The District Commissioner formally opened the meeting and
welcomed everyone present.
As we have no formal Chair, Hedley Warner has agreed to act as
Chair for the AGM in order to guide us through the agenda
Steve noted that we were still without a Chair, and that we needed
to look at rectifying the matter

Steve presented on behalf of Treasurer a brief summary of Annual
Accounts for 2020/21
Headline: Income up, Expenditure down, with a surplus of £67k in
comparison with 2020’s surplus of £7k.

District Commissioner: Andrew Donn The District County Commissioner (DCC) said a few words. Thank everyone for their hard work. The only district in the county that increased their numbers. Covid drop was 14%, but compared to regional average drop of 25%, this was incredible and super impressive. With the 3[rd] largest in the Explorers raised £45k With camping back on the agenda hope the district has a good summer. Chris Nagle and Dan to name a few have been truly inspiring. Visited Vin Fleming in Manchester, to award him for 70[th] years’ service with the scouts. Vin has worked at district and county level for many years. Commended Steve Smith who has been with involved with the Scouts since 1975 and has also been inspiring to everyone. Awarded ‘Silver Wolf’. 10. Chris Foster invited to say a few words – thanked Steve Smith. Has changed the lives of 1000 young people during his time at Southgate District. CHAIR’S REPORT

Steve Smith (in place of Chair)

Unfortunately, we still haven’t managed to find a District Chair. If you or anyone you know is interested in fulfilling this role, please contact me and we can discuss the role and what it entails.

In order to ensure our business continued during last year we have continued with rotating the chair for each meeting to ensure we manage meetings and follow up on actions.

Hedley Warner will once again take us through the AGM and we hope that when we meet next year we have filled the position. Thank you Hedley for guiding us through the meeting this year.

DISTRICT COMMISSIONER’S REPORT

Steve Smith

Hello and welcome to the 2022 District AGM, It’s really good to be back in person, and to be able to speak face to face. You’ll see from my note below that there are areas where we’ve done really well – as well as a few where we’ve still got work to do.

I think its worth starting this report with a by letting you know that over the pandemic lockdown period, the number of young people in our Groups and Units declined by about 14%. The average for our London Region was over 30% and by the last census, we were the only District in the County to recover, and report higher numbers than we did before the pandemic !! So WELL DONE YOU � . This was primarily down to all the hard work in all the Groups and Units- whether it be zoom calls, mail shots, multiple meetings etc etc. You were all fantastic – and it showed in the numbers – and we all know that statistics never lie!! THANK YOU ALL.

I’d like to continue my thanks by calling out our District Executive – As is usual, we’ll elect them again tonight. Your Executive is a group of people who work behind the scenes, ensuring that the District is run properly, and that Leaders are properly trained so that our Young People can meet and enjoy their activities in the best conditions possible – the Executive also makes sure that I and the District Leaders stay the right side of the rules as well. I’d also like to include the AAC in my thanks – these folk interview new leaders and make sure that all the proper checks and procedures are followed so that our Young People are as safe as they can be, So Thank You , all of you, for all the time you spend helping the rest of us. Another person who works behind the scenes id Mike Moore – who looks after our District HQ and deals with all the maintenance and the Nursery – Thanks Mike for all you do.

Thanks are due too, to the District team – to Sarah, Ian, Chris, Ruairi, Dan, Sam, Callum and Jon for continuing to provide massive support to all of the Sections within the District as well as organising (with help from others) the programme of District events.. As ever, I’d like to mention Hedley, who in addition to being our Training Manager and Chair of the AAC, also helps me out with innumerable tasks in the background, making my life much easier.

So, Thank You Team (and all the other folk we co-opt during the various District events) for all for your countless hours of hard work, for organising District events right across our age ranges, for persuading and cajoling people to help you make our District events the success that the always are – Thank You All.

I should also like to mention Andrew, our CC, my colleagues on the County Team, and my fellow DCs – again these folk support us here in Southgate, mostly in the background, helping us out when things get difficult – so thanks to them as well.

District events have also been re-appearing during this year, right from Beavers, through Cubs, Scouts, Explorers and up to Network. Thanks to the various members of the District team and the many others who pitch in and make sure that these important events take place. As ever, if anyone has any ideas about a new event – or a change to an existing one, please do feel free to talk to you District Section lead – I’m sure they will happily receive new ideas and constructive criticism

As we see our Young People enjoying the various Group / Unit meetings and activities – you may well see individuals who stand out – maybe overcoming a challenge – or helping someone else to.. Why not nominate them for a Jack Petchey Award. Each year the District get awarded a number of these awards for young people aged from 11 to 18 – each one is worth £300 to the Group or Unit. Every year we seem to have to work extrordinarily hard to make sure we use our full allocation. There are also Leader awards as well, and these are worth up to £1000 each. Please consider applying for awards, it always surprises me that only a few of our Groups apply – after all, its not only recognition for the YP, its free money! Please speak to me if you need more information

We actually managed to run our St Georges Day event at Tolmers this year – on a Saturday for a change as this was actually St Georges Day. The event was quite well supported, and there were many smiling faces as I walked around the site during the day. I know that we’ve used this format for the last few years, but the feedback I received was very positive. A known issue is that of getting the Explorers to attend – this is smack in the middle of preparing for important exams for many of them – and the activities are not really new for them – so again – lets have some constructive input please.

The District Team works very hard, in conjunction the Section Scouters to deliver a good programme of District events and activities – some are well supported, some less so. As ever, I urge you all to give it a go – the Young People generally love them. If you can’t get leaders to support a team, please talk to the District team as we can sometimes help.

As before, I would ask you all to look for opportunities for growth – and grab them with both hands. Some of you may know that we have a County Development Officer, James, and an Assistant Development Officer who are in place to help us with projects that will improve what we deliver and grow the County. If anyone out there has any interesting ideas for potential projects, please let me know and I can talk to our Exec and James about your idea and see if it can be included.

One of the areas that we’ve not been very successful last few years is growing the District team. We still need an ADC for the Beaver Section, also someone to look after communications within the. District. I could also do with some help in the form of a Deputy, and of course we still need a new District Chair. This is something that I’m hoping James will be able to help us with.

Finally, a massive Thank You to all of you out there in the Groups, Sections, and Units that make up our District – for all the extra work involved in recovering from the lockdowns and delivering high quality Scouting to the hundreds of young people in our care – it wouldn’t happen if wasn’t for YOU - so Thank You – each and every one of you for all your hard work, energy, enthusiasm and commitment to this great movement of ours

BEAVER AND CUB SECTION REPORT

The Beaver Colonies continue to meet regularly and enjoy a range of activities.

The last Annual Report closed on a ‘high’ as we had managed to hold a District Event, be it on Zoom, and this augured well for the future as SA had just put us on “Amber”.

Most of The Packs started back to meeting ‘outdoors’ from April 2021 and by summer all were back and running more or less as per pre-pandemic.

As we had been given the “Green Light” in June it was all systems go to arrange the 5-a-Side Football Competition. This we managed and it was held on 3[rd] October 2021 at Firs Farm. We had over 50 Cubs from 5 Packs taking part, pity not all the Packs joined us in this liberating event. It was great to see all these cubs enjoying themselves along with their parents, siblings and wider family members. All displayed exemplary behaviour and this included the parents! - it was a joyous afternoon in the sunshine with the odd very short shower. The winners of one of the 3 Trophies up for grabs were the 20[th] , 11[th] and 22[nd] .

Following the success of the 5-a-Side we went on to hold Cub Trek 8 (mini Chiltern 20 – we do 8k) on 17[th] October 2021 which started and finished in Cuffley. We were overwhelmed by the response, 17 Teams registered to take part and all turned up....this meant over 80 Cubs took part. There were some teams of new Cubs, only just come up in September, but despite not knowing much about the map reading element of the competition thoroughly enjoyed the walk. The event was well received by both Cubs and Leaders who all wanted to do it again next year. We could not receive a better recommendation to carry on repeating this event. Winners were the 20[th] followed by the 22[nd] and then 20[th] again.

The District Cub Leaders met on ‘ZOOM’ on 14[th] December 2021 to plan our programme of District event for next calendar year. Even though the meeting was on Zoom only 50% of Packs took advantage of joining and making their preferences known so those present got the events they

wanted. The ones that fell within this report were The Chess Competition in February and The Swimming Gala in March 2022.

The Chess Competition was held at the 11[th] HQ in Cockfosters, 46 out of the 52 registered turned up which was a good show. Six Packs took part and we had 13 teams of which a couple were scratch teams. The winners were the 14[th] , followed by the 11[th] and then the 11th/3rd Scratch Team made the3 top teams. We discovered chess was still very popular with some Cubs who are not necessarily “sporty”.

The final event of this year was the Swimming Gala at Southgate Pool on 26[th] March 2022.

We had 6 Packs take part who fielded 11 teams between them. Again this event went smoothly with the help of volunteers on poolside and we had results ready in plenty of time before the cubs left the pool to go home. For the first time we booked the pool for an extra 30 minutes so we would not be ‘chasing our tails’ to get finished. This turned out to be a very positive move as the cubs, at the end of swimming races ,had a 30 minute free-time swim in the pool which they thoroughly deserved for sitting patiently poolside till their races were called. All in all a very good time was had by all, the winners were the 14[th] followed by the 20th and then the 14[th] once more.

It was a good year for the 14[th] and I am pleased to see them getting back to a more active role in our District Events.

I cannot finish without giving our thanks to Chris Kennedy who arranges so many of our District Events, my input is slight compared to his.

SCOUT SECTION & BADGES REPORT

Ian Lamb

Troops have been meeting regularly and weekend activities and events appear to be running well. However, nothing much has happened at district level partly because I have been focusing on getting my own troops back to full activities and partly because of lack of interest by other troops – as illustrated by the failure of the annual football competition to come to fruition on two occasions:-

Chiltern 20 16 October 21

The annual Chiltern 20 hiking competition was back in its usual form after the modified lockdown event, the only difference being that the meting was outdoors, at Braidwood Scout Activity Centre, instead of the usual indoor school venue being used. Entry numbers were down compared with prelockdown.

Southgate scouts accounted for 7 of the 15 finishing teams in the junior competition and came from 3[rd] . 6[th] , 14[th] , 22[nd] , 23[rd] .

Southgate scouts accounted for 8 of the 28 finishing teams in the senior competition and came from 3[rd] , 6[th] , 20[th] , 22[nd] , and 23[rd] . Note that if you look at the official results the teams from 20[th] are listed as 23[rd] , though you can tell the difference because of the numbers in the team names.

Football 20 March 2022

The original date in November 2021 was cancelled due to lack of interest. Despite multiple reminders of weeks and days before the new date, only one team committed to the event, with a few teams still thinking about it on the Wednesday before the Sunday of the competition. Cancellation was inevitable and we lost the payment for the event, which Powerleague had kindly carried over from the original date without demur.

I had a complaint from one troop that the venue is in the ULEZ and parents with diesel cars would not be able to attend.

Attempts will be made to revive the district scout programme next year.

EXPLORER REPORT

Hatters Explorer Scout Unit

2021-22 has been a great year with lots of change and food for thought, moving forwards. Some of that food has been vegan as we try to progress our sustainability policies that the Explorers have created, at other times the food has been pigeon, rabbit, and squirrel – you choose your favourite.

We enjoyed some days out in July 2021, walking from Barnet to Golders Hill Zoo and back, campfires, kayaking and trying to find some normality before we got permission for as close to normal as possible, a summer camp. We enjoyed a lovely week in the Peak District with the Red Barons and Winchmore Hill ESUs, climbing, abseiling, caving, gorge walking, hiking and an obligatory visit to Alton Towers. With a tent per person and 400 covid tests packed in the minibus, it wasn’t your normal summer camp!

In September we stayed outdoors and then in reduced numbers indoors as a precaution to see if we could manage 100 Explorers spread across venues or all outdoors (just in case bad news was on the horizon) and then moved to two main indoor venues early in 2022 once we decided that 3 venues were too much of a strain on the leader team. In this time, we started to use the 11[th] Southgate’s HQ in Cockfosters as one of our venues and we are extremely grateful to them for this – it has been voted the favourite venue of this slightly nomadic Explorer Unit.

Being allowed to run residentials again came as a welcome relief. We spent a weekend in Poole enjoying water-based activities in September, some of our Explorers went to Snowdonia for a weekend in October and we had another residential in November to go climbing before 2021 was over. We also spent the day supporting the Chiltern 20, running the catering and a checkpoint. In January we turned our attention to Southern 50 training, but we also managed a weekend camp in the Peaks. In February we sent 5 teams to the Southern 50 and in March we had a weekend camp in Hertfordshire, travelling into London for a Monopoly Run day and an adventurous Nandos… We spent Brian’s birthday at Thorpe Park at the end of March and had 2 teams enter the actual Monopoly Run in April.

The summer term always leads to Explorers’ attention turning to exams, so we had a one night residential in May to go and spend the following day jumping and climbing over inflatable obstacles in a lake. In June, we decided that exams were less important… a 4-day bank holiday MUST mean a good camp… so we went to Snowdonia for the Jubilee, enjoying the 4 Bs; bouldering, bouncing, boating and bimbling (walking, in one group’s case, an overnight expedition). Monday night programme highlight have been climbing nights at Stronghold, Kayaking at Phoenix, an activity evening at Gilwell and of course, Squirrel badge night.

Our numbers rose again after a slight dip the year before, we now expect a slight drop again with lots at the older age limit and leaving us this summer. Finances are fairly strong but with a huge expedition next summer, we are

looking to build reserves as much as possible. We have also made some decisions this year to be approved and implemented around subs. We are moving to monthly subs subscription and will be putting 10% of all subs in a formal fund to support members who cannot afford events and activities, to replace our informal approach of swallowing deficits in each camp.

The haul of awards this year stands at 12 Chief Scout Platinum Awards and 5 Chief Scout Diamond Awards while we were extremely proud to see 3 former members at Windsor on St George’s Day as ‘new’ Queen’s Scouts.

Speaking of the ‘big expedition’… we’re getting there… a lot is already in place but there is a chance that we will be limited to India only, not India and Nepal. Decisions will be made in August/September 2022. In the meantime, we have been talking to new and prospective members about where they want to go in the future which means that we now have some summer camp plans for 2026 in Tanzania that are at an early stage and we are exploring a potential trip to Morocco in the Easter of 2024, a trip that we hope to open to all 3 units.

We’re looking forward to a big 2022 Summer Camp with Red Barons and Winchmore Hill ESU to Ireland!

Red Barons Explorer Scout Unit

This has been a great year for RBESU overall, with plenty going on for the Explorers to enjoy! We now have a relatively small number of Explorers – compared to the other Units and past times. However, there is a mix of age ranges and personalities that has gelled to become one proper cohesive Unit which is fantastic to be a part of.

The leader team is starting to settle more into a constant fixture – with 3 main leaders plus brilliant support from a few others. This should be 4 main leaders by the start of September. This is also in tandem with a shift in programme running. We now split the programme to be run by certain leaders each week, which gives ownership and responsibility out to the entire team.

The end of Summer Term in 2021 brought a visit to Golders Hill Park Zoo in Hampstead Heath with the Hatters and WHESU. We arrived via our own two feet, starting the hike from Totteridge and Whetstone station! For our Summer Camp, we visited the Peak District to take part in some climbing, abseiling, gore walking, caving, hiking, and a visit to Alton Towers! This was a brilliant effort by all involved, as we had to observe some rules to comply with COVID regulations. We all managed this – and were able to create some great memories.

The start of the 2021/2022 academic year brought the return of Explorers. We made some authentic Guacamole in celebration of the famous day. During the International Day of Sign Language, we explored how to sign, as well as activities around hearing impairment. The Explorers made their own podcasts – in which I hope some of them get snapped up by Spotify! October brought an early Halloween party to shake things up, as well as some baking ventures which turned out delicious. Excitingly, Dan lent us his car as a patient – and the Explorers practised changing a car tyre – a very useful skill for those that

know! We observed and respected Diwali, followed by Remembrance Day where the Explorers paid wonderful tribute to those related to both events. In what is becoming too typical (in the eyes of the Explorers at least!), the leaders dressed up for Princess Day with a Disney themed party. As it got colder, we made more fires and cooked on the open flames, as well as running around to keep warm. We had our traditional Christmas Meal at Rimini to round off the year in style.

2022 brought more of the same (thankfully) – Scouting! That, and Rubber Ducky Day to kick off the term, as well as cheesy tunes and food the following week. We then observed Holocaust Memorial Day, which was full of learning, as well as inspiration for all. For Lunar New Year, we made Gyozas, and had our very own American Country themed party! Food was requested by Explorers, so we made various kinds on open fires, trangias and traditional ovens – as many mediums as we could muster! Mocktails and a St. Patrick’s Day coin hunt was up next, before finishing the term exploring the LGBTQ+ community, when observing Transgender Day.

To begin the Summer Term, we had a sleepover at the 6[th] HQ, followed by a walk to Alexandra Palace to go ice skating! Along the route, we stopped off for some fun at a small playground. Exciting, Toby was able to get us backstage at the Palace Theatre and we invested two Explorers on the stage at the famous old venue!

The start of term proper, we took part in the advanced version of a Beaver badge evening – a Squirrel Badge version! After this came a pamper evening, followed by a Murder Mystery evening – I'm still not sure who the culprit was! We researched our new A Million Hands initiative, where we’re focusing on Better Mental Health For All. A trip to the park for some crafts and design work were followed by an international food evening. We most recently made some donuts and will be finishing of the term with some more park visits, food tasting surveys and a visit to the soft play centre! This will be capped off by a District Summer Camp to Northern Ireland and Ireland for 9 days which is sure to be fantastic!

The Unit finances are in a healthy state. We have been focusing on building up our reserves during these unpredictable times, but we can now think about investing in some more assets. To go with this, we received a leadership Jack Petchey grant which will go towards camping and activity equipment, to be used by both the Unit, as well as the District Units.

We look forward to another exciting year of Scouting – one which will hopefully bring fewer unforeseen events, and much, much more usual fun and development.

Winchmore Hill Explorer Scout Unit

What a year! Over 50 Explorers on the books, 30+ in attendance most weeks and someone has even stepped forward to be a leader. Rhys Stockton has been at every meeting since July 2021 and is now going to look at stepping up his appointment from Section Assistant. We now really need to work hard to build a team around Rhys to add to the support given by others on an ad hoc basis thus far. I won’t be attending more than one meeting per month from September 2022 which means that there will not only be a shortage of

adults but also no section leader in place without some support to help Rhys through this process.

In October, we had a weekend in Snowdonia, run and organised by the 3[rd] Southgate leader team. We joined the Hatters for lots of Southern 50 training in January (including a literal marathon day) and we entered two teams into the Southern 50 in February with another of our members forming a mixed unit team, too. There is a noticeable lack of residential activity and that is simply because we don’t have our own leader team with the time to run them. We hope that as we build a team around Rhys that this will start to change. Some of our members did enjoy volunteering at and supporting the District St George’s Day Activity Day and Promise Renewal, however. We’ve got 15 Explorers set to attend the Hatters’ Nighthawk Event that has been organised for July and the same number are attending this summer’s District Explorer Summer Camp in Ireland.

Our programme highlights this year have been climbing, making mocktails, an impromptu yoga session and I’m an Explorer, Get me out of here!. The Explorers are starting to take more ownership in the programme and we have started to work through a plan to volunteer and support the local community, the Explorers have chosen to focus on mental health. We have no new platinum or diamond awards to announce at the moment but this will be very different next year as we have seen a huge increase in the number of our members enrolling for DofE. There was however, yet another former member of our Unit awarded DofE Gold and Queen’s Scout Award, a legacy of the expeditions run several years ago by the 3[rd] Southgate leader team.

The Unit’s finances are in a slightly better place but are certainly suffering from a lack of fundraising activity and long-term planning. It is something that we need some support with and a plan to raise some funds outside of subs. We remain extremely grateful for the support shown by both the 5[th] and 3[rd] Southgate.

Young Leader Unit

It has been a very busy year for the Leader Unit. We continued to run training evenings once a month and we led 53 new Young Leaders through Module A. 46 of these Young Leaders went on to volunteer in Southgate, Enfield, Barnet and North London Scout District – so we really are the Young Leader training hub of GLN. Of these 46, there were 7 external to Scouting who have volunteered in Southgate for their DofE sections, 1 is a Young Leader only and the rest are all Explorer Scouts in Southgate or North London Scout District.

Over the course of the last 12 months, we have delivered Modules A-K and delivered training to a total of 79 Explorers/Young Leaders. In addition to the Tuesday night delivery of Modules A-J, we have continued to deliver Module K as a full day 6-hour First Response courses. We have delivered 4 of these days and each session has been open and advertised to all Young Leaders and Explorers in GLN. We have been thrilled to award 4 Young Leader Belts over the last 12 months.

Many congratulations to you all and my gratefully thanks to the Training Advisers who assisted their colleagues with the validation of the modules.

County Training

Our County Training team, and especially Chris Nagle, are to be congratulated for the work that they have done with the adult training programme during this year. Following their tremendous efforts in providing training via zoom during the difficulties of last year, they have restarted face to face training, especially First Response as so many colleagues have needed to renew this mandatory training.

Training Requirements

The main issue this year has been ensuring that everyone is up to date with their training requirements.

HQ has been sending out emails to all of us with reminders to renew our training, especially mandatory training. Thank you to those colleagues who have taken action following these emails and renewed their training either on line or in the case of First Response attending a course. Unfortunately, some have not responded to these emails resulting in restrictions to their role or in some cases suspension.

I remind you all that we need to ensure that we complete our training requirements within the timescales, i.e. 5 months for ‘getting started’, three years for their Wood Badge and to renew Safety, Safeguarding and First Aid every three years.

Finally, thank you all for supporting Southgate Scouts during this year.

Treasurer’s Report for Southgate District Scout Council Year Ended 31 March 2022

Background

As Treasurer my responsibilities have covered control of the bank accounts and monitoring district level activities to ensure that the assets of the Council are not being inappropriately depleted whilst facilitating the programme being implemented throughout the district.

Scope

The Council’s financial responsibilities encompass: Headquarters’ Compliance, Training and Administrative functions, the Explorer units which include Hatters, Winchmore Hill, and Red Barons (formerly Palmers Green), The Young Leaders unit, the Duke of Edinburgh unit, Network as well as District level activities for Groups based in the district. The accounts represent a consolidation of each of these activities.

Further, under the Scout Association Rules, when a Scout Group closes, in terms of Youth Activity, the Assets and Liabilities of the Group are transferred to the District. Therefore, as from 1 April 2016 the Assets and Liabilities pf 1[st] Southgate Scout group have been transferred to the District. Although, the 1[st] Southgate group has ceased undertaking scouting activities, the group has a long lease from the Council for the Scout Hut which is licenced to a Playgroup and Guides & Brownies. These accounts report on the Income and Expenditure from the rental activity and maintenance of the property.

(Deficit)/Surplus

During the year the District received total income of £162,641 (2021: £130,747) and incurred expenditure of £113,670 (2021: £63,581) showing a surplus of £48,972 (2021: £67,166). As detailed in note 7 of the accounts, the Surplus of £48,972 arises as follows:

The Hatters surplus includes c. £14,749 of fundraising monies in respect of the future Himalaya Expedition (2021: £17,255)

The HQ has generated a surplus of £21,415 largely driven by the rental income under licence of the headquarters hut and Capitation surplus, and the receipt of £29,735 COVID 19 Funding in respect of the HQ and the 1[st] Huts from London Borough of Enfield, offset by building costs of £16,550 in respect of a new covered storage area at the headquarters. In general Explorer and Network Groups are self-funding and manage their own subscriptions and youth activities.

Reserves

The District Reserves are summarised in the Accounts. The Building Reserve is set aside so that monies are available for building repairs when necessary under the lease and any contingencies. Key reserves are shown below

The District's HQ at Redwood Close, Southgate is leased from Enfield Council under an agreement dated 3rd September 2004, expiring 3rd September 2024. The property is insured for £162,696. It is not likely the District will ever realise this asset and any realisable value is uncertain. It is considered the expense of a valuation is not appropriate at this time.

Note 4: 1st Southgate Scout Group

The Assets and Liabilities of 1st Southgate Scout Group are the resposibily of the District since the Scout Group has closed. The building is leased from Enfield Council The property is insured for £200,000. It is not likely the District will ever realise this asset and any realisable value is uncertain.
