Para 1.17 | The objects of the CIO are: to promote any charitable purpose for the benefit of the community as the trustees see fit in particular but not exclusively by the following means: (1) To promote the efficiency and effectiveness of charities and the effective application and use of resources by non- charitable bodies for the public benefit in particular but not exclusively by providing or assisting in the set-up of community projects, supporting their administration and providing support services to them; and by facilitating partnership and co-operation in the voluntary sector: (2) The promotion of the voluntary sector for the public benefit, in particular but not exclusively by the following means: (a) identifying need in the voluntary sector and establishing projects or policies to address them; (b) liaising between charities, voluntary organisations, the local authority and other groups or organisations on relevant issues that affect members of the community; “the voluntary sector” means charities and voluntary organisations: charities are organisations, which are established for exclusively charitable purposes in accordance with the law of England and Wales voluntary organisations are independent organisations, which are established for purposes that add value to the community as a whole, or a significant section of the community, and which are not permitted by their constitution to make a profit for private distribution, voluntary organisations do not include local government or other statutory authorities. (3) to develop the capacity and skills of the members of the socially and economically disadvantaged community in such a way that are better able to identify, and help meet, their needs and to participate more fully in society. (4) the relief of those in need by reason of youth, age, ill health, disability or other disadvantage. |

From the charity’s first registration on 1 October 2019 to the end of its first financial year, 31 December 2020, it has a) helped deliver a horse-riding experience for underprivileged students referred from the local Secondary School; b) facilitated a community engagement event attended by 250 local people which aimed to provide a ‘Freshers’ Fair’-style event to connect local people with both volunteering opportunities and the chance to join a local sports or social club to combat social isolation; c) held a lunchtime networking meeting for key local leaders from the charitable sector; d) undertaken training for family mentoring through local schools; e) collaborated with the Town Council on a Christmas outreach project, and f) been a key player in setting up and running‘Helping Dawlish’a united Covid-19 |
| response in the town, as a collaboration between 12 key local agencies and charities. All these activities have been in the public benefit and have been consistent with our stated charitable objects. |

Para 1.20 | ROC Dawlish has been instrumental in fostering community collaboration by encouraging partnership working between charities and other local agencies for the public benefit. The charity has helped publicise local charities and other clubs and societies, helping them to recruit new members from the general public, as well as new volunteers through a major one-day event at the end of 2019. The charity’s work with young people has helped to combat the adverse effects of poor mental health by providing opportunities for young people to gain life experience and self confidence through horse-riding, although Covid-19 has temporarily prevented further development of this initiative. The charity’s pioneering work in bringing leaders of local agencies and charities together has laid the foundations for a major town-wide Covid-19 response initiative, Helping Dawlish, which was started in March 2020 and has seen ROC Dawlish provide strategic input from the outset as well as significant liaison with local schools who have referred families in need of help. The phone befriending, food parcels, hot meals, Christmas hampers and activity packs which we have provided have been a vital boost to morale in the lives of both single people and families in need during the challenges of lockdown. |
