For The Purposes Of 3.1- 3.2 Above “offenders, Ex-Offenders, Those At Risk Of Offending” Means Any Individual Who Has Committed Or Is Accused Or Is Suspected Of Having Committed Any Criminal Offence, Who Is To Be Or Has Been Subjected To Any Legal Or Administrative Process In Relation To The Same, Or Is From A Demographic At Greater Risk Of Experiencing The Above.
