Trustees’ Annual Report for the period:

From 01.01.2023 period start date To 31.12. 2023

Charity name: STEM British Educational Trust.

Charity registration number: 1186752

Objectives and Activities

SORP reference
Summary of the purposes of
the charity as set out in its
governing document
Para 1.17 The objectives of the trust are “advancement of
education” in general. Particularly in STEM
(Science, Technology, Engineering and
Mathematics/ Medicine) subjects to be achieved
by starting a “STEM institute” in Pakistan at a
graduate level.
Summary of the main
activities in relation to those
purposes for the public
benefit, in particular, the
activities, projects or
services identified in the
accounts.
Para 1.17 and
1.19
The trust is still in the planning stage to start an
educational STEM institute in Pakistan at a
university level. The legalities and procedures
in Pakistan to set up a university level
institution are frustratingly and annoyingly
slow. We are still going through the required
administrative hurdles and pre-requests in
Pakistan eg getting the organisation recognised
as a charity. All the expenses to set up the
structure in Pakistan eg travels have been born
by the trustees themselves. Believe you me that
working in Pakistan is so frustrating that many a
times we thought of quitting and withdrawing
from the country. However, till today, we have
made the following progress:
1.
Registration with the Pakistan ministry
of interior complete.
2.
Trust is registered with tax authorities
in Pakistan.
3.
Trust opened a bank account.
4.
Pakistan Social Services approved us as
a charity.
5.
Signed a memorandum of
understanding (MOU) with the federal
Govt. of Pakistan to work as charity.
6.
Got approval of Pakistan economic
affairs division in Pakistan.
7.
Architectural drawings finalised.
8.
Structural engineer’s drawings
finalised.
9.
Building land identified.
10. Building permission granted
(approximately 4.5M SQ FT)
11. All this was done by the trustees
themselves, involving multiple visits to
Pakistan, at their own expense for the
charitable cause to set up an educational
university level institute in Pakistan.
12. This was is bureaucratic, cumbersome,
heart-breaking and upsetting at times
(even our sign post and water hand
pump was stolen), anyway we went on.
Statement confirming
whether the trustees have
had regard to the guidance
issued by the Charity
Commission on public
benefit.
Para 1.18 Yes, they, the trustees had regard to the
guidance issued by the charity
commission on public benefit.

Financial Review

Financial Review
Review of the charity’s
financial position at the end
of the period
Para 1.21 At the end of this reporting period, the
trust’s income was £ 3505 and
expenditure was £2021. All the income
was donated by the trustees and we did
not raise any funds from public.
Expenses were related to: trust’s
website design, money transferred to
the trust’s Pakistan account, bank
charges etc. We have not started to
build the institute as yet, hence low
financial expenses. Most of the
travelling and other costs were born by
the trustees from their personal
pockets. None of the trustees have ever
claimed a single penny from the trust.
Charity’s financial position is good.
We have no loans or debts.
As yet the trust does not own any
property except what is in our bank a/c.
At the end of this reporting period, we
held £1744 in our Ac. The trust does not
employ any staff (to reduce the
expenses).
Statement explaining the
policy for holding reserves
stating why they are held
Para 1.22 We shall hold appropriate amount of
money in reserve. Donations have been
pledged to the trust, but only after we
start to build the institute.
Amount of reserves held Para 1.22 £ 1744.
Reasons for holding zero
reserves
Para 1.22 NA
Details of fund materially in
deficit
Para 1.24 NA
Explanation of any
uncertainties about the
charity continuing as a going
concern
Para 1.23 In Pakistan, Foreign trust’s registration
(permission to work) in needs to be
repeatedly renewed, yearly or every 3rd
year following various agencies reports
about the function of the charity in
Pakistan. Potentially, at any time in
future, If the charity failed to get
registration from the Pakistan
authorities – this will add uncertainty to
the trust as a functional entity in
Pakistan.
[But this applies to all British and
foreign INGOs working in Pakistan].
