Structure, Governance and Management

The charity, which was constituted under trust, is governed by a conveyance dated 25 November 1965 as amended by scheme dated 5 May 1989 and memorandum of change dated 12 May 2010.

Trustees

At any time there are a maximum of 13 trustees. 6 Elected at the annual general meeting and 7 appointed by the user groups i.e. sports clubs. The parish council are custodian trustees.

All new trustees are supplied with a copy of the Charities governing documents and a copy of the Charity Commission’s notes on becoming a trustee.

Risk Management

The trustees consider the risks to which the charity is exposed and put procedures in place to mitigate these risks.

Related Parties

There have been no transactions with related parties in the year (2023 – none).

Objectives and Activities

Charitable Objects

The charity operates a recreation ground for the benefit of the inhabitants of the Parish of Charing, Kent.

Activities Undertaken in the Year

The charity has continued to maintain and operate the playing field and club house on site and provide sporting facilities for multiple sports clubs.

The trustees have had regard to the guidance issued by the Charity Commission on public benefit.

Achievements and Performance

Having started the year with the committee running the bar and clubhouse to provide a basic level of service to the sports clubs, a new tenancy was agreed in May 2023. The Pavilion Ltd run by Chris and Louise Bowles are continuing to provide excellent hospitality services to all users of the site. This has ensured a regular and stable income stream for the Playing Field.

There are currently the usual sporting activities of Football, Cricket, Tennis and Bowls on offer as well as Darts, Pool and the wildlife walks in the Alderbed Meadow and Woodland.

Subs from the sports clubs have resumed and set at a per member rate of £15 for the year to 2024.

Following negotiations with Swift Tarmac a settlement was agreed with a balance of £6,024 being held back for one year until December 2024 to see if any further remedial work was required to the Car Parks.

Discussions are in progress for the addition of a basketball facility and some green gym equipment.

Fundraising via Ashford Community Lottery continues and brought in £2,208 this year

In November 2023 we were granted planning consent to construct a new tractor shed at the bottom of the field.

Financial Review

Reserves Policy

The charity aims to retain reserves equivalent to approximately 6 months of overheads. Free reserves currently stand at £29,081 which is approximately 24 months of overhead costs.

Financial Performance

The charity reported a net cash surplus for the year of £8,930 (2023 - £55,208). Cash reserves stand at £103,005 (2023 - £94,075).

Going Concern

All sports clubs have now fully resumed their normal activities following the covid pandemic. The trustees are satisfied that the financial position remains strong and look forward to another busy year.

INDEPENDENT EXAMINER'S REPORT TO THE TRUSTEES OF THE

CHARING PLAYING FIELD

ON THE ACCOUNTS FOR THE YEAR ENDED 31 MARCH 2024

I report to the trustees on my examination of the accounts of the above charity (“the Trust”) for the year ended 31 March 2024.

Responsibilities and basis of report

As the charity trustees of the Trust, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).

I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent examiner's statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination which gives me cause to believe that in, any material respect:

• the accounts do not accord with the accounting records

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in order to enable a proper understanding of the accounts to be reached.
