Objectives and Activities

The promotion of community participation in healthy recreation for the benefit of the inhabitants of York and the surrounding area by the provision of facilities for the playing of the amateur sport of outdoor bowls. To promote for the benefit of the inhabitants of York and the surrounding area, the provision of the facilities for recreation or other leisure time occupation of individuals who have need of such facilities by reason of their age, youth, disabilities, financial hardship or social and economic circumstances, or for the public at large in the interests of social welfare and with the object of improving the condition of life of the said inhabitants. |

The Club has operated and maintained a 6 rink bowling green, clubhouse, associated grounds and car parking for the benefit of its members, the wider bowling community (including visiting Clubs, Bowls England and Yorkshire competitions) and the local community at large. The Club has also advertised and provided coaching sessions for those interested in knowing more about bowling. The Club has promoted its non-bowling facilities in order to spread its income base to improve its financial security. Local businesses and community groups have been allowed to use the facilities for meetings/training sessions and experience the sport of outdoor bowling if they wish. |

For bowling activities, 2022 was a season still affected by Covid 19 at the start. The green was open for use from Mid-April to Mid- September apart from 2 days when temperatures were so high the green was shut for 2 days in July. Members were encouraged to note use of the green in the rink book, and this shows that with casual roll-ups and other organised events, the green was used for about 23% of the available time. There were 17 days when no use was recorded. As well as use by members, the green was also used to host friendlies, Bowls England national competitions and Yorkshire Bowling Association competitions. In addition, the green was hired by outside organisations on 4 occasions, and we ran our annual Open Triples competition, attracting 20 entries. Coaching/taster sessions were run for non-members on Saturdays, which resulted in several youngsters regularly attending. Our facilities were appreciated by many of our visitors, with comments such as “Just a quick note to thank you and your colleagues for such an enjoyable evening. Every one of the 19 players said how much they had enjoyed the bowls. They also commented on how helpful & friendly you and your colleagues were. A credit to your club. A memorable event for our tennis club!” “Just a thank you to your club and all the helpers on the day ... thank you for my lunch it was excellent... the Green played well, and I haven’t had any comments other than good on the venue.“ |

“I would just like to say a big thank-you to you and your club for hosting our team last week. We had a marvellous tour in York and that's largely due to friendly way that we were received at each of the clubs that we had the pleasure of visiting. Please pass on our sincere thanks to the rest of your members. I hope that we have the opportunity to visit you again before too long.”
Our facilities were also made available for Bowls England initiatives. The first was the “Big Bowls Weekend”. We ran an event on 28th May which 11 people attended. One subsequently joined. The second was the “Play Bowls Bash” to cater for interest from the Commonwealth Games 2022. Although our green was available for 9 sessions, there was no take-up via the Play-Bowls portal.
As well as hosting events, our members attend events at other venues to generate interest in our sport and our club, namely – · York University
· Queen’s Baton Relay event in York prior to the Commonwealth Games and
· Scarcroft School.
Internally most sections held competitions, and there were also joint club competitions, won as follows –
· Men’s Singles – Stephen Dilks
· Drawn Pairs – Michelle Ellis and Tony Thornton
· 100 Up Singles – Stephen Atkinson
As a joint club we also played in Bowls England competitions, i.e. Men’s Top Club, Men’s Double Fours and Tony Allcock Trophy (mixed double fours) but with limited success. A four from our club won the Men’s County fours title, and one of our players (James Dilks) also won the Men’s County 2 wood singles, subsequently going on to reach the quarter finals in the National Championships. James Dilks also won the Yorkshire Junior Player of the Year award. He and several others from the Club were regular members of the Yorkshire squad featuring in the Middleton Cup and Balcomb squads. Four of our ladies were the runners up in the County Senior Ladies Fours.
In addition, we held quizzes, social evenings, bingo and dominoes which were not only for club members but also for the members of the local community.
The York Speakers Club has met fortnightly over the period September 2022 to March 2023; and is affiliated to the Assocation of Speakers Clubs. The Speakers Club gives members the chance to practise their public speaking in a structured but supportive and friendly environment. Members realise new skills and as their ability improves so does their confidence. Members receive constructive advice to help them develop as a public speaker. One of the members, Gillian Munday, completed 10 speaking assignments and gave a A5 “Showpiece” speech to receive her ASC Certificate of Achievement.
The Club is increasingly being used by local businesses and community groups to hold their events, training sessions and meetings. These events include Weightwatchers, Local Scouts group, Fleetways, the Holgate Allotment Association and the York Cruiser Training Centre. The Club has also become the “home” for the York Section of the Korean Veterans Association who meet monthly. There is also a 100 Club for members which helps to raise funds to improve the Club facilities.

Whilst no formal objectives were set for this period, The Trustees are constantly striving to increase the amounts that are raised to maintain and improve the facilities of the Club. The Trustees priority has been on Health & Safety at the Club and the improvement to the quality and performance of the bowling green. A Club plan for the next few years is being developed in consultation with members. |

Financial Review
| Review of the charity’s financial position at the end of the period |
The Charity did not receive the majority of its funding (as a gift) from the York RI CIO until May 2022. The Club is in a reasonably healthy position. but the scale of increases in utility bills could change that position quite quickly. Also, the Trustees are now responsible for all expenses including repairs to the premises and buildings insurance (as part of a Community Asset Transfer agreement). A significant proportion of the Club’s financial assets is being held as reserves (see below). |

The Club requires a level of free reserves to safeguard the charitable activities of the Club and protect options for its future development. For example, the reserves are needed to: · Develop (improve/repair/maintain/replace) our premises and equipment in line with changing needs of the membership and organisations to which the Club is affiliated. · Ensure that delays in the receipt of or achieving expected income do not interrupt our day-to-day charitable activities or cause serious financial difficulty to the Club. · Survive unexpected and on-off events that may arise from internal or external causes and have financial implications not covered by insurance. · Survive significant increases in the cost of utilities that may have a major impact on the budget. The Trustees and Management Committee of the York Railway Bowls & Social Club have agreed that, to safeguard the operational and financial stability of the Club, the level of free reserves should be set at £30,000. This policy will be reviewed annually as part of the preparation of the operational budget for the following financial year. |
