The objectives and activities of Cylch Meithrin Rhuthun

The Cylch’s objective is to advance the education of pre-school and primary aged children (with a particular focus on pre-school aged children) through the medium of the Welsh language, within the Rhuthun area.

Under this objective, children can be accepted at the Cylch, from the day that they turn 2-years-old, up to nursery school age. This acceptance is based on compliance with Care Inspectorate Wales’s (CIW) regulations that staff to child ratios must be:

1:8 for 3-year-olds;

1:4 for 2-year-olds, and,

no greater than 19 children present at any one time within a session.

The Cylch operates an Inclusion Policy and will accept children whatever their gender.

Within our objective, we provide quality Welsh-medium early years education between the hours of 09.00-13.00. We do this through a range of activities, which include, but are not limited to:

1. Supporting the children to achieve the best possible results through care, learning and play

The classroom contains equipment, toys and resources of the highest quality, which reflect the needs, developments and age of the children. Activities are presented to the children over 2 years of age, which promote the Flying Start Programme and the 3–7-year-old Foundation Phase (the national early years curriculum) to ensure that they get the best possible start in every aspect of their education. We pay close attention to the planning of the outdoor play areas, in order to offer opportunities and place an emphasis on stimulating activities for children outdoors.

2. Supporting the children to feel that they are valued, safe, healthy and confident.

Our priority is the happiness and safety of each child. The best possible care is offered in a happy and homely atmosphere. There is an opportunity for each child to learn through play and develop to their full potential. We encourage an ethos where the child feels secure and confident.

3. Continuously improving the quality of care we offer and that the voices of the children/parents/carers are heard.

Our staff regularly attend courses and we ensure that they are suitably qualified. Working with the Mudiad Meithrin Support Officers, being the National Body, and County Council officials, we ensure that staff members

are progressing and keeping up to date with relevant early education changes, including any advice and regulatory changes. This allows staff members to develop and/or improve the provision of education. Children are encouraged to share their opinions and emotions during the sessions by showing sad or happy faces, and are offered a choice in terms of activities. A comments box is available for parents/carers and we are happy to discuss any concerns or questions before or after a session. Our intention is to work together with families and create a service of the highest quality.

Structure, management and recruitment of trustees

Structure

The Cylch’s structure is based on its constitution and details the Management Committee’s structure, including its meetings. The CIO adheres to the aims and objectives of the National Body (Mudiad Meithrin), sharing information and encouraging parents/guardians to continue their child’s Welsh medium education through progression to Welsh primary school. Membership of the National Body is conditional upon the CIO completing and returning its annual affiliation agreement. The Charity’s trustees are responsible for the management of the affairs of the Cylch and may for that purpose exercise all the powers of the CIO. The trustees meet 10 times a year. All trustees give their time freely and no remuneration or expenses were paid in this financial year. No trustee or their children, if applicable, who are beneficiaries received any benefit in respect of child care fees in the year. The trustees also had regard to the Charity Commission’s public benefit guidance when exercising any powers or duties.

Management

The Management Committee, which meets monthly, is responsible for:

Under the constitution, the Management Committee is run by Chairmanship, appointed by the committee and trustees during the first meeting of each financial year. The Chair works with the Secretary to co-ordinate the agenda, programme of work and preparation of papers for the schedule of work with the Person in Charge.

In terms of remuneration, the Management Committee, through the Treasurer, and support of the National Body, is responsible for setting the pay levels for staff at the Cylch. This is kept under annual review. A number of criteria are used in setting pay:

Recruitment of trustees

No new trustees were recruited in this financial year. Otherwise, trustees are recruited in accordance with the Cylch’s constitution which follows Charity regulations. When recruiting trustees, the Managing Committee will be looking for trustees who share and understand the Cylch’s values and aims. Alongside, it will consider whether the Management Committee needs a certain expertise.

Achievements and Performance

Children numbers and fees

During this financial year, we increased our fees in September 2023. Fees to attend the Cylch were set at £10 for a 09:00-11:00 session and £20 for a 09:00-13:00 session. In addition, the Cylch charged 75 pence a day to cover the costs of a morning snack. The number of attendees continued to sit within CIW ratios. The aim of the Cylch is to increase the number of attendees per day in the coming financial years.

Achievements and activities

The Cylch continued to act in accordance with its objectives and provided a comprehensive and stable education for foundation phase aged children. Additionally, a new member of staff was employed in September 2023, to support existing staff, and to strengthen its service for the benefit of the public. Staff were supported to continually improve and develop their skill set to benefit the beneficiaries.

As part of these achievements, the children received experiences in areas including outdoor and sensory play which better supported them to develop their language skills, fine and gross motor skills. The staff gained valuable information on how best to support the varying skill levels of all children helping to achieve a child centred approach in all aspects of day-to-day activities. The skills developed have been a great benefit to the children who presented with Additional Learning Needs giving the staff confidence when approaching their learning and development through play.

The Cylch also strives to work with the community and the children enjoyed a varied programme of experiences, including, but not limited to trips out to various local businesses e.g. garden centre, local shops. The Cylch also strengthened its involvement with the local Primary School. The Cylch also invited local businesses and skilled workers in to speak with the children, e.g. a local Beekeeper.

Fundraising continued to be an integral part of the Cylch’s activities. Funds are used to support the aims of the CIO and cover building and staffing costs. Fundraising events take into account how they can benefit the children who attend the Cylch and also aim to include the wider community. Funds from these events have helped in this financial year to improve the outside area with play equipment and improve the quality of our resources, for example.

Under the CIO’s umbrella, Ti and Fi sessions are co-ordinated with the National Body to provide singing and play sessions for newborns to four-year-olds.

Risk Management

The Management Committee is responsible for overseeing risk management for the Cylch, and is discussed in its monthly meetings, especially any safeguarding risks. Detailed considerations of day-to-day risks are delegated to the Person in Charge, following the requirements set out by Welsh Government that sets out a minimum care standard, and include covering day-to-day tasks, such as hygiene and

sanitation. Risks are raised with the Management Committee, if appropriate, and are assessed throughout the year. Risk is managed under financial, safeguarding, employment, and building risk. No serious risks were identified in this financial year.

Financial Review

The financial statement attached follow the guidance provided by the National Body. For ease of reporting, categories are grouped together, e.g. registration, child care fees, resources. The financial accounts for financial year 2023 –2024 show a yearend balance of £55.89.

Income for the year was £51,443.88. The main source of income was from grants, including from the National Body, and these amounted to £24,945.96. The Management Committee apply for grants and follow their stipulations when successful. The parents/carers of the children have the assurances that all the income of the Cylch is used for educational purposes and support our charitable aim.

We also pay tax as an employer through the HMRC gateway and this varies from month-to-month based on any additional duties that staff members may need to undertake in the progress of our charitable aims.

An emergency grant was required in this year as the Cylch had to relocate to a new premises. This was provided by the National Body. This grant helped to secure the new premise that required a down payment of rent. £9,985 was spent on rent and heating, which accounted for 19% of spending. As part of this relocation, necessary permissions were required from the Local Authority. The premises was appropriately upgraded to make the venue a rewarding and functioning education setting. The aim of the next financial year is to plan a programme of fundraising that will provide a safety net for any maintenance work at the new venue. The risk of requiring an emergency grant in the next financial year has been reduced, as the lease for the new property is 3 years. The Management Committee has begun planning how it will address the lease review, including any associated risks, dependent on any decision the landlord may take.

Management Committee review the finances monthly. This includes budgets for resources that the children may need and incoming fees from parents/carers. During these discussions, we consider any wider national changes, such as changes to minimum wage, increase in fees and feasibility of improving our carbon footprint.

The Cylch has one debt which is the emergency grant and is paid back in instalments to the National Body. This will be cleared by February 2025.

The Cylch has no policy on reserves.

Cylch Meithrin Rhuthun provides a day care
facility with two different time options (9:11
and 9:1 for this financial year), 5 days a
week. This is provided during school term
times and is for children aged 2 to nursery
age. The Cylch follows the Foundation Phase
Curriculum in Wales (2-7 yrs) and it provides
this exclusively through the medium of
Welsh. The Cylch Meithrin is accessible for
all children and welcomes children in Ruthun
and wider areas, who, eventually feed into
admissions (following Local Authotrity
regulations) for the Primary School in
Rhuthun. The children and their families are
the beneficiaries of this charity. We provide
the opportunity for families from Welsh or
non-Welsh speaking backgrounds to attend
the Cylch and take part in fundraising and/or
extra curricular events. Our fundraising
events are also open to members of the
public and their primary aim to raise funds to
continue with our charitable objectives and to
integrate within the community, enhancing
educational opportunities and connections.
