The Trustees are pleased to present their annual report together with the accounts of the Cedar House Charitable Trust (‘CHCT’). These are the accounts for the period ended 31 March 2023 prepared to meet the requirements of the Charities Act 2011. The charity was registered on 12 May 2022.

Objectives and activities

CHCT exists, in large part, to support men and women who are, or who have been, in custody, or who are at risk of offending. This is achieved by identifying and appraising relevant UK registered charities whose focus is aligned with that of CHCT and selectively awarding financial grants.

Public Benefit

The CHCT Trustees confirm that, in managing all the charity's activities, they have had regard to guidance on public benefit issued by the Charity ' Commission. In order to achieve CHCT s objectives, the Trustees have set CHCT the remit of concentrating much of its focus, if not exclusively, on supporting other UK registered charities and in particular supporting smaller charities (generally, but not exclusively, taken to mean a turnover of less than £0.4 million), which themselves support, via training, education and employment, prisoners, former prisoners, and those at risk of offending.

Achievements and performance

The CHCT was registered on 12th May 2022 and between that date and 31[st] March 2023 the Trustees established the operational capacity of the charity. Since the 31[st] March 2023, the CHCT has commenced operations and has funded two relevant charities. The plan is to fund 8-10 such charities per annum.

Structure, governance, and management

CHCT was established as a CIO on 12 May 2022. Trustees’ activities and processes:

Decisions on grants are made by the Trustees at their Board meetings or at other times by the Chair after consultation and agreement with the other Trustee. All grants which are not determined by a meeting of Trustees are subsequently reported to the Trustees for formal confirmation that they fall under the terms of the CIO Constitution and charity law.

Financial review

In the period to 31[st] March 2023, CHCT received initial funding of c.£20,000. Prior to 31[st] March 2023, CHCT had not commenced its grant giving program. Further funds will be made available in the period 2023 – 2024.

Policy on reserves

The Trustees aim to keep reserves of 3 times monthly running costs and potential winding up costs which for the current period is approximately £1,000.

Trustees' responsibilities

The Trustees are responsible for keeping proper accounting records and for ensuring that the accounts comply with the Charities Act 2011 and the CHCT CIO Constitution. The Trustees are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud or any other irregularities.

The Trustees have determined that the audit requirement of section 144 of the Charities Act 2011 does not apply.

1 Accounting policies

a Basis of preparation

The financial statements have been prepared in accordance with applicable accounting standards and the Charities Statement of Recommended Practice (FRS 102) (effective 1 January 2015). The basis of accounting is the Receipts & Payments basis as permitted for (unincorporated) charities with gross income not more than £250,000 per year.

b Funds accounting

Funds held by the charity are:

Unrestricted funds - general funds which can be used for the charity’s ordinary purposes.

2 Trustee remuneration and expenses

No payment has been made to Trustees for remuneration or reimbursement of expenses.

3 Related Party Transactions

There have been no related party transactions.
