Structure, governance and management
Chamberlin Hall is governed under a trust deed dated 30th December 1978 and operates under a constitution adopted 8th March 2018.
Objects
A village hall for the use of the inhabitants of the parish of Bildeston in the county of Suffolk, without distinction of political, religious or other opinions including use for meetings, lectures, classes and for other forms of recreation and leisure time occupation with the object of improving the condition of life for the said inhabitants.

The charity endeavours to utilise the funds available to the best effect in the advancement of its objects.
The charity's objectives are:

To provide the facility of a village hall and grounds for the use of the inhabitants of the parish of Bildeston and surrounding areas.

As such the village hall should seek to improve or enhance the conditions of life for those wishing to make use of it.
-
These facilities shall include the provision of spaces for educational or recreational purposes in the form of meetings, lectures, classes, physical or social activities.

The facilities are open to all, regardless of age, ability, gender, ethnicity, political or religious beliefs.

To raise sufficient funds to facilitate the above and to maintain the property.
Achievements and performance
2022 - 2023 was the first fully operational year since Covid. During this time, the Hall has been operating at near the same capacity as before the pandemic.
The hall continues to be used for regular clubs and classes, and in addition to those bookings, there have been c. 20 private hires and c. 20 events hosted by Chamberlin Hall Committee.
During this year, our highlights have included:

First full year recovery form Covid

Introductory of our Family Discos.

Collaboration with Sports Pavilion & B-Natural - Coronation party - including a last-minute change of venue!

Beer festival

Macmillan Charity event - raising c£500.

Mothers' day celebration.

OAP Christmas dinner

2 local weddings

5* Food Hygiene Rating

Volunteer days - done lots of DIY in house improving site maintenance and health & safety

In addition to activity within the hall, the Committee have made significant improvements in terms of management and facilities. These include:-

Raised and spent c. £50k improving the facilities which will attract income/save money and carbon:

New projection equipment & IT equipment

• New catering equipment • Solar Power • Replaced windows, added tints • Developed new website and invested in marketing

• Refurbished the snooker room • Introduced Online Banking • Sorted out some of our IT and documentation - online

Installed CCTV

Improved collaboration with the Sports Pavilion, B-Natural and the Crown - trying to make the most of our collective resources!

Secured Food Hygiene Certificate

3 committee members received first aid training

• Formalised our arrangements with our affiliated clubs • Bildeston Bowls Club - going for self-sufficiency in running and financing the club

• Chamberlin Hall Amateur Dramatic Club
Due to the rising costs of living, finances continue to be challenging. As such during this financial year increases have been made to hire and bar charges. In order to maintain services, it has also been necessary to finance some roles (e.g. Bar/Kitchen/Bookings) to ensure resources are available due to lack of volunteers.
Despite a challenging year, the Committee are proud of all the achievements made throughout this year and the continued contribution made to the community.

Independent Examiner’s Report to the Trustees of Chamberlin Hall
Reponsibilities and basis of report
I report to the trustees on my examination of the accounts of Chamberlin Hall for the year ended 31 March 2023.
As the charity trustees of the Trust, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ("the Act").
I report in respect of my examination of the Trust's accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner’s statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination which gives me cause to believe that in, any material respect:

accounting records were not kept in accordance with section 130 of the Act or
-
the accounts do not accord with the accounting records
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in in order to enable a proper understanding of the accounts to be reached.
