Trustees’ Report For the Year Ended 31 March 2022

What another extraordinary year it has been for us all. For the second year in a row, our volunteers completed over 2000 tasks in 2021 and broke all records with 2111 runs giving the total completed since the charity began to be over 13000.

We consolidated our daytime services, keeping the number of volunteers we have to around 150. We were delighted to be asked to reintroduce daily deliveries to EAAA as part of their decision to permanently carry blood on board, helping to save lives whilst at the site of the incidents they attend. The number of donated human milk collection and delivery tasks we now do are on a par with blood, platelets and medicine. Blood Samples remains our most frequent request and two thirds of our tasks are now carried out during the day. This doesn’t mean we do less at night, these calls have remained at a similar level to that prior to our increase in hours to 24/7.

We currently have 12 Trustees. Two of our experienced Trustees stepped down after many years service to the charity between them. Fortunately, we were able to recruit three more Trustees to an already strong team. The skills and experience they have added have given the charity a fresh look, introduced new ways of working and will enable the charity to flourish.

We reviewed our legislation and policies, introduced a new fuel reimbursement policy that was more in line with the increased hours and tasks we now provide. Our safeguarding guidelines were refreshed and we introduced the need for all our volunteers to have a DBS assessment.

With our events teams filling their diaries rapidly, we decided to expand our events management team, allowing us to focus on areas we have not been so prevalent in previously. This has given us more opportunities to spread the word about what we do.

During 2022, we were in a fortunate position to be donated a used van which has gone into service to support the new events area and is also being used for deliveries when possible. Due to some incredible third party donations, we have replaced two of our livered vehicles with BMW 1250 RT’s. These generous donations have also given us the funds to cover the running costs of both vehicles. A further significant donation has allowed us to increase our number of liveried motorcycles from 4 to 5 with a further BMW 1250 RT shortly to be added to the fleet.

Funds from donations, events and third party fundraisers have remained strong despite the financial difficulties many are experiencing due to the pandemic, fuel shortages and now soaring cost of living.

The feedback we continue to receive from our hospitals and milk banks is fantastic and the charity was nominated for a further two awards.

Looking forward to 2023, despite a significant drop in the number of medicine deliveries, we are still on track to once again complete over 2000 tasks. We will complete the DBS assessments of all our existing volunteers, we have provisionally agreed to take on a new scheduled and regular delivery to MAGPAS and we continue to look at ways we can ensure our day time activities are resourced sufficiently.

I am absolutely delighted to report that thanks to its incredible volunteers and the support the charity receives, SERV Suffolk & Cambridgeshire continues to thrive.

1. Basis of preparation

1.1. Basis of accounting

These accounts have been prepared under the historical cost convention with items recognised at cost or transaction value unless otherwise stated in the relevant note(s) to these accounts.

1.2. Going concern

There are no material uncertainties related to events or conditions that cast significant doubt on the charity's ability to continue as a going concern.

1.3. Prior period restatement

These financial statements are prepared on an accruals basis. The previous period’s financial statements were prepared on a cash basis, therefore the corresponding figures in these financial statements have been restated to be on an accruals basis for comparison.

2. Accounting policies

2.1. Income

Recognition of income

These are included in the Statement of Financial Activities (SoFA) when:

Offsetting

There has been no offsetting of assets and liabilities, or income and expenses, unless required or permitted by the FRS 102 SORP or FRS 102.

Tax reclaims on donations and gifts

Gift Aid receivable is included in income when there is a valid declaration from the donor. Any Gift Aid amount recovered on a donation is considered to be part of that gift and is treated as an addition to the same fund as the initial donation unless the donor or the terms of the appeal have specified otherwise.

Donated goods

Donated goods are measured at fair value (the amount for which the asset could be exchanged) unless impractical to do so.

Goods donated for on-going use by the charity are recognised as tangible fixed assets and included in the SoFA as incoming resources when receivable.

Gifts in kind for use by the charity are included in the SoFA as income from donations when receivable.

Donated services and facilities

Donated services and facilities are included in the SOFA when received at the value of the gift to the charity provided the value of the gift can be measured reliably.

Volunteer help

The value of any voluntary help received is not included in the accounts but is described in the trustees’ annual report.

1.1. Income (continued)

Income from interest, royalties and dividends

This is included in the accounts when receipt is probable and the amount receivable can be measured reliably.

1.2. Expenditure and liabilities

Liability recognition

Liabilities are recognised where it is more likely than not that there is a legal or constructive obligation committing the charity to pay out resources and the amount of the obligation can be measured with reasonable certainty.

Governance and support costs

Support costs have been allocated between governance costs and other support. Governance costs comprise all costs involving public accountability of the charity and its compliance with regulation and good practice.

Support costs include central functions and have been allocated to activity cost categories on a basis consistent with the use of resources, e.g. allocating property costs by floor areas, or per capita, staff costs by the time spent and other costs by their usage.

Creditors

The charity has creditors which are measured at settlement amounts less any trade discounts.

Provisions for liabilities

A liability is measured on recognition at its historical cost and then subsequently measured at the best estimate of the amount required to settle the obligation at the reporting date.

1.3. Assets

Tangible fixed assets for use by charity

These are capitalised if they can be used for more than one year, and cost at least £100.

They are valued at cost.

The depreciation rates and methods used are disclosed in note 9.2.

Stocks

Stocks held for sale as part of non-charitable trade are measured at the lower of cost or net realisable value.

Debtors

Debtors (including trade debtors and loans receivable) are measured on initial recognition at settlement amount after any trade discounts or amount advanced by the charity. Subsequently, they are measured at the cash or other consideration expected to be received.
