Section C Objectives and activities

The object of the charity is, in the interests of social welfare, to improve the conditions of life for the inhabitants of the cowling without distinction of political, religious or other opinions by the provision and maintenance of a Recreation Ground and War Memorial Remembrance Garden.

Before the Establishment of the Charity

Cowling is a rural North Yorkshire village bisected by the busy A6068. In the past the village enjoyed community events such as an annual gala, which also closed the road to allow a procession. A tennis court existed in the community Recreation Ground (Rec) and small businesses thrived. However, over the years small businesses closed, the tennis court club house was vandalised and eventually burned down signalling the end of the tennis club, and the busy A road became the main connector between Leeds and the A65 making this an extremely dangerous and noisy road, so much so that the village was denied a replacement lollipop crossing guard as it was deemed too dangerous The Recreation Ground (Rec) was rarely used for events and what remains of the play equipment became old and dilapidated, and the community spirit gradually eroded. provide a setting for people to meet and enjoy the outdoors, to make acquaintances and friendships and to feel a sense of belonging.

This small group formed a charity in the hope of being able to access relevant grants and funds to achieve our goals.

With no money, we rely on goodwill and donations, and the Parish Council were generous with initial donations which helped lay the groundwork for what we wanted to achieve.

At first, we were off to a slow start as things have been started in the past and dropped. We constantly heard that we would grow tired of it and it would fail and we struggled to create interest, but the group, most of whom are parents, persevered.

The Work Undertaken

Drainage and Phase 1 Play Equipment

Our group designed and managed the installation of much needed drainage into the Rec, and once this was done we were able to install first phase play equipment - selected on the basis of public consultation as well as input from the local school. This changed everything. The community could see this was happening, and more and more have become involved - of all ages.

A big focus was accessibility and inclusion, and equipment selected had to meet these criteria. We viewed this as a success as a child using a wheelchair is regularly brought to the Rec by her mother who spins her around on the accessible roundabout. Not only was this not possible before, it was not desirable due to the anti-social elements which prevailed in the run down area.

Installation of CCTV

This was welcomed by residents and no objections received. Polices are in place to support the use of CCTV

Hosting a Community Festival

The Grand Opening of the new play area was timed with our Community Festival which we hosted. A free festival for the village made possible through donations.

The red ribbon, officially opening the new play area, which was kitted out with accessible and inclusive equipment, was cut by one of the local children (name pulled from a hat by our local County Councillor) which then saw a sea of children surge onto the play equipment. A sight not seen for decades! Entertainment, games and food continued into the early evening

Community Built Pump Track

Another great example of our community-based approach is the Pump track which has just been completed and less than a tenth of the price of a commercially built one to the same spec. The Trustee in charge of this project (a local resident) researched the technicalities required for a pump track, used his own expertise to design and plot it out, and using over 1000 hours of volunteer labour, which included youngsters from the village, as well as sponsorships from local companies and the North Yorkshire County Council, the pump track has been complete.

This required weekends be given up. Local residents, including youngsters, arrived to help, teas and coffee stations voluntary set up, and

even before the surface was finally finished off, the pump track instantly became a central hub.

One of the youngsters who spent every weekend he had to help build the pump track was given the honour of pressing the button to start the fire works at a Bonfire Night hosted by our charity.

This provided an opportunity for youngsters to get involved in their community - to build something for themselves - and to feel a sense of ownership.

No longer are we blighted with anti-social behaviour in the Rec.

Offers of Help and a 7 aside Football Pitch

We are contacted regularly with offers of help - we were recently offered 4 picnic benches a resident involved in clearances had acquired. He donated 1 and the remaining 3 were sold to us at a very small cost. The local football club sold us goals for a vastly reduced price and provided free line markings for the newly installed 7 aside pitch.

Unlike the days of the past when the Rec was empty, with aging equipment and subjected to anti-social behaviour, today youngsters can be seen on the pump track, on the play equipment or even playing soccer or a game of rounders.

Community Bonfire Night – Bringing back “the old days”

Our charity hosted the first bonfire night in decades last year. We asked for wood donation and the community rallied providing us with an incredibly impressive bonfire. Whilst co-ordinating the drop of an elderly resident commented "this is just like the old days. The community spirit is coming back"

Measuring Success

We have not scientifically measured or assessed our impact, but we intend to. Our Facebook page surprisingly has a lot of local youngsters who have "followed" - surprising because the youngsters don't use Facebook now days, but this is a central communication point about the Rec and it's gaining interest.

What we have done recently is set up a Community Survey - paper based and on-line and ensure we distributed this through the local schools.

The results of the survey are broken down by age and has helped us understand out next tasks which, surprisingly, across all age groups, asks for an accessible footpath right around the Rec. They also ask for outdoor gym equipment and a few other things
