disablement, financial hardship or social and
economic circumstances or for the public at
large in the interests of social welfare and
with the object of improving the conditions of
life of the said inhabitants.

activities, projects or services
identified in the accounts.		 Para 1.17 and
1.19		 The activities of the CIO over the reporting
period remained significantly impacted by
the pandemic, but continue to be focussed
on the initial and required procedures for
establishing the village hall. Changes in
funding priorities at local and national levels
also impacted funding applications, but
during the year the Trustees worked closely
with officers of South Norfolk District Council
to explore opportunities for in particular
District and County Council funding,
alongside other sources. Discussions
continued between The Charity and Parish
Council regarding obtaining a long lease for
the land from the Parish Council. Although
agreed in principle, significant delays were
encountered during drawing up the legal
documents due to disagreements between
the legal representatives of the Parish
Council and Charity. Following discussions
to break the deadlock between the chair of
the Parish Council and Secretary of the
Scole Parish Hub, a final lease agreement is
likely to be approved by both parties early in
2023.

established, and until its first objective is
fulfilled (i.e. building of village hall) is clearly
limited in terms of the benefits it can provide
to the local community or society as a whole.
The main achievements of the charity over
the first reporting period are:
1. Continued discussion with interested
parties including Scole Parish Council and
the local community concerning the
proposed format and function of the building,
in the light of changing priorities and
provision of other local facilities following the
pandemic and worsening national financial
position. This included a very successful
open meeting for all residents and interested
parties where the CIOs’s current plans were
displayed and discussed.
2. In the light of the above, obtaining revised
plans and building costs estimates
3. Obtaining legal advice regarding the
proposed lease with Scole Parish Council for
the land on which the village hall will be built

(and which is legally designated for this purpose). Lengthy discussions with our solicitors and the Parish Council regarding the precise format of the lease. Finally agreeing terms for a long-term lease with pepper-corn rent towards the end of 2022, with formal approval likely early in 2023. 4. Continued discussions with local and national funding agencies, though formal applications cannot be made until lease of the land is signed off.

Review of the charity’s
financial position at the end

reporting period was £ £2,982, and
expenditure £4,005 (see accounts). Income
during the period related primarily to
reimbursement of costs for a quantity
surveyor by South Norfolk District Council
from the S106 funds dedicated to the project
which they hold.
