Secon B: Objecves, Acvies, Structure, governance and Management

The Group's governing documents are those of the The Scout Associaon. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Associaon and The Policy, Organisaon and Rules of The Scout Associaon.

The Group is a trust established under its rules which are common to all Scouts.

The Trustees are appointed in accordance with the Policy, Organisaon and Rules of The Scout Associaon.

The Group is managed by the Group Execuve Commiee, the members of which are the ‘Charity Trustees’ of the Scout Group which is an educaonal charity. As charity trustees they are responsible for complying with legislaon applicable to charies. This includes the registraon, keeping proper accounts and making returns to the Charity Commission as appropriate. The Commiee consists of 3 independent representaves, Chair, Treasurer and Secretary together with the Group Scout Leaders, individual secon leaders (if opted to take on the responsibility) and parent’s representaon and meets every other month. Members of the Execuve Commiee complete 'Essenal Informaon for Execuve Commiee' training within the first 5 months of joining the commiee. This Group Execuve Commiee exists to support the Group Scout Leader in meeng the responsibilies of the appointments and is responsible for: The maintenance of Group property; The raising of funds and the administraon of Group finance; The insurance of persons, property and equipment; Group public occasions; Assisng in the recruitment of leaders and other adult support; Appoinng any sub commiees that may be required; Appoinng Group Administrators and Advisors other than those who are elected.

believe the Group is exposed, these have been reviewed and systems have been established to migate against them. The main areas of concern that have been idenfied are Damage to the building, property and equipment. The Group has sufficient buildings and contents insurance in place to migate against

permanent loss. Injury to leaders, helpers, supporters, and members. The Group through the capitaon fees contributes to the Scout Associaons naonal accident insurance policy. Risk Assessments are undertaken before all acvies. Reduced income from fund raising. The Group is primarily reliant upon income from subscripons Solar Panels and fundraising. The group does hold a reserve to ensure the connuity of acvies should there be a major reducon in income. The Commiee could raise the value of subscripons to increase the income to the group on an ongoing basis, either temporarily or permanently. Reducon or loss of leaders. The group is totally reliant upon volunteers to run and administer the acvies of the group. During this year we have called on leaders from other groups to assist especially in the Scout Secon. However, in 2023 we have aracted addional Adult support in Parents to assist in All secons. Reducon or loss of members. The Group provides acvies for all young people aged 6 to 14. The Beaver and Cub secon both have a waing list. Risk and Internal Control. The group has in place systems of internal controls that are designed to provide reasonable assurance against material mismanagement or loss, these include 2 signatories for all payments and a comprehensive insurance policies to ensure that insurable risks are covered.

Secon C: Objecves and Acvies

The Purpose of Scoung. Scoung exists to acvely engage and support young people in their personal development, empowering them to make a posive contribuon to society.

The Values of Scoung. As Scouts we are guided by these values:

Care - We support others and take care of the world in which we live.

Belief - We explore our faiths, beliefs and atudes.

Co-operaon

The Scout Method. Scoung takes place when young people, in partnership with adults, work together based on the values of Scoung and: - enjoy what they are doing and have fun - take part in acvies indoors and outdoors - learn by doing - share in spiritual reflecon - take responsibility and make choices - undertake new and challenging acvies - make and live by their Promise.

Secon E: Financial Review

acvies of the group should income and fundraising acvies fall short. The Group Execuve Commiee considers that the group should hold a sum equivalent to X months running costs, circa £X

The Group held reserves of approximately £X against this at year end. This is above the level/below required for operang expenses. However this can be explained by

Investment Policy. The Group's Income and Expenditure is very small and as a consequence does not have sufficient funds to invest in longer-term investments such as stocks and shares. The Group has therefore adopted a low risk strategy to the investment of its funds. All funds are held in cash using only mainstream banks or building sociees or The Scout Associaon's Short Term Investment Service.

Occasionally this may involve using an account that requires a period of noce before funds may be withdrawn, before doing so the Group Execuve considers the cash flow requirements.
