Thetrusteespresenttheirreportwiththefinancialstatementsofthecharityfortheyearended31May2021. The
trusteeshaveadoptedtheprovisionsofAccountingandReportingbyCharities:StatementofRecommended Practice
applicabletocharitiespreparingtheiraccountsinaccordancewiththeFinancialReportingStandardapplicableinthe UK
and Republic of Ireland (FRS 102) (effective 1 January 2019).
OBJECTIVES AND ACTIVITIES
Objectives and aims
The principle objectives of the charity, which are stated in the governing document are:
Torelieveneed,sufferinganddistressamongstmembersofthearmedforcescommunityandcivilianemergency services
and their families, in particular but not exclusively through:
- The provision of non-clinical human resource support

and guidance on issues concerning them, in areas such as

referred to the guidance contained in the Charity Commission

The provision of information advice and guidance on issues concerning them, in areas such as wellbeing and coping
-
strategies, mental health issues, pre and post therapy support, social and economic disadvantage.
To work with and in collaboration with individuals and other organisations to further these objects.
The CIO has the power to do anything which is calculated to further its objects or is conducive or incidental to doing so.

ThetrusteesconfirmthattheyhavereferredtotheguidancecontainedintheCharityCommissiongeneralguidance on
public benefit when reviewing the charity's aims and objectives.

ACHIEVEMENT AND PERFORMANCE
Charitable activities
ThroughoutthisreportingperiodtherehavebeenlimitingregulatoryrestrictionsimposedduetotheCovid19 epidemic.
Whilstmeetingswereacceptableforupto15peopleprovidedtheywerefromavulnerablecohort,thisfacility, whilst
used, was done so with caution and full consideration of safeguarding.
Underthesearrangements,whichvariedfrommonthtomonth,alternativeapproacheswereexercisedwithan emphasis
onmaintainingcommunicationanddirectsupportforthosewithmorecomplexissues.Facetofacecontactwas not
totallystoppedbutwhereithappenedthelegalrequirementsweremet,inparticular,socialdistancing,mask wearing
and latterly the need to take lateral flow tests.
Through successful applications for additional funding the following activities/services were supported.
East Sussex County Council Innovation Fund
throughouttheperiod.Ithasafocusonveterans
afull-timeliaisonandsupportworkerandatemporary
ofarurallocationforoutdooractivitiesincludingathree-
monthlygatheringswithBBQsduringthesummerand
assistedinhelpingparticipants‘escape’fromtheirnormal
partfundingforfortnightlywellbeingandcopingmeetings
produceaweeklynewsletteranddistributeitbothelectronically
over70veteransand56otherorganisations.Thishelped
militarycommunity,localandnationally,information,advice
fortheprovisionofsmartphonesforthosejoining
Thisprovidedabackboneforoperationsthroughouttheperiod.Ithasafocusonveteransthatexperience alcohol
related problems, which would account for over 60% of ESVH participants.
Itprovidedanopportunitytoemployafull-timeliaisonandsupportworkerandatemporaryparttime administration
assistant. During the period a computerised management system was installed ‘In Form’, funded through this contract.
Thisprogrammeenabledtheacquisitionofarurallocationforoutdooractivitiesincludingathree-daysculpture course,
pendantcarving,woodlandmanagement,monthlygatheringswithBBQsduringthesummerandafamilies’lunchheld in
abarnlocation.Walksinthewoodsassistedinhelpingparticipants‘escape’fromtheirnormallifestyleandrelaxin a
countryside environment.
Thisfundalsoassistedinprovidingpartfundingforfortnightlywellbeingandcopingmeetingswhenregulations allowed.
It enabled transport costs to be covered for the period.
East Sussex County Council Community Fund
This provided specific Covid 19 funding to address the impact of the pandemic on veterans.
-Newsletter.ThisenabledESVHtoproduceaweeklynewsletteranddistributeitbothelectronicallyandbymail.By the
endoftheperiodcirculationcoveredover70veteransand56otherorganisations.Thishelpedenhancetheprofile of
ESVH within the third sector and with statutory bodies. It also provided an essential link with participants.
Contentincludednewsaboutthemilitarycommunity,localandnationally,information,adviceandguidanceon health,
wellbeing and coping, a weekly recipe, quizzes and cartoons.
-DigitalInclusion.ItprovidedfundingfortheprovisionofsmartphonesforthosejoiningESVHwithoutmeans of
communication.
- Development of Web Site. A full time consultant was commissioned to revamp ESVH website.
East Sussex County Council Digital Fund
Thiswasafundtosupportthecommunity(includingveterans)andevolvedfromaprivateinitiativewhich required
formalgovernanceandmanagement.Asitreflectedandcouldaccommodatetheneedsofveterans,and provide
exposurefornewveteranparticipants,thisoperationalcollaborationenabledcontinuityofotherdigitalinitiatives which
only had limited funding. It was contracted for a period of 12 months to March 2022.
Military Covenant Fund
Engagementremainedessential,particularlyduringclosedownandisolation.Aregularcontactinsomeformbecame a
reminderforparticipantsthattherewasaplacetogotoorpersontocontact,whenotherpersonalstressors caused
anxieties, depression and in the worst case, suicidal ideation.
This fund allowed ESVH to blend this with the introduction of new ‘opportunities’ such as the provision of

Toiletry Kits. To improve personal hygiene and make participants feel better physically.
-
Food. Supplementary food boxes and ingredients to encourage and stimulate the habit of preparing simple recipes and
-
cooking of healthy meals, something many would not normally do.
-
Using Internet. Introduction of use of Zoom, ‘Whatsapp’, Facebook, the Web or emails. This fund provided 44 tablets
-
and communications were improved significantly, and remote meetings introduced.
-MaterialsforActivities.Covidreinforcedtheneedtoopenupopportunitiesandstimulateparticipantstotry new
‘hobbies’.Artanddrawingkits,modelkits,recipebooks,carvingkitsallservedtoreinforcenewchallenges,workingto a
routine and achievement. This proved to lift self-esteem and broaden participants activity base.

-Comfort&Belonging.Thisareaaddressedtheneedtomakeparticipantsfeelgoodaboutthemselvesby marking
significantmilitaryanniversariessuchasVJDaywhenaboxofcakes,thattheywouldneverotherwisepurchase, were
delivered to them.
-FirstResponse.Thisprovided‘instant’fundstomeetemergencyrequirementsfromitemsofclothingtoshortterm B&B
ortheprovisionofafoodvoucher.Allweremadeoncontact,whereitwouldhavetakendays,weekstoachieve any
immediatesupportrequiredfromothercharities.Itwasidentifiedthatthiswasanareaofsupportthatrequires serious
consideration for the future, particularly where veterans with mental ill health are concerned.
Summary
Overall,theabovefunds,coupledwithdonationssuchasthatfromTheSilverLadyFund,providedsignificant support
enablingESVHtosustainitsserviceswhilstintroducingalternativewaystooperate,benefitingboththeorganisation and
beneficiaries.
Inaddition,duetoincreasedinvolvementwithcommunityliaisonmeetings,on-line,ESVHachievedahigherprofile as
the single point of contact for veterans in East Sussex.

TherelationshipwithEastSussexCountyCouncilopeneduptheopportunitytoworkcloserwithlocalauthorities to
benefitveteransandmorebroadlyotheralliedgroupsinthecommunitythroughskilltransferandgovernance. The
InnovationFundeffectivelydemonstratedintheareaofalcoholandsubstancechallengeswithimprovedandcloser links
with local community services, including NHS, CGL/STAR and such.
ESVHwereshortlistedasfinalistsfortheEnglishAwardsforVeterans.Afternote:ESVHachievedbothVolunteerof the
Year 20/21 and Champion of the Year 20/21
FINANCIAL REVIEW
Financial position
As at 31 May 2021 the charity held total reserves of £52,578.
Reserves policy
Thetrusteeswillmaintainasareserveofunrestrictedfundsthegreaterof£1,500orthreemonthsoperationalcosts. At
eachtrusteemeetingtheaverageofthepreviousperiod'scostswillbeusedtovalidatethecontinuedapplicationof these
conditions.
FUTURE PLANS
-ContinuewithandfurtherdevelopESVHcurrentprogrammeofactivitiesandservices,includingarural activities
centre.
-Plantoincreasefulltimestaff,includingsuccessionprogrammeforsomekeyappointments,andtrainingof additional
volunteer peer group support workers
- Move to larger premises with greater degree of independence and facilities.
-Re-establishweeklyDropIn/BreakfastCluband99/100Groupsessions.Developinvolvementofothermilitary and
community organisations in support of veterans.
- Re-establish links with HMP Lewes
-IncreaseworkwithEastSussexCountyCounciladdressingcooccurrence(alcoholandsubstancemisuseandmental ill
health)

Continue to collaborate with other charities and organisations.

Participate in local events to improve awareness and raise funds.

Become a ‘lead’ organisation involved in development of regional/local veteran hubs.

STRUCTURE, GOVERNANCE AND MANAGEMENT
Recruitment and appointment of new trustees
Trusteesarenominatedbyothertrusteesandappointedbyaresolutionpassedataroutinemeetingandendorsedat the
subsequentAnnualGeneralMeeting.Theremustbeatleastthreetrusteesinofficewithamaximumofsixonthe board
of trustees.
Apartfromthefirstcharitytrustees,allothertrusteesareappointedforaperiodofthreeyearsbyresolution,passedat a
properly convened meeting of the charity trustees.
A trustee may retire by notifying the CIO, in writing.
Inselectingindividualsforappointmentsascharitytrustees,thecharitytrusteesmusthaveregardforthe skills,
knowledge and experience needed for the effective administration of the CIO.

Prisons and the broader community in Hastings.
ThiswasjustifiedassuchcollaborationenhancesESVHopportunitytofurtherenhanceitsprofileandservices, provides
fundingforoverallgovernanceandmanagementbutsignificantlywillenableESVHtointeractwiththose‘hardto reach’
veterans, in the community that have complex needs.
InForm.Acomputerisedmanagementsystemwasintroduced,oneusedbyotherleadingcharitiesinvolved with
participants with complex needs, called ‘In Form’. Training was provided and is ongoing.
Itprovidessecurityofinformationandtotalrecordingplatformforallinterventionswithparticipants,complying with
GDPR.

1. STATUTORY INFORMATION
EastSussexVeteransHubisacharitableincorporatedorganisation,registeredinEnglandandWales. The
charity's registered number and principle address can be found in the Report of the Trustees.
2. ACCOUNTING POLICIES
Basis of preparing the financial statements
Thefinancialstatementsofthecharity,whichisapublicbenefitentityunderFRS102,havebeenprepared in
accordancewiththeCharitiesSORP(FRS102)'AccountingandReportingbyCharities:Statement of
RecommendedPracticeapplicabletocharitiespreparingtheiraccountsinaccordancewiththeFinancial Reporting
StandardapplicableintheUKandRepublicofIreland(FRS102)(effective1January2019)',Financial Reporting
Standard102'TheFinancialReportingStandardapplicableintheUKandRepublicofIreland'andthe Charities
Act 2011. The financial statements have been prepared under the historical cost convention.
Inpreparingthefinancialstatements,thetrusteesarerequiredtomakeanassessmentoftheabilityof the
charitytocontinueasagoingconcern.Thetrusteeshavepreparedacashflowforecastandbudgetsfor the
charityandagainstthebackdropoftheCOVID-19Pandemica"reversestress"testhasbeenappliedto the
forecasts,seekingtoestablishthelevelofliquidityheadroomthecharityisexpectedtohaveduringthe12 month
going concern period.
Onthebasisoftheseforecastsandthefactthatthecharityhasnetcurrentassetsandnetassets,the trustees
areconfidentthatthecharityhasadequateresourcestocontinueinoperationalexistenceandtomeet its
liabilitiesastheyfallduefortheforeseeablefuture.Asaresultoftheabove,thetrusteeshaveconcludedthat it
remains appropriate to adopt a going concern basis of preparation in these financial statements.
Income
AllincomeisrecognisedintheStatementofFinancialActivitiesoncethecharityhasentitlementtothefunds,it is
probable that the income will be received and the amount can be measured reliably.
Expenditure
Liabilitiesarerecognisedasexpenditureassoonasthereisalegalorconstructiveobligationcommitting the
charitytothatexpenditure,itisprobablethatatransferofeconomicbenefitswillberequiredinsettlement and
theamountoftheobligationcanbemeasuredreliably.Expenditureisaccountedforonanaccrualsbasisand has
beenclassifiedunderheadingsthataggregateallcostrelatedtothecategory.Wherecostscannotbe directly
attributedtoparticularheadingstheyhavebeenallocatedtoactivitiesonabasisconsistentwiththeuse of
resources.
Taxation
The charity is exempt from tax on its charitable activities.
Fund accounting
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.
Restrictedfundscanonlybeusedforparticularrestrictedpurposeswithintheobjectsofthecharity. Restrictions
arise when specified by the donor or when funds are raised for particular restricted purposes.
Further explanation of the nature and purpose of each fund is included in the notes to the financial statements.
Hire purchase and leasing commitments
RentalspaidunderoperatingleasesarechargedtotheStatementofFinancialActivitiesonastraightline basis
over the period of the lease.
Government grants
Inaccordancewiths24ofFRS102thesearetreatedusingtheaccrualsmodelandsoarerecognisedin income
onasystematicbasisovertheperiodsinwhichthecompanyrecognisestherelatedcostsforwhichthegrants are
intended to compensate.
