To organise Ringwood Carnival in accordance with Constitution,
ensuring to comply with statutory requirements, ensuring the safety of
all participants and spectators. Raise adequate funds to host the event
via sponsorship, fund-raising activities, donations and street collection.
Any surplus funds, over and above holding of the event, to be donated
back into the local community at the discretion of the trustees.
The Carnival event provides the intangible benefit of a free event for
members of the public and community which forms an important part of
the towns event calendar.
In order to facilitate this, the principal roles and responsibilities of the
Trustees are as follows:-
- to ensure the event is financially sustainable in activities that are
undertaken;
- to ensure sufficient reserve funds are available for the event in terms
of cash at bank for unforeseen liabilities and safeguarding of the
event;
- for defining and ensuring the fulfilment of all functions necessary to
hold the event to include adhering to all statutory regulations
including relevant applications and consents and liaison with the
relevant local authorities and emergency services;
- to ensure sufficient volunteers are sourced to form a committee and
undertake the organising and arrangements of the event. In addition
to ensure sufficient volunteers are sourced to assist the running of
the event itself on the day;
- to distribute any funds considered surplus, to local charities and good
causes in accordance with the constitution and supporting guidance
forming part thereto.

It is in principal, considered inappropriate for the Carnival charity to

The following items are considered prudent in the achievements of the
charity for the 2024 period:
- a successful event enjoyed by a significant number of participants and
spectators across the day.
- continued sustainability of the CIO to enable longevity of the event
itself;
- High levels fund raised through sponsorship, fund raising activities,
street collection, VIP area, Village Green stalls and other misc. income
streams;
- record entrants (in modern era) in procession entries in the afternoon
parade;
- strong financial donations made to local charities and good causes;

Brief statement of the charity’s
policy on reserves
The Trustees review the residual amount of cash at bank after all
liabilities have been fulfilled. This review then establishes how much
should be retained to cover unforeseen liabilities, any early expenditure
needed for next year’s event and any capital investment or other extra
ordinary expenditure planned. Only then will surplus funds be made
available for donation to approved worthy causes.

Independent examiner's report to the trustees of Ringwood Carnival CIO

I report to the trustees on my examination of the accounts of the Ringwood Carnival Society (the Trust) for the year ended 31[st] December 2024.

Responsibilities and basis of report

As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act').

I report in respect of my examination of the Trust's accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent examiner's statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect

  1. accounting records were not kept in respect of the Trust as required by section 130 of the Act; or

  2. the accounts do not accord with those records.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be.
