Introduction

This report sets out the objectives, source of income, management structure and main happenings in the year ended 31[st] March, 2022.

Trustees

There were a few changes this year with a number of trustees stepping down and a new trustee coming forward.

During 2021 the Memorial Hall applied to the Charity Commission to convert the old Goxhill Memorial Hall and Recreation Ground charity (No 521928) into a Charitable Incorporated Organisation (No 1193651). On the 22[nd] December 2021 we were informed that the CIO version (No 1193651) had been registered and the two charities would run together for a couple of months before the old charity (No 521928) was removed from the register. The current charity registration number is now 1193651

The Trustees have given due regards to the commission’s public benefit guidance when exercising any powers or duties to which the guidance is relevant.

Objectives

The Charity (No 1193651) exists to ensure the provision and maintenance of a village hall and recreation ground for use by the inhabitants of the Parish of Goxhill, for meetings, lectures, classes and other forms of recreation and leisure time occupation, with the intention of improving the conditions of life for the said inhabitants and providing a venue for social interaction.

Income

We were very fortunate to be able to carry forward a grant from National Grid to help support costs of improvements and replacements which I will cover more below, as well as generous donations, particularly from the Pop up Pub.

We were able to successfully apply for grants from North Lincolnshire Council's Covid Recovery Fund, totalling £12763, which helped towards the costs of improvements and supported the stability of the charity.

Added to this was a grant from Goxhill Parish council of £10000 that covered the majority of the cost of the floor replacement and a new kitchen. We are also grateful to parish members who took part in the 200 club for its donation of £1235 and to Rosemarie Guggiari who helped operate this club.

Governance

The dedicated volunteers listed below met once a month to discuss the running of the hall and ensure vital building and ground maintenance was carried out. Printed minutes and accounts were provided to each person attending those meetings. The dates of the meetings were advertised in advance and were open to the public when possible (covid restrictions). Monthly management accounts were presented at these meetings. It is also where the conduct of the charity in matters relating to the operation of the Hall were raised and debated.

It should be pointed out that all the trustees shown above, except John Raby, served during 2021/22 as trustees of both charities (521928 and 1193651). Another exception is Mr C Creasey who only served as a trustee of the old charity (No 521928), before resigning on the 4[th] Dec 2021.

Summary of the year

2021/22 was an unusual year compared to 2020/21 as the impact from Covid lessened and life returned to normality from the perspective of the Memorial Hall usage.

Activity from most of our regular hirers returned which provided valuable income to cover the operating costs of the Memorial Hall

Costly improvements started with the new fire doors at the side entrances and replacing all the large windows in the Hall, many of which were carrying the entire weight of the roof and had started to bow and the seals to blow. The total costs of these improvements were £8005 Replacement of the kitchen floor, installing a new fitted kitchen and new kitchen/ladies toilet flooring totalled £7958. Goxhill parish council purchased the kitchen before delivering it to us. Finally we were able to replace the carpet tiles in the Hall's two side wings at a cost of £3540.

Overall, we ended the year with a small deficit but this was covered by the money carried forward from the National Grid grant. We have been able to substantially improve the Hall both internally and externally which we are hopeful will last a significant number of years, maintaining both the fabric of the hall and making it more attractive and comfortable to hirers and users
