Chair's Report Welcome to the Annual Report for 2022-23. It's been an interesting year, with the usual ups and downs that we have become accustomed to over the past few years. You will see from the Operations Manager's part of the report that we have been fortunate to expand our services this year, and it's pleasing to see how popular they are. Funding continues to be an issue, but Richard Peck has been successful recently in securing some longer term funding, which will help us to continue providing services, and expanding on them. We have seen some changes in staff again this year, as described later in the report. We are grateful to Megan Parnell-Bray for all her hard work and support to the Chill Out Club members, spanning over 10 years. We are also sorry that Amber Babey has had to leave us and thank her for supporting the Active Citizens so ably. Thank you to all the individual supporters and organisations who have helped us to continue in our work, and we look forward to an exciting year ahead. Elaine Fish, Chair November 2023 Michael Lee It was with the greatest sadness that we learnt that Michael Lee passed away on 24 September 2023. Michael was a longstanding member of EBR Mencap and will be fondly remembered by everyone for his warm personality, his cheeriness and infectious sense of humour. Michael was a great contributor and joined in with everything with unstinting enthusiasm. He will be sadly missed, and our thoughts are with his family and friend5.
Operations Report 2022-2023 Overview Despite the continuing difficult operating conditions, it is heartening that we have started the dance group and restarted basketball this year with the help of a grant from Sport England. All the clubs are now back to pre-covid levels of activity, however the numbers attending the clubs have remained static throughout the year and need to be boosted. In talking with other similar charities this is not a problem unique to Eastleigh. Nevertheless, building the membership will be a priority for the coming year. To that end we will be raising the Charity's profile through the website, Social media and word of mouth. l am delighted to say that at the time of writing the website is about to go live thanks to the sterling work of Georgie Spinney who has volunteered to help with it and to assist with the social media campaign. This is great news, and everyone can help bv contributing material and telling their friends and contacts about the clubs and activities. Inevitably there has been a small changeover of staff during the year. Megan ha5 Stood down from running the Chill Out Club after many years of association with it. She has done a fantastic job in building it into a happy and relaxed gathering and our thanks go to her for making it so. I'm delighted to say that Lisa Warren has agreed to take on the role, having worked alongside Megan for the last year. Amber Babey too has sadly decided to stand down from Active Citizens. She has contributed greatly to its continuing success, and she will be missed. We are currently looking for her successor. After many years of dedicated service to Flagship Art Caroline Rackham is leaving. She has been a great inspiration, having done 50 much to encourage interest in art and creativity. She too will be hugely missed, but l am pleased to say that she will be succeeded by Deborah Goatley-Birch whose credentials make her the perfect replacement for Caroline. Tiffany joined in February this year to replace Emma Baxter and has been a most able assistant at Active Citizens. She also took over as the assistant to the dance group in the summer from Lisa and has recently taken on the role of a5515tant to Flagship Art. She 15 a great asset to the organisation.
Club news Chill Out Club The Chill Out Club continues to be very popular, giving its members the opportunity to socialise and enjoy themselves in a relaxed environment at the Good Companions pub. Megan has done a brilliant job and Lisa is a very worthy successor. In the interests of economy, the two groups have been combined and Chill Out Club now meets every other Monday. Active Citizens Active Citizens had a good year having completed two projects at God's House Tower under the direction of Helen Northcott. These projects were designed to create a sense of ownership by members of Active Citizens by following a theme with tangible outcomes. Each project also gave the group the opportunity to engage according to their interests or skills be they creative, organisational or research orientated and culminated in an exhibition of work. There were several visits, most notably to the Royal Historic Dockyard in Portsmouth and to the gardens at Exbury on a particularly rainy day in May. The Mayor of Eastleigh visited Active Citizens in April ft)r a very interesting talk and explanation of Mayoral dutie5. Going forward, the mayor's office will be a very useful point of contact for building activities within the community.
Fla shi Caroline Rackham has done a wonderful job in running this club for so many years and stimulating interest in art and creativity. This last year was no exception with some great work being produced. This is a great opportunity for people to develop their creative skills, and we are keen for new members to join this most enjoyable club. Gardenin Club This has been another productive year for the gardening club with an abundance of vegetables and fruit despite some very hot and dry weather. However, the rats and mice have not helped and seem to have enjoyed some of the produce as well l The over wintered vegetables did well and most excitingly the gardening club had its first harvest of asparagus - yum ! Mariamah has done a wonderful job ably supported by volunteers Terry Wheeler. John Chandler and Georgie Spinney. The Wednesda Club The Wednesday Club is thriving and is very popular. It meets on the first Wednesday of every month and earlier in the year it moved from the QEII Activity Centre to the Pavilion on the Park in Eastleigh. Members enjoy different activities each month, with hot food and snacks also on offer. Thanks to volunteers Janice, Terry, Elaine, Heather and Stephen for organising and running this club.
Dance Club The Dance Club started in January this year and 15 a great way to have fun and do a little exercise. It's run by Michelle Murdoch who is a very experienced dancer and teacher. It's held every Wednesday at the Pavilion on the Park. However, it will shortly be moving to the Blue Butterfly Studios in the Swan Centre which will make it more convenient. Basketball Basketball restarted in January on Saturday mornings at the Pavilion on the Park. However, it clashed with the gardening club and in May itwas suspended whilst another venue and time could be found. It is great news that it restarted in September and Is now held at Thornden School on Sunday mornings. Mike Glanville has taken on the coaching of the club supported by Terry Wheeler and Susan Perrin. Events Sadly, we were not able to offer many events in the last year, notably our annual BBQ which got rained off not once but twice, in July and Septemberl Hopefully, we will have better luck with the weather next year. We were very pleased to be given the opportunity to host another Quiz and Curry Night at The Concorde Club in September. As usual, it was huge fun and a great fundraiser for the Society, from the ticket sales and raffle. Thank5 80 to all the committee members who helped with organising the evening. Asda very kindly offered us a slot in August for a coin collection. Although it was quiet Iprobably because the Lionesses were playing in the World Cup final that dayl, we met some lovely people and raised over £140. East

We are always keen to hear from people who would like to help us and there are lots of ways you can get involved in our work and help to support people with learning disabilities living in our community. Volunteer for us Our volunteers are involved in all of our group activities, fundraising and special events. There is lots of variety and the opportunity to gain experience, meet new people and contribute to valuable work in your community. Independent examiner’s report to the trustees of Eastleigh Borough and Romsey Mencap

I report on the accounts of the Trust for the year ended 30 September 2023,
Respective responsibilities of trustees and examiner
The charity’s trustees are responsible for the preparation of the accounts. The charity’s trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed.
It is my responsibility to:
• examine the accounts under section 145 of the 2011 Act
• to follow the procedures laid down in the general Directions given by the commission under section 145(5)(b) of the 2011 Act
• to state whether particular matters have come to my attention
Basis of independent examiner’s report
My examination was carried out in accordance with the general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a ‘true and fair view’ and the report is limited to those matters set out in the next statement.
Independent examiner’s statement
In connection with my examination, no matter has come to my attention:
(1) which gives me reasonable cause to believe that in any material respect the requirements:
• to keep accounting records in accordance with section 130 of the 2011 Act and
• to prepare accounts which accord with the accounting records and comply with the accounting requirements of the 2011 Act have not been met or
(2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached
