmers have taken part in over 50 competitions in the

last year, including; Public Speaking, Debating, Junior Reading, Situations Vacant (interviews), Just A Minute, Cookery, ATV Handling, Flower Arranging, Cake Decorating, Fencing, Drama and Clay Pigeon Shooting to name but a few. Competitions such as Fencing, Hedging, Walling, Auctioneering and Hand Sheep Shearing, which take place annually, help to keep the rural traditions and country skills alive for future generations to come. Training and Standards: The young farmers held their annual officer training in both the Northern and Southern Districts at the beginning of the autumn. This training focused on giving the club Chairs, Secretaries and Treasurers the necessary tools to carry out their roles and run their clubs safely and effectively. An additional training session was carried out for Advisory Members to help them understand the importance of safeguarding within the organisation. NFYFC has also devised an online safeguarding course for all elected officers to complete when they take up position. Cumbria YFC hosted the NFYFC “Train the Trainer” training in Penrith, enabling young farmers from the other five Northern Area counties to access training locally rather than travelling to Stafford. This training enables counties to deliver the NFYFC Curve Modules and is especially important in helping to maintain standards within clubs. In addition, this year, three Drugs and Alcohol Awareness Sessions delivered by The Well Communities to young farmers aged 14 plus took place. The session has been delivered to 576 young farmers since the start of the programme in 2019. Five Driver Awareness Sessions for those aged 17 plus were also delivered to 172 young farmers at fire stations around the county by Cumbria Fire and Rescue Service and Cumbria Constabulary. Cumbria YFC worked closely with Cumbria Neighbourhood Watch to develop and trial a new Farm Crime Safety Initiative which was eventually developed by NFYFC into a Curve Module for delivery throughout young farmers’ clubs throughout the UK. Training is also provided on Bars and Licensing to enable the young farmers to run their events and dances safely. Fundraising, Community and Charity Work: Fundraising continues to be an important activity for Cumbria YFC with a total of £67026.51 raised for local and national charities and Cumbria YFC throughout the year. Fundraising takes many forms, with sponsored events, car pushes, tractor pulls, sponsored walks, cake sales, pudding and curry nights and afternoon teas proving especially popular! As mentioned previously, our members also continue to help out in their local communities, with all clubs completing the Club Community Challenge every year. The award for the club carrying out the best community project is awarded by the High Sheriff of Cumbria at the Cumbria YFC AGM in November of each year.

The Coming Year: The aims for Cumbria YFC for the coming year will focus on sustainability with the financial security of the organisation being key. Looking to the future and the needs of our members in terms of training, activities and support will also be a priority with work undertaken to ensure that we remain relevant and engaged with our membership. Our objectives will be to: • Ensure that elected club officers are given training and support to fulfil their roles and safeguarding responsibilities and run their clubs successfully. • Encourage members to take part in competitions at club, district, county, area and national level. • Host 2 successful District Field Days. • Reivew our organisational finances to ensure that we provide value for money for our members. • Encourage members to plan fundraising and volunteering activities. In addition, the Making of life-long friends, developing of skills, undertaking training to build on and broaden personal and collective skills set and generally enrich the lives of our members will continue to be a priority in all we do and we will work hard to ensure that this continues.

Section E Financial review
1. Dissolution of the County Federation Brief statement of the charity’s policy on reserves If in the event of the dissolution of the County Federation there remains after the satisfaction of all its debts and liabilities any property or funds whatsoever to which it is beneficially entitled, the same shall be transferred to the National Federation of Young Farmers’ Clubs to be held on trust by the National Federation at its discretion and used for the benefit of the Young Farmers’ Clubs organisation in the area concerned and shall not be distributed among the Member Clubs of the County Federation unless the said National Federation is no longer in being at the time of dissolution. 2. Restricted Reserves
The restricted reserves are:
- Monies received from closed clubs is restricted for 7 years during which it will be transferred back to the said club if any point during this period it reforms. After this period, it will be transferred to the unrestricted reserves. - Monies received from Friends of Cumbria is restricted to the specific use it was originally provided for. If, after a period of 3 years, from when the monies were originally transferred, there are remaining funds, these may be transferred to the unrestricted reserves with the agreement of the finance and general-purpose committee. If, during the 3-year period, it becomes apparent the original use of the funds is no longer appropriate, the finance and general-purpose committee may redesignate the funds to a different purpose. - Monies received from organisations is restricted to the specific use or event if was originally provided for. If, after the specific use or event has been delivered, there are remaining funds, these may be transferred to the unrestricted reserves or any other restricted reserve with the agreement of the finance and generalpurpose committee.
3. Unrestricted Reserves
The unrestricted reserves are available for the general operating expenditure of the charity. The charities reserve policy is to maintain freely available reserves equivalent to 12 months of budgeted operating expenditure, based on previous 6-year average. The trustees consider that unrestricted reserves of at least £110,277 should be maintained.
This will be reviewed at each finance and general-purpose committee meeting. Action will be taken to maintain the level of reserves by the finance and general-purpose committee.
