4 Health and Safety

Description of Premises

4.1 Thruxton Memorial Hall is a brick-built double height single storey community building situated in the centre of Thruxton village on Village Street. The Hall is a registered charity (Number 301969) and is run by a Trustees Committee of local volunteers. The committee consists of elected members of the public and its members are all Managing Trustees of the charity.

4.2 The building comprises an entrance hallway and corridor, separate male, female and disabled person’s toilets, a storage room (for furniture and other equipment), a store cupboard, separate kitchen (with serving hatches to each hall and two halls – the main hall and Machin Room. The main hall has a mezzanine balcony which provides structural support to the front wall and provides for limited storage of non-hazardous items.

4.3 The main hall is open plan and has an easily identifiable fire exit on the front wall consisting of a set of double fire doors that exit directly to the outside and are fitted with push-bar opening mechanisms. The fire exit in the kitchen is clearly marked as an exit and is also fitted with a push-bar opening mechanism.

4.4 The main hall can hold 100 people standing (about 80 seated) and the Machin Room can hold 25 people standing or 15 seated. There is no public access to the mezzanine balcony area with access only available by a retractable ladder-type stair which is secured in the ‘up’ position. Both halls are available to hire for private and public events.

4.5 There is a small carpark to the side of the building with space for approximately 10 cars (plus a disabled parking space)). Additional parking is also available on the opposite side of the Hall with parking for approximately 5 cars. In addition to the main entrance there are emergency exits leading directly out of the building from the main hall and kitchen. The premises meet the access and egress requirements of the Equality Act 2010 and are licensed for indoor entertainment. The area to the front and sides of the building is of tarmacadam surface with wide and open access on 3 sides. The rear of the building backs on to private gardens and provides no access. There is a small courtyard at the rear of the Machin Room from which there is no exit.

4.6 The hall is hired by a range of voluntary organisations, private individuals and statutory organisations for a variety of activities, some of which are licensable. A written agreement between the Memorial Hall and the Hirer forms the basis of the hiring arrangement. The booking form and rules of hire draw the hirers’ attention to the health, safety and licensing obligations that the booking places upon them.

Hirers are expected to provide attendees to meet the requirements of booking and licensing conditions.

5.7 The Hall is licensed for the sale of alcohol but hirers are responsible for arranging a temporary event license (if required) and for meeting the obligations of the license.

Principal Uses of the Memorial Hall

5.8 The Memorial Hall is used for a wide variety of functions. These cover, but are not limited to, Parish Council meetings, a community café, plays, private parties (including wedding receptions) music recitals, summer fetes and charity fund raising events. The Hall is used as a Polling Station for national and local elections.

5.9 The Memorial Hall Committee of Trustees encourage all regular users of the Hall to carry out their own Risk Assessments highlighting the areas that pertain to their own group of users and their activities.

5.10 The Hall’s own Risk Assessment has been designed to cover all aspects pertaining to the Hall but in particular to provide information for those Hirers who are not familiar with the layout of and equipment within the Hall.

5.11 The Committee of Trustees require hirers to make themselves aware of the exit routes, the safety equipment and the plan of the Hall detailing the location of equipment and the escape routes. The plan is available to all Hall users and is also on the Notice Board located in the front hallway. Guidance will be given to any Hirer who requires it.

People at Risk

5.12 A number of different groups of people may be at risk of injury within the Hall.

a Staff. The Hall employs a part-time cleaner who normally works for a maximum of 3 hours per week. The cleaner has a key to the building and are generally alone when working.

b Trades People . The Trustees employ contractors on an ad-hoc basis for the purposes of cleaning, safety checks and building maintenance. Contractors who are familiar with the building may gain access to the Hall by obtaining a key from a Trustee where prior authorisation has been given, others are always escorted by one or other of the Trustees or other authorised person.

c Hall Users . Where both halls are in use, there may be up to 125 people inside the building at any time. The majority of users will generally be familiar with the Hall however, those that aren’t will fin the simple layout easy to understand and navigate. It is the responsibility of hirers to ensure that all

visitors are aware of the actions to be taken in the event of an accident or injury.

d Disabled Persons. At a typical function there may be a number of persons with disabilities present. It is the responsibility of hirers to ensure that these persons are given adequate assistance in the event of an accident or evacuation. All emergency exit doors have a slope to ground level which complies with the requirements for wheelchair access and egress.

e Children . It is the responsibility of hirers to ensure all children within the Hall are supervised and that they are given adequate assistance in the event of an accident, injury or evacuation. Regular user groups such as a mother & toddler group are expected to have carried out their own risk assessment.

f Other Members of the Public. Members of the public who are not using the Hall, may walk past the Hall grounds whilst walking along village street but will be some distance from the actual building and are not likely to be affected by an incident within the Hall.

Safety Precautions and Checks

5.13 The Trustees ensure that the Hall is maintained in a good state of repair and kept clean and tidy. No hazardous or particularly harmful materials are stored in the Hall and all other storage is kept within designated storage areas. Smoking is not permitted in any part of the building or the enclosed courtyard and rubbish is not allowed to accumulate, with all rubbish being removed at the end of each hire or function. Rubbish bins are stored as far from the building as possible within the confines of the site. The Hall is securely locked when not in use and hirers are required to check the building and secure it before returning the key to the Bookings Secretary (or placing it in the key-safe as agreed). Permanent access to keys by regular Hall users is strictly controlled by the Trustees.

5.14 Safety inspections are conducted on a monthly basis by the Trustee responsible for safety when the following items are inspected and where appropriate, tested.

Risk Assessment

5.14 A risk assessment has been conducted in accordance with Regulation 3 of the Management of Health and Safety at Work Regulations 1999, and is recorded in the table on pages 4-4 to 4-8 below. The assessment considers the most likely type of accident or injury and the likelihood of it occurring (the risk); the persons who may be affected by an incident or accident and the effect it may have on them (the hazard); where an incident may occur; and the control measures that are in place to reduce the risk of an accident or incident or the consequences should one occur.

5.18 Each potential cause/type of accident has been given a numerical risk rating based on the likelihood of it occurring (the risk) and the potential outcome should it occur (the hazard). The risk rating is based on a common sense approach taking account of the construction, layout, use, management and control of the Hall. The following system is used :

5.19 The risk rating is arrived at by multiplying the likelihood of an accident (the risk) by the potential harm that may result (the hazard). A maximum risk rating of 25 is therefore possible. Risk ratings are colour coded according to severity with a rating of up to 6 being green, between 8 and 12 being amber and 15 or above being red.

ever since. Safety is taken very seriously by the Trustees and is a standing agenda item for monthly meetngs of the Trustees. There are
relatvely few hazards and risks to Hall users and few have a signifcant impact. The control measures in place ensure the overall risk posed
to Hall users remains very low.
