Section B: Structure, Governance and Management

The Group’s governing documents are those of The Scout Association. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Association and The Policy, Organisation and Rules of The Scout Association.

The Group is a trust established under its rules, which are common to all Scouts.

The Trustees are appointed in accordance with the Policy, Organisation and Rules of The Scout Association.

The Group is managed by the Group Trustee Board, the members of which are the ‘Charity Trustees’ of the Scout Group which is an educational charity. As charity trustees they are responsible for complying with the legislation applicable to charities. This includes the registration, keeping proper accounts and making returns to the Charity Commission as appropriate.

The Trustee Board consists of the Chair, Treasurer and 6 trustees (including 2 Ex Officio Trustees and 2 co-opted Trustees) and meets every 4 months.

Members of the Trustee Board complete 'Being a Scouts Trustee' training within the first 6 months of joining the Board.

The Group Trustee Board exists to make sure the charity is well-managed, risks are assessed and mitigated, buildings and equipment are in good working order and everyone follows legal requirements and the organisation’s policy and rules. Their support helps other volunteers run high quality and safe programmes that give young people skills for life.

The Group has in place systems of internal control that are designed to provide reasonable assurance against material mismanagement or loss; these include 2 signatories for all payments and comprehensive insurance policies to ensure that insurable risks are covered.

The Purpose of Scouting

Scouting exists to actively engage and support young people in their personal development, empowering them to make a positive contribution to society.

Scouting takes place when young people. in partnership with adults work together based on the values of Scouting and:

The Group meets the Charities Commission’s benefit criteria under both the advancement of education and the advancement of citizenship or community development headings.

Section D: Achievements and Performance

The Group has continued to provide Scouting activities for Beavers, Cubs and Scouts throughout the financial year 2023-2024.

The Group consisted of one Beaver Colony, two Cub Packs and one Scout Troop at 1[st] April 2023. Unfortunately, we had to close one of the Cub packs at the end of the Summer Term due to a lack of Leaders. All Sections have good numbers and a waiting list of prospective members has been maintained. Group membership at 31[st] January 2023 was 67.

All the Sections have undertaken a varied programme of activities, both within the Group's Headquarters building (in use 3 evenings a week) and at various outside locations. Activities include finding out about their local community, conservation, handicraft skills, first aid, camping skills, water sports, navigation, understanding other faiths, working in teams and above all having fun.

The Sections have also taken part in various District and County events.

Section E: Financial Review

The group’s policy on reserves is to hold sufficient resources to continue the activities of the group should income and fundraising activities fall short. The Group Trustee Board considers that the group should hold a sum of £1,500.00 against this. At the 31[st] March 2024 the Group held £24,625.51 in its Building Fund, £5,272.08 in its Transport Fund, £590.00 in its Environmental Fund, £1,420.00in its Members Support Fund, £947.71 in its HCC Project Fund and £1491.13 in the Equipment Fund.

The Group has therefore adopted a risk adverse strategy to the investment of its funds. All funds are held in cash using only mainstream banks or building societies. Section F: Future Plans The Group has just under £25,000 in our Building Fund and this will be used to erect a fence around the whole perimeter of the Group's land and then we will look into replacing or ￿pairing the outside storage buildings. Our Minibus is essential to us being able to offer our members a full range of scouting activities and was acquired through a support scheme offered by West Herts. Training. It is reaching the end of its life and we are considering when to replace rt. We are keen to recruit both unrformed and non-unrforrned volunteers. With our plans to irnprove our facilities we are particularly keen to increase the rnembership and experience of our Group Management Commrttee. I report to the trustees on my examination of the accounts of Croxley Green Scout Group (‘The Trust’) for the year ended 31[st] March 2024.

Responsibilities and basis of report

As the charity trustees you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).

I report in respect of my examination of the Trusts’ accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
