## Sec�on B: Objec�ves, Ac�vi�es, Structure, governance and Management 

The Group's governing documents are those of the The Scout Associa�on. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Associa�on and The Policy, Organisa�on and Rules of The Scout Associa�on. 

The Group is a trust established under its rules which are common to all Scouts. 

The Trustees are appointed in accordance with the Policy, Organisa�on and Rules of The Scout Associa�on. 

The Group is managed by the Group Execu�ve Commi�ee, the members of which are the ‘Charity Trustees’ of the Scout Group which is an educa�onal charity. As charity trustees they are responsible for complying with legisla�on applicable to chari�es. This includes the registra�on, keeping proper accounts and making returns to the Charity Commission as appropriate. The Commi�ee consists of 3 independent representa�ves, Chair, Treasurer and Secretary together with the Group Scout Leaders, individual sec�on leaders (if opted to take on the responsibility) and parent’s representa�on and meets every other month. Members of the Execu�ve Commi�ee complete 'Essen�al Informa�on for Execu�ve Commi�ee' training within the first 5 months of joining the commi�ee. This Group Execu�ve Commi�ee exists to support the Group Scout Leader in mee�ng the responsibili�es of the appointments and is responsible for: The maintenance of Group property; The raising of funds and the administra�on of Group finance; The insurance of persons, property and equipment; Group public occasions; Assis�ng in the recruitment of leaders and other adult support; Appoin�ng any sub commi�ees that may be required; Appoin�ng Group Administrators and Advisors other than those who are elected. 

believe the Group is exposed, these have been reviewed and systems have been established to mi�gate against them. The main areas of concern that have been iden�fied are Damage to the building, property and equipment. The Group has sufficient buildings and contents insurance in place to mi�gate against 



permanent loss. Injury to leaders, helpers, supporters, and members. The Group through the capita�on fees contributes to the Scout Associa�ons na�onal accident insurance policy. Risk Assessments are undertaken before all ac�vi�es. **Reduced income from fund raising.** The Group is primarily reliant upon income from subscrip�ons Solar Panels and fundraising. The group does hold a reserve to ensure the con�nuity of ac�vi�es should there be a major reduc�on in income. The Commi�ee could raise the value of subscrip�ons to increase the income to the group on an ongoing basis, either temporarily or permanently. **Reduc�on or loss of leaders.** The group is totally reliant upon volunteers to run and administer the ac�vi�es of the group. During this year we have called on leaders from other groups to assist especially in the Scout Sec�on. However, in 2023 we have a�racted addi�onal Adult support in Parents to assist in All sec�ons. **Reduc�on or loss of members.** The Group provides ac�vi�es for all young people aged 6 to 14. The Beaver and Cub sec�on both have a wai�ng list. **Risk and Internal Control.** The group has in place systems of internal controls that are designed to provide reasonable assurance against material mismanagement or loss, these include 2 signatories for all payments and a comprehensive insurance policies to ensure that insurable risks are covered.

**The Purpose of Scou�ng.** Scou�ng exists to ac�vely engage and support young people in their personal development, empowering them to make a posi�ve contribu�on to society. 

**The Values of Scou�ng.** As Scouts we are guided by these values:

**Respect** - We have self-respect and respect for others. 

**Care** - We support others and take care of the world in which we live. 

**Belief** - We explore our faiths, beliefs and a�tudes.

**The Scout Method.** Scou�ng takes place when young people, in partnership with adults, work together based on the values of Scou�ng and: - enjoy what they are doing and have fun - take part in ac�vi�es indoors and outdoors - learn by doing - share in spiritual reflec�on - take responsibility and make choices - undertake new and challenging ac�vi�es - make and live by their Promise.

The Group Execu�ve regularly monitors the levels of bank balances and the interest rates received to ensure the group obtains maximum value and income from its banking arrangements. Occasionally this may involve using an account that requires a period of no�ce before funds may be withdrawn, before doing so the Group Execu�ve considers the cash flow requirements. 

**Investment Policy.** Group has therefore adopted a risk averse strategy to the investment of its funds. All funds are held in cash using only mainstream banks or building socie�es.
