Objectives and Activities

Summary of the purposes of the charity as set out in its governing document	Para 1.17	The objects of the CIO are to establish and run a village hall and to promote for the benefit of the inhabitants of the Parish of Scole (“area of benefit”) without distinction of sex, sexual orientation, age, disability, nationality, race or political, religious or other opinions the provision of facilities for recreation or other leisure time occupation of individuals who have need of such facilities by reason of their youth, age, infirmity or disablement, financial hardship or social and economic circumstances or for the public at large in the interests of social welfare and with the object of improving the conditions of life of the said inhabitants.
Summary of the main activities in relation to those purposes for the public benefit, in particular, the activities, projects or services identified in the accounts.	Para 1.17 and 1.19	The activities of the CIO over the reporting period remained focussed on the initial and required procedures for establishing the village hall. Changes in funding priorities at local and national levels also impacted funding applications, but during the year the Trustees worked closely with officers of South Norfolk District Council (SNDC) to explore opportunities for District and County Council funding, alongside other sources. Following these discussions, SNDC initiated a feasibility study for the project, run by an external company. This included an in-depth analysis of local needs and benchmarking against some 30+ other village halls in the district and county. Although the feasibility study concluded that there was strong support and a clear need for a new village hall in the Parish, it raised doubts about long-term sustainability based on the current plans and financial climate. Changes in relevant SNDC staff, the merger of SNDC and Broadlands council services and plans for development of the local playing fields building further complicated matters. Further

		discussions on possible options will take place early in 2024. Discussions between The Charity and Parish Council regarding the lease for the land were finally concluded with agreement from both sides. However, until funding for the whole project is in place the Charity are unable to commit to the responsibilities inherent to the lease, and signing the lease was therefore put on hold for the time being.

Summary of the main achievements of the charity, identifying the difference the charity’s work has made to the circumstances of its beneficiaries and any wider benefits to society as a whole.	Para 1.20	established, and until its first objective is fulfilled (i.e. building of village hall) is clearly limited in terms of the benefits it can provide to the local community or society as a whole. The main achievements of the charity over the first reporting period are: 1. Continued discussion with interested parties including SNDC, Scole Parish Council and the local community concerning the proposed format and function of the building, in the light of changing priorities and provision of other local facilities following the pandemic and worsening national financial position. 2. Contributed to Project feasibility study commissioned by SNDC. 3. Following legal advice and further discussions, agreed terms for proposed lease with Scole Parish Council for the land on which the village hall will be built (and which is legally designated for this purpose). However, signing lease delayed until funding streams are more certain. 4. Continued discussions with local and national funding agencies.
