Minutes of the Annual Meeting of the Trustees held on rise of the Council Meeting held at the Town Hall, Banbury on Tuesday, 15 November 2022 at 6.30pm.

IT WAS RESOLVED that the Minutes of the meeting held on 08 February 2022 be received.

6/21 ANNUAL REPORT 2021/2022

The Honorary Secretary & Treasurer reminded members that People’s Park was owned and managed by the G V Ball Charity (People’s Park) Banbury Trust. Banbury Town Council as a Corporate Body was Trustee of the Charity.

The Trust was also charged with the responsibility for the maintenance of the G V Ball Memorial in Southam Road Cemetery. Failure to maintain the memorial would result in the land being transferred to The Horton Hospital.

The Income and Expenditure Account was circulated with the Annual Report, detailing the annual running costs and donation from Banbury Town Council.

The main project undertaken in this year was the completion of the Pavilion and Toilet Block. Substantial tarmac repair works were also undertaken to both the access road outside of Neithrop House and as part of an ongoing programme of footpath repairs. Preliminary design work was also undertaken on the Café project, for which construction was completed previously.

A question was asked as to whether the Café was an asset for the G V Ball Charity or for Banbury Town Council to which the Honorary Secretary and Treasurer replied that the land is held in the trust but not what is built on it.

The G V Ball Memorial in Southam Road Cemetery had been maintained.

RESOLVED :

1 to authorise the Chairman to sign the Financial Statement; and

2 to authorise the Town Clerk to complete the Annual Return of the G V Ball Charity (People’s Park) Banbury Trust.
