Report from the Chair of the Management Committee for the Year ending March 31[st] 2024
I have much pleasure in presenting my report for the year ending 31[st] March 2024. This report is available to all inhabitants of the two villages which we serve. It also is part of our annual return to the Charity Commission, along with the Year’s accounts and the financial summary.
I consider that we have complied with the charitable objectives of the Itchen Abbas and Avington Village Hall which are :-
in the interests of social welfare, to improve the conditions of life of the inhabitants in the area of benefit without distinction of political, religious or other opinions by the provision and maintenance of

a. A village hall for use by the inhabitants, including use for:-

a. Meetings, lectures and classes

b. Other forms of recreation and leisure-time occupation
-
b. An open space for the benefit of the inhabitants
We have installed 14 kw of solar panels and 15 kwh of batteries which started working from the 1[st] April 2023. Since then our electricity consumption dropped to less than a third of the previous year, this was up to the 1[st] January 2024 when our electricity meter stopped recording both our consumption and export. (to date it is still not working)
We also installed an open loop Ground Source Heat Pump to replace our gas boilers and this changeover was effective from the 1st April 2024. We are grateful to grants from Hampshire County Council’s Parish and Town Council Investment Fund and the UK Rural England Prosperity Fund administered by Winchester City Council, these together with a small surplus from the solar panels scheme meant the net cost was £1,655 met from our own resources. The new heating system is performing as designed although the running costs are difficult to assess without a working electricity meter.
In return for the grants, we committed to promulgate our experience with the new heating system, which is relatively uncommon, and we will hold an event that does this in 2024/25 when we know the running costs.
Our caretaker Mick Phillips passed away suddenly in February 2024 and has been replaced by Chris Jackson. His hours have been increased over the summer as he is able to carry out maintenance work that we would normally have to pay a contractor to do.
The website has been updated to focus on wedding hire but we don’t seem to be getting the bookings we need. We need to address this.
We updated our hire charges from the 1[st] May 2023, last reviewed two years earlier by about 13% I am advised that we may need to increase our presence on social media but this is a special skill that the committee do not have the time for at the moment
We are grateful to Ralph Matthews for being our independent examiner and for carrying out a very thorough review. The annual summary of accounts now separates our hire income and running costs from large scale projects, this gives a much truer indication that we are operating the Hall sustainably
I am also grateful to all the Committee for their support during the year, each one has made a valuable contribution towards the running of the Hall, it is very much a team effort.
