Annual Report and Statement of Accounts 2024-2025

Structure of Management:

Nominated Organisational Representative Trustees:

Jeff Lee (Grade Ruan Parochial Church Council), Mark Outten (Grade Ruan Parish Church), Jane Whaley (Grade Ruan Under Fives)

The Trustees are elected/nominated at the Annual General Meeting and form the Hall Management Committee for the following twelve months. The Honorary posts of Chairman, Secretary and Treasurer are decided on from within this group.

Purpose of Report

This report is presented to the Annual General Meeting of Ruan Minor Village Hall to outline the performance of the Hall Management Committee in recognising and responding to its role within the local community during the year ending 31[st] March 2025.

This document has been prepared in a manner which recognizes the requirements of the Charity Commission of England and Wales.

The accounts for the year ending 31[st] March 2025 have been independently examined and approved in accordance with agreed procedures.

Activities and Objectives

As set out in the scheme agreement with the Charity Commission, the Hall Management Committee’s primary objectives are as follows:

Achievements and Performance

The beginning of this year saw success in securing funding from the Platinum Jubilee Fund, the Community Levelling Up Programme’ and the Grade Ruan Community Trust. This, together with the reserves held as a result of previous Covid grants, enabled the implementation of the much needed thermal upgrade in order to future proof and make the hall much more appealing and welcoming to all users.

Unfortunately the long term legacy of Covid has resulted in activity sessions declining however private parties, Jazz Evenings, Church Deanery meetings, one-off events have spread the update of our facility across The Lizard. We remember weekly supporters who are no longer with us and remember them with fondness, especially Johno who left us in July.

The Thursday market remains and we are extremely thankful to the volunteers, stall holders and participants who keep it running smoothly. The monthly quiz continues to be popular and amiably competitive. Many thanks to Skinny, our incumbent quizmaster and to Carolyn, Mags and Sally for their fiendish questions.

Clinical Pilates takes place on Wednesdays with Clare Girling and provides relaxing, stretching and strengthening workouts. These have been invaluable, particularly for people in the village who are unable to travel too far for exercise, and for others in the local vicinity to join a class.

The snooker room continues to attract users. Several younger players have joined over the last year and two teams took part in the local league. To ease access to the snooker room we introduced a key safe and code system which has freed up committee members from being on call for the key and enables the committee to change the code if and when necessary. Fees for using the snooker room remain very low at £20 per year for over 16s and £10 per year for Under 16s.

The Hall is also the base for Grade Ruan Under Fives, now under the wing of Flying Gulls Nursery run by Jane Whaley. The group is thriving and has plans to expand its provision. The committee are keen to support their efforts in any way they can subject to health and safety regulations and agreement of local Early Years’ officers.

Despite repeated attempts to revitalise the Short Mat Bowls Club, no interest was forthcoming. The committee was able to free up space under the stage by selling mats and bowls. There was a suggestion put forward locally that there may be some interest in re-introducing a Youth Club. The Village Hall would wholeheartedly support such a venture by providing the space on a free evening. As yet, this has not moved forward.

Over the year the Hall has hosted the Spring Show, Autumn Show, various Craft events and book fairs, birthday parties, Jazz evenings and the very well received Wizard of Oz, courtesy of the Ruan Revellers. Further productions are planned and we hosted two well received performances from Carn to Cove. It is vital that we keep the hall available for community events for all to enjoy and this includes the vital role as a Polling Station for our community. The Hall has also hosted a sister organization where all agencies in the village were invited to pitch their respective visions for the next 20 years.

On March 1[st] towards the end of this reporting year we held an Open Day with the ‘official’ opening of the newly refurbished hall by Andrew George MP. The works had started last summer when the Under Fives broke for the summer holiday and continued into October. We were lucky to be able to thermally refurbish the lower room utilising unused contingency funds and the Under Fives were able to accommodate this work while they were operating. Thanks must go to Jan Halliday, David Jane and Sarah Johnson whose extremely hard work drew the whole enterprise to an amazing conclusion with very few delays.

Compliance with health and safety guidelines is highly important and as such it is at the forefront of all that we do. The premises and facilities are checked on a regular basis. All electrical equipment is PAT checked and the fire system was upgraded by FalFire as part of the thermal upgrade; they also carry out annual inspections of the fire alarm system.

In conclusion we will strive to embrace more activities and functions going forward into the future to enhance this vital amenity for our village.
