Para 1.17 and
1.19
This financial period coincided with the
first national lockdown imposed because
of the Covid-19 Pandemic and the
subsequent further measures limiting
social interaction. Fundraising was
incredibly difficult in these circumstances
and the Lord Mayor was unable to hold
the usual number or type of fundraising
events during his municipal year in office.
Two donations were received from fund-
raising events and a bucket collection
was also carried out.
One council taxpayer who was owed a
refund by Sheffield City Council of council
tax offered to donate this refund to the
Charity and this was received directly
from the Council on behalf of the donor.
However, the largest donation to the
Charity was via Veolia, Sheffield City
Council’s garden waste contractor.
Veolia and the Council agreed to
temporarily suspend garden waste
collections at the end of 2020 to ensure
that the essential black bin and recycling
collections could continue throughout the
COVID-19 pandemic. Green waste
service customers were offered the
chance to claim a refund for the
equivalent value of the non-collections, or
they could choose to donate it to the Lord
Mayor of Sheffield Charity.
Over 4,200 residents of Sheffield donated
their refund raising a total of £23,700.
This donation was received in March
2021 but unfortunately, again due to the
circumstances arising from public health
protection measures, the trustees were
unable to meet face to face until
September 2021 when they approved
donations to the Lord Mayor’s three
nominated charities for the financial year
2020-2021.

whether the trustees have
had regard to the guidance
issued by the Charity
Commission on public

Para 1.20 As mentioned above, this charity year has
been very difficult and the majority of the
funds from donations from the public and
Veolia were only received in the final
quarter of the charity’s financial year. Due
to public health measures the Board was
unable to meet face to face as required by
its Trust Deed until September 2021 when
the Board approved the donations for the
year 2020 – 2021. These donations have
all now been made and the details will
appear in the annual report 2021 – 2022.

Independent examiner’s report to the trustees of The Lord Mayor of Sheffield’s Charity

Ref no 1182055

I report to the trustees on my examination of the accounts of the Lord Mayor of Sheffield’s Charity (the Charity) for the year ended 5[th] May 2021.

Responsibilities and basis of report

As the charity trustees you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).

I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent examiner’s statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. accounting records were not kept in respect of the Trust as required by section 130 of the Act; or

  2. the accounts do not accord with those records.

  3. the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a “true and fair” view which is not a matter considered as part of an independent examination.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
