Background: activities to March 2024
In November 2023 Winchcombe Methodist
Church came on the market; it was listed as
an asset of community value, and during a
six-month moratorium on its sale
Winchcombe Arts & Community Hub
(WACH) was registered as a charity on 31
March 2023.
By June 2023 WACH had secured capital
funding offers totalling £500,000 from
central and local government and
community donations and pledges. WACH
purchased the church in December 2023 and
with additional funding from Enovert
Community Trust embarked upon a
programme of works to repair, upgrade and
convert the building to an arts & community
hub.
April 2024– March 2025
Works to upgrade and refurbish the building
continued until June 2024. These included a
full renewal of heating and electrical
systems, including underfloor heating in the
performance space, works to make all
internal and external exits fire safety
compliant, the upgrading of all existing
WCs, the remodelling of a small kitchen to
create a combined bar/box office and the
creation of a screen to replace an organ.
Later works included repairs to all stained
glass and provision of secondary glazing to
the largest window and the provision of new
drapes for 10 windows in the main
auditorium. Fit-out included the installation
of sound and lighting systems in January
2025.
The above was supported by funding as
shown on page 5.
The refurbished venue, now known as
Isbourne Arts, opened in August 2024 with a
Farmers’ Market and 3 art workshops, one
for adults and 2 for children. A premises
licence, the appropriate music licences and
a “wet” hygiene certificate were obtained,
and between September 2024 and March
2025 Isbourne Arts (the Izzy) presented

local primary schools an opportunity
to perform to their peers in a relaxed

Live in the Chapel saw young people
from Winchcombe and further afield
help present and perform an event to
showcase local talent.

Monthly farmers’ markets have been
welcomed by families in
Winchcombe as a place to buy good
quality bread, cheese, vegetables
and artisan products, benefiting
local sellers as well as customers.

Isbourne Arts successfully enabled
one young person (15) to undertake
the volunteering strand of his Duke
of Edinburgh Silver Award, and
provided valuable work experience
for another young person (16),
giving them opportunities to learn
about how an arts venue is
organised and managed.

Members of the community continue
to play an enthusiastic role in
making a success of Isbourne Arts
by contributing ideas, advice, talent,
expertise and skills. Volunteers have
also gained many skills, such as
those needed to run a bar and front
of house, operate sound & lighting
equipment, and manage charity
finances, plus new software skills
such as those needed for marketing
& social media, data sharing,
accountancy and ticketing.
Feedback has been most
encouraging; trustees and other
volunteers are often stopped in the
street and congratulated on the
charity’s achievements.
Signs of growing social trust, cohesion
and a sense of belonging are
particularly evident at community
events such as Remembrance Sunday.

I report to the charity trustees on my examination of the accounts of the
Company for the year ended 31/03/2025.
As the charity’s trustees of the Company (who are also the directors of the
company for the purposes of company law), you are responsible for the
preparation of the accounts in accordance with the requirements of the
Companies Act 2006 (“the 2006 Act”).
Having satisfied myself that the accounts of the Company are not required
to be audited for this year under Part 16 of the 2006 Act and are eligible for
independent examination, I report in respect of my examination of your
charity’s accounts as carried out under section 145 of the Charities Act 2011
(“the 2011 Act”). In carrying out my examination, I have followed the
Directions given by the Charity Commission (under section 145(5)(b) of the
2011 Act.

Independent The company’s gross income exceeded £250,000 and I am qualified to examiner's statement undertake the examination by being a qualified member of ICAEW. I have completed my examination. Recognition of income
These are included in the Statement of Financial Activities (SoFA) when:
 the charity becomes entitled to the resources;
 it is more likely than not that the trustees will receive the resources;
 the monetary value can be measured with sufficient reliability.
Grants and donations are only included in the SoFA when the general income
recognition criteria are met (5.10 to 5.12 FRS102 SORP).
Gift Aid receivable is included in income when there is a valid declaration from the
donor. Any Gift Aid amount recovered on a donation is considered to be part of that gift
and is treated as an addition to the same fund as the initial donation unless the donor or
the terms of the appeal have specified otherwise.
There has been no offsetting of assets and liabilities, or income and expenses, unless
required or permitted by the FRS 102 SORP or FRS 102.
Donated services and facilities are included in the SOFA when received at the value of
the gift to the charity provided the value of the gift can be measured reliably.

Note 2 Accounting policies
This is only included in the SoFA once the charity has provided the related goods or
services or met the performance related conditions.
The cost of any stock of goods donated for distribution to beneficiaries is deemed to be
the fair value of those gifts at the time of their receipt and they are recognised on receipt.
In the reporting period in which the stocks are distributed, they are recognised as an
expense at the carrying amount of the stocks at distribution.
Donated goods for resale are measured at fair value on initial recognition, which is the
expected proceeds from sale less the expected costs of sale, and recognised in 'Income
from other trading activities' with the corresponding stock recognised in the balance
sheet. On its sale the value of stock is charged against 'Income from other trading
activities' and the proceeds from sale are also recognised as 'Income from other trading
activities'.
Goods donated for on-going use by the charity are recognised as tangible fixed assets
and included in the SoFA as incoming resources when receivable.
Donated goods are measured at fair value (the amount for which the asset could be
exchanged) unless impractical to do so.

The charity has heritage assets, that is, non-monetary assets with historic, artistic,
