Cycling Club Hackney CIO is a charitable incorporated organisation whose only voting members are its charity trustees. It was formed on 5[th] December 2019 by direct conversion from Interlinkx Community Interest Company under The Charitable Incorporated Organisations (Conversion) Regulations 2017, and is governed by its constitution adopted on the same date.

Objectives and Activities

The objects of Cycling Club Hackney CIO are:

1) The promotion of community participation in healthy recreation by the provision of facilities for cycling.

2) To advance in life and help young people through:

a) The provision of recreational and leisure time activities provided in the interest of social welfare, designed to improve their conditions of life;

b) Providing support and activities which develop their skills, capacities and capabilities to enable them to participate in society as mature and responsible individuals.

In planning our activities the trustees have given careful consideration to the Charity Commission's public benefit guidance.

Achievements and Performance

Cycling Club Hackney CIO has been created by the effective merger of Interlinkx CIC with the existing community amateur sports club entitled Cycling Club Hackney. Both of our predecessor organisations were founded back in 2007 and worked closely together from their inception. By merging the two into a single charity, we have combined the strengths and established reputations of each, while achieving administrative efficiencies within a legal structure which is better suited to our longstanding aims.

Continuing the legacy of the community amateur sports club Cycling Club Hackney, from whom we take our name, we run club rides for adults every Sunday where members and newcomers meet and socialise, leading to other training sessions and rides being set up informally via our social media sites. We also have a supervised youth section for young people aged eight to 18, delivered by our national governing body-qualified staff who have attended best practice and child protection training. We have worked hard to continue the club’s sporting activities through the COVID-19 pandemic. During lockdowns, we maintained the club’s esprit de corps via electronic communications, and encouraged our members to keep up their fitness via individual exercise. As restrictions permitted, we were able to begin to re-establish our core activities, so that by the end of this reporting period we were on target for a nearnormal resumption of the club's typical annual sporting programme.

Continuing the legacy of Interlinkx CIC, we delivered a wide variety of community outreach projects which reach a much greater number of beneficiaries than are formally counted as members of our cycling club. Projects delivered during the period included: the Young Hackney primary schools cycling league; twice-weekly bike clubs at the Concorde Youth Hub; sessions at other youth hubs in the borough including The Edge and Forest Road; roller racing and cycle training in selected primary schools; a new “mostly women” cycling project centred on the Kingsmead housing estate; free cycle maintenance for key workers during the lockdown; our long-standing weekly maintenance workshop at the Fawcett housing estate; and a new programme of activities including cycling and football aimed at people who are at risk of or recovering from mental health difficulties (in partnership with East London NHS Foundation Trust).

Through both of its predecessor organisations, Cycling Club Hackney CIO has a long history of engaging with groups and individuals in the borough who would otherwise not experience the benefits of quality structured group cycling. We continue to make exceptional efforts to make sure that we include those sections of the community which are not typically much reached by cycling clubs in this country.

Financial Review

The attached statement of financial activities, prepared in accordance with the Accounting and Reporting by Charities – Statement of Recommended Practice (FRS102), provides details of the charity's financial position at the end of its first period of operation.

The trustees are committed to ensuring that sufficient reserves are maintained to ensure that the charity can continue to operate as a cycling club and, as funding permits, to deliver its outreach projects. The level of reserves, totalling £4061 at the end of this period, are considered sufficient for this purpose.

The charity's main sources of funding for its outreach projects during this period have been London Borough of Hackney, William Wates Memorial Trust, Cycling Walking Grants London (Transport for London), and the East London NHS Mental Health Trust (via Compass Wellbeing). We are very grateful for their generous support of our endeavours during this challenging but successful first period of our charity.

Note 2 Accounting policies 2.2 INCOME

This standard list of accounting policies has been applied by the charity except for those ticked "No" or "N/a". Where a different or additional policy has been adopted then this is detailed in the box below.

Recognition of income
These are included in the Statement of Financial Activities (SoFA) when:

been grant of probate, the executors have established that there are sufficient assets in
the estate and any conditions attached to the legacy are either within the control of the

Tax reclaims on donations
and gifts
Gift Aid receivable is included in income when there is a valid declaration from the donor.
Any Gift Aid amount recovered on a donation is considered to be part of that gift and is
treated as an addition to the same fund as the initial donation unless the donor or the
terms of the appeal have specified otherwise.

grants
This is only included in the SoFA once the charity has provided the related goods or
services or met the performance related conditions.
Donated goods are measured at fair value (the amount for which the asset could be
exchanged) unless impractical to do so.

the fair value of those gifts at the time of their receipt and they are recognised on receipt.
In the reporting period in which the stocks are distributed, they are recognised as an
expense at the carrying amount of the stocks at distribution.
Donated goods for resale are measured at fair value on initial recognition, which is the
expected proceeds from sale less the expected costs of sale, and recognised in 'Income
from other trading activities' with the corresponding stock recognised in the balance
sheet. On its sale the value of stock is charged against 'Income from other trading
activities' and the proceeds from sale are also recognised as 'Income from other trading
activities'.
Goods donated for on-going use by the charity are recognised as tangible fixed assets
and included in the SoFA as incoming resources when receivable.
Gifts in kind for use by the charity are included in the SoFA as income from donations
when receivable.

Donated services and facilities are included in the SOFA when received at the value of
the gift to the charity provided the value of the gift can be measured reliably.

owned by the London Borough of Hackney at two
locations for the storage of bicycles and tools. At
present there is no formal agreement in place
that would assist the trustees to establish the
value to the charity of the use of these premises.
As such we are treating them at zero value for
the time being. The trustees will seek to establish
a formal agreement.

This is the first report of Cycling Club Hackney CIO, which came into being on 5th December 2019 as a result of the direct conversion of Interlinkx Community Interest Company under The Charitable Incorporated Organisations (Conversion) Regulations 2017.

On the same date, the CIO received as a donation the assets and liabilities of the separately existing community amateur sports club (CASC) entitled Cycling Club Hackney. The CASC was wound up on the same day. This donation had a net value of £20,518.26 and is included in Note 3 (Analysis of Income) as part of the Donations and Gifts figure.
