Objectives and Activities
The Ceredigion Circuit is part of the Wales Synod in the Methodist Church in Britain. The Circuit supports the mission and outreach of Methodist Churches and communities in Aberystwyth, Lampeter and the surrounding area.
As part of the Methodist Church in Great Britain, we are governed by the Deed of Union (1932) and Methodist Church Act (1976), adopted 20 Sep 1932 as amended by statutory instrument dated 14 Jun 2017. These documents include the charitable objectives:
“The purposes of the Methodist Church are and shall be deemed to have been since the date of the Union the advancement of:

(A) the Christian Faith in accordance with the doctrinal standards and the discipline of the Methodist Church;

(B) any charitable purpose for the time being of any Connexional, District, Circuit, Local or other organisation of the Methodist Church;

(C) any charitable purpose for the time being of any society or institution subsidiary or ancillary to the Methodist Church;

(D) any purpose for the time being of any charity being a charity subsidiary or ancillary to the Methodist Church.”
For the Ceredigion Circuit, our mission statement is “To have a living relationship with God through worship, to encourage one another to grow as Christians, to live the Good News of Jesus and to share God's unconditional love for everyone.”
Working with the churches in the Circuit, this includes the following benefits for the public:

Providing public worship, led by ordained preachers and lay preachers in the Circuit.

Being available for marriages, christenings, and funerals, by arrangement.

Running church groups that welcome people from the community to join in as they feel able, including prayer groups, Bible study, a Pay as you Feel café, coffee mornings, art groups.

Making church buildings available for community, charity and commercial letting.

Achievements and Performance
The Circuit has worked to provide opportunities for worship, prayer, and Bible study throughout the pandemic. During 2020 to 2021, this included the provision of weekly online services on YouTube, investing in some equipment to support this work. There have also online Bible study meetings and prayer meetings on Zoom.
The Circuit coordinates the preaching rota for services and the meetings to support the ordained and local preachers. This has continued throughout the period for online services and, when conditions allowed, in-person services in the two churches. The Circuit is continuing to provide online services for those who are unable to join the in-person services.
Financial Review
The Ceredigion Circuit is responsible for the Manses, which are properties for our stationed Ministers, that is a Minister who is placed by the Methodist Church to work in our Circuit.
Up until August 2020, we had two stationed Ministers. We had a property in Aberystwyth and a property in Lampeter. From September 2020, we moved to only having one stationed Minister.
The Circuit took the decision to sell our two existing Manses and buy a new Manse to replace them. This allowed us to purchase a Manse that met the updated guidance from the Methodist Church.
During 2020-2021, a new property was purchased in Aberystwyth and the existing property in Aberystwyth was sold. In 2021-2022, the property in Lampeter was sold. The proceeds of the sales covered the purchase of the new Manse and left money in our reserve from 2022 onwards.
Our accounts are prepared on a Receipts and Payments basis and are independently examined. The report for 2020-2021 is at the end of this report. As of 31[st] August 2021, the Circuit had receipts of £145,712 and payments of £121,359, with total funds remaining of £97,256. The total funds remaining represent 80% of the payments for 2020-2021.
The reserves policy is to keep sufficient funds for up to 50% of our expenditure. The position as of 31[st] August 2021 is higher than that. It reflects that we are partway through a transition of property and the funding that we receive for stationed ministers. As we complete that transition period, we are looking again at our reserves and the relevant amount to retain.
The Circuit has one part-time member of staff, which is a Circuit PA. The person helps to support the work of the Superintendent Minister.
Structure, Governance and Management
The Circuit’s governance is established by policies from the Methodist Church of Great Britain. The Circuit has a leadership team, comprised of the Chair (Superintendent minister), Treasurer, Circuit Stewards and Meeting Secretary. All of the leadership team are trustees.

st Ceredigion Circuit • Accounts for year ending 31 August 2021 Notes to the Accounts Format of the accounts The accounts have been prepared on a Receipts and Payments basis. Reserves Policy The Circult's Reserves Policy is that it should an amount that is approximately equal to six- months of expenditure. Following guidance from the District Finance Officer in 2017, the Circuit meeting agreed that it would be willing to lower the Reserves Policy in order to release funds for use. The reserves at year end on 31 August 2020 were £97,256, with a total expenditure of £121,359. This Is more than needed for the Reserves Policy. This is partly a consequence of the sale of the Penparcau building that was reported in the previous set of accounts. The reserve will be examined again when we have completed the sales of the two manses, which is expected to be in 2021122. District grants The circuit received money from Synod Cymru that is approximately 1.5 times a basic stipend. There was no increase in 201912020. This is paid in respect of the Circuit's work in Welsh speaking chapels and is received in quarterly payments. Only 3 payments were made during the year as the work with the Welsh Speaking Circuit ended in August 2021. There 15 an annual grant of £4,000 from Wales Synod to contribute towards our activities with students in the Circuit. Manse at l Bryn Ardwyn The circuit purchased a new manse in Aberystwyth. A bridging loan was taken out to cover the purchase whilst the other two manses were sold. Manse Wesley The Manse Wesley building in Abery5knyth was sold in summer 2021, The proceeds from the sale were used to reduce the balance of the bridging loan.
