CHAIR’S REPORT 1[st ] April 2024 – 31[st] March 2026

The big excitement this year was the purchase of our new minibus. As many of you know we were fundraising for more than a year and we never quite imagined we would secure funds and be able to buy a 2nd hand bus so quickly. We were fortunate to have been put in touch with West Exe School when they were selling their buses and managed to get a below market price for the new bus, which has meant we still have money in the funds to maintain the bus for at least a few more years. Incredibly we even got someone to buy the old rusty / faithful bus for a good price!!

Our hall continues to be hired on a weekly basis by Slimming World and a Child Play therapist which is great to bring in steady income to help with the ever increasing utility and rental bills we have to pay. We also hire the hall on an adhoc basis for events and parties so please keep us in mind for the future.

The Scout and Explorer summer camp was a great success again. Thanks to all the leaders (and transporters) who gave up their free time, it is a huge commitment and much appreciated by everyone! Many also enjoyed Hurdlestone’s weekend Summer Camp, some a wild night of camping on Dartmoor this September, and we had a number of Explorers training all winter and competing in our Ten Tors 45 and 55 mile challenges in May. All of this is only possible due to the commitment from our leadership team. They devote so much time and energy for your children and Dawlish Scouts could not continue without their amazing dedication.

We haven’t seen any new leaders joining our team this year however we have had help from 2 superb Young Leaders, Phoebe and Linus, and the leaders greatly appreciate their help at the sessions. We are still desperately short of helpers and leaders, so parents, carers, grandparents please come and chat to us if you can lend some time to help out however big or small.

It has been a hard decision to make but after 7 years in the role of Chair I have decided to step down this year and hand over the reins. It has been a privilege to be a part of this team, to build lasting friendships and see first hand the many wonderful experiences it has brought my own children over the past 12 years.

They consist of a Royal Charter, which in turn glves authority to the Bye Laws of the Association and the Policy, Organisation and Rules of the Scout Assoclatlon. The 8roup Is a trust establlshment under Its rules which are common to all Scouts. The Trustees are appolnted In accordance wlth the Pollcyl Organisatlon and Rules of the Scout Assoclatlon. The Group Is mana8ed by the committee whlch conslsts of Group Scout Leader, Executlve Chairperson, Treasurer, Secretary• Section Leader5 and parent representatives. Th15 committee exlsts to support the Group Scout Leader and Trustees and is responsible for: The maintenance of Group Property The ralslng of funds and the administratlon of group flnance The insurance of persons, property and equlpment Group public occasions Assisting in the recruitment of leaders and other adult support Rlsk and Internal Control The group has In place systems of Internal controls that are designed to provide reasonable assurance agalnst maternal mismanagement or loss, these include two $18natorles for all payments and comprehenslve insurance policies to ensuye that insurable risks are covered. Objectlves and Actlvltles The objectives of the Group are as a unlt of the Scout A550ciation. The aim of the Scout Associatlon is to promote the development of young people In achleving their full physical, Intellectual, social and spiritual potentlals, as individual as are responslble cltizens and as members of thelr local national and international communlties. The method of achievlng the Aim of the Association is providlng an enjoyable and attractlve scheme of proRressive tralnlnR, based on the Scout Promise and Law and quided bv adult learninR. Flnanclal Review Thls financlal year the membership number has stayed pretty steady, despite comin8s and 80ings It has been on a parr wlth last years numbers financlally. We have benefited from Increased Income for hall hire having benefitted from a full year at the ncreased rate paid by Slimmin8 World following thelr Increased usage of the hall. Fortunately most overheads are in line with last years costs. Repalrs decreased significantly with the only major expenses belng £160 for some landscapin8 works, £556 for a replacement consumer unit following the 5 yearly electrical in5pectlon £347 for rep1a￿rnent fire extlnguishers and the annual extinguisher servlce and finally £141 for the annual fire inspection. We continued to concentrate our efforts on fundraislng for the replacernent minlbus. Notable funds raised were £1225 from curry night, £431 Plers Motley Auctions, £741 Becky Carpenters London Marathon, £596 Dawlish Football Club car park rnarshalling, £3485 match fundralsin8 from LSEG, £357 from AGM fundraiser, £100 cheque from AJ King, E320 from those taklng part in Teignbrldge Lottery and £1250 following a gift ald appllcatlon from a previous years donatlon. Other donations Included £100 from Cosens Institute, £1250 from Dawlish Alr Cadets followin8 their disbandment, a further £3072 glft aid following an application covering three years of unclaimed gift ald and £305 from Turn the Tlde which was used towards specific wildlife activlties across the groups withln the year. A replacement mlnibus was purchased in February 2025, this has left a surplus In the minibus fundralsing account which wlll be used to help maintain it and servlce It over the coming years. The only key equipment purchased was replacement stoves for £520. Reserves Pollc The Group's pollcy on reserves IS to hold sufflcient resources to continue the charitable activitles of the group should income and fundraising activities fall short. The Commlttee considers that the 8roup should hold a sum equivalent to four months runnin8 Costs, circa £1,000. This policy was proven during the lockdown perlod and, with the help of the contingency grant the sum was preserved for the future. The Grou held reserves above the I vel re uired for o Investment Pollcv The Group does not have sufficient funds to Invest in longer Investments. The Group has therefore adopted a risk averse strate8Y to the investment of Its funds. All funds are held In malnstream bank accounts. Publlc 8eneflt Statement The 8roup meets the Charlty Commisslon's publlc benefit criteria under both the advancement of educatlon and the advancement ofcitlzenshlp or community development headings.
