Thetrusteespresenttheirreportwiththefinancialstatementsofthecharityfortheyear ended
31March2021.ThetrusteeshaveadoptedtheprovisionsofAccountingandReportingby Charities:
StatementofRecommendedPracticeapplicabletocharitiespreparingtheiraccountsinaccordancewith the
FinancialReportingStandardapplicableintheUKandRepublicofIreland(FRS102)(effective1 January
2019).

OBJECTIVES AND ACTIVITIES

Objectives and aims

TheobjectsoftheCIOaretoenhancethedevelopmentandeducationofchildrenprimarilyunder statutory
school age by:-
a) Engaging in appropriate activities or providing facilities or equipment;
b) Encouraging parents and carers to become involved in the development of their children;
c) promoting public interest in the recognition of the needs of children and their families.

OBJECTIVES AND ACTIVITIES

Significant activities

TheCIOoperatesanurseryschoolintheWarwickshirevillageofSnitterfieldinabuildingwithinthe grounds
ofSnitterfieldPrimarySchoolleasedfromWarwickchireCountyCouncil.ThiswastheCIO'sfirstyear of
operatingthenurseryschoolfollowingthetransferoftheoperationsandassetsofSnitterfieldNursery School
Ltd (a 'not-for-profit' company with registered company number 07672389) to the CIO on 2 April 2020.
Thenurseryschoolhasbeenoperatingasitscurrentsitesince1994andhasanexcellent reputation,
attractingchildrenfromwithinthevillageandthesurroundingareas.Ittakeschildrenfromtheir second
birthdayuntiltheystartschoolandisopenduringschoolhoursinterm-timeonly.Duetocloselinkswith the
SnitterfieldPrimarySchool,thenurseryschoolhasbeenthefavouredoptionforchildrenwhoplanto attend
there. The setting is currently registered to take a maximum of 28 children.
ThesafetyandwellbeingofthechildrenisattheforefrontofeverythingatSnitterfieldNurserySchool and
staffandtrusteesarecontinuallyassessingtheprovisiontoconsiderhowthesettingcanbeimproved to
meettheneedsofthechildren.Theaimistoprovidethehigheststandardsofcarewiththeopportunity for
childrentoexpandtheirexperiencesandgainconfidencebeforetheirtransitiontoschool.Thisisdone within
ahappyandsafeenvironment,wherechildrenlearnthroughfunandplay.Thenurseryfollowsthe Early
YearsFoundationStagesframework,whichsetsoutacurriculumthatensuresthatchildrencanachieve their
potential whilst recognising their individual needs.
Themajorityofchildrenattendinguseonlytheirgovernmententitlementtofreechildcare,although some
payprivatelyorfundadditionalsessions.Approximately20to25%ofnurseryincomeisgenerated by
privatelypaidfees.Thetrusteesaimtokeepfeesforprivatelypayingchildrenandanytop-upcharges for
publiclyfundedchildrenasmodestaspossibleinanefforttomakethenurseryaffordabletoall. Top-up
chargesaredeliberatelylimitedtomorningsessions,whenactivitycoststendtobehigherandasnack is
offered,sothatthosewhocannotaffordtopayatop-upchargecanusetheirfreeentitlementtochildcare in
the afternoons without any additional charge.
Thenurseryschoolisincrediblyfortunatetohaveateamofhighlyqualifiedandexperiencedstaff,some of
whomhavebeenpartofthenurseryforover10years.Itcurrentlyhassevenpermanentpart-time members
ofstaff:themanagerwhoholdsaBAHonsinearlychildhoodstudies,afurtherfivemembersofstaff holding
children'scare,learninganddevelopmentqualificationsandanadministrativeassistant.Ongoingtraining is
provided for all staff.

OFSTED

ThetransitiontoaCIOstructurerequiredanewOFSTEDregistration.Thenurseryschoolwaslast inspected
byOFSTEDinJanuary2017,whenitoperatedunderitspreviousregistrationnumberasalimited company,
andobtainedaratingof'Good'.Nochangesweremadetotheday-to-dayrunningormanagementof the
nursery upon its transfer to the CIO.

COVID-19

Thenurseryschoolclosedon20March2020astheUKbegananationallockdownduetothe COVID-19
pandemic.Althoughnoprivatelypaidfeeswerechargedtoparentsduringtheclosure,Warwickshire County
Councilcontinuedtofundchildrenontheregisteralreadyinreceiptoffundingforfreeearlyyears childcare.
TheCIOwasalsoabletoobtainsomelimitedsupportinmeetingstaffwagesthroughthe Government's
Coronavirus Job Retention Scheme.

OBJECTIVES AND ACTIVITIES

Duringthenurseryschool'sclosure,theteammaintainedcontactwithallfamiliesandwereableto provide
activitiesandresourcesforfamilieswhereneeded.BeforereopeninginJune,thenurseryschoolcompleted a
fullriskassessmentandformulatedareopeningplan,whichwassharedwithstaffandparents.This plan
necessitatedsignificantreorganisationofstaffing,resourcesandtoysandafundamentalreorganisation of
thelayoutofnursery.Havingalargenurserybuildingwithtwoseparateentrancesandtwoseparate gardens
enabledthesplittingofchildrenintotwoseparate'pods'ofchildrenandstaff.Outsideactivities were
encouragedwhereverpossible.Thesechangesalsoinvolvedinvestingsignificantfundsonnewequipment to
enablethespacesforthetwoseparate'pods'tooperateindependentlyandtoensurenewcleaning routines
could be carried out effectively.
Thenurseryschoolwaswellplacedtohandlethesechangesduetotheexperience,flexibility and
professionalismofthenurseryteam.Thetrusteesaregratefultoallstaff,whohavecontinued working
during such worrying and uncertain times.
Aswasthecaseformostchildcaresettings,somefamilieschosenottoreturntheirchildrentonursery school
inthesummertermduetocontinuedconcernsovertheCOVID-19risk.BySeptember2020,child numbers
hadreturnedtonormallevels.InJanuary2021,theUKenteredasecondlockdownalthough childcare
settingswereallowedtoremainopen.Again,somefamilieschosetokeeptheirchildrenathome. The
number of children attending nursery returned to normal levels by the end of March 2021.

Public benefit

Indeterminingobjectivesfortheyearandplanningactivities,thetrusteeshavehadregardtothe guidance
issued by the Charity Commission on public benefit.

ACHIEVEMENT AND PERFORMANCE

Charitable activities

ThesettinghashelpedchildrentomeettheirtargetedoutcomeswithintheEarlyYearsFoundation Stage
frameworkandpreparedthemforstartingschool.Whererequired,thenurseryschoolteamhasworked with
outside agencies to provide support to children with additional needs and their families.
TheTrusteesarepleasedwiththeperformanceofthenurseryschoolthisyearthroughthe unprecedented
challengesofthecoronaviruspandemic.Thenurseryschoolstaffhavecontinuedtoprovide excellent
childcare to the families we support throughout, as set out above.
Atthetimeofwriting,theTrusteeshavemadesignificantprogresstowardssecuringanewpremisesfor the
nurseryschool.Anewpremisesisessentialasthecurrentbuildingisnearing50yearsoldandwas only
intendedasatemporarystructure.TheCIOisresponsibleforitsmaintenance,costsofwhicharehigh, and
itsfuturelifespanisuncertain.TheTrusteeshavebeenengagedindetaileddiscussionswith Snitterfield
ParishCouncilandSnitterfieldCricketClubtoagreearrangementsandfundingforanewshared-use building
tobeerectedonthesiteoftheexistingcricketpaviliononSnitterfieldPlayingFields.Architect's drawings
have been drawn up and the planning application is in the process of being drafted.

Fundraising activities

AsaresultoftheCOVID-19pandemic,opportunitiesforthetypesoffundraisingeventsusuallyheld were
limited.AChristmasrafflewasheldandanegg-decoratingactivitywassoldatEaster.TheCIOcontinues to
receivesupportfromparentsthrough'easyfundraising'andan'AmazonSmile'accounthasnowbeenset up
in addition.

FINANCIAL REVIEW

Financial position

TheCIOmadeasurplusof£86,511intheyearending31March2021.Thiscomparestoabefore tax
[surplus/profit]of£22,092fortheyearending31March2020whenoperatingasanot-for-profit company.
Totalfundscarriedforwardat31March2021are£86,511,comparedto£68,517forthe not-for-profit
companyasat31March2020.Thesurplusof£86,511includesacontributionreceivedfromthe previous
not-for-profit company (Snitterfeld Nursery School Limited) upon its cessation.
TheTrusteesaresatisfiedwiththefinancialstatusoftheCIOandconsiderthatadequateresources continue
tobeavailabletofundtheactivitiesoftheorganisationfortheforeseeablefuture.Thetrusteesare therefore
of the view that the charity is a going concern.

Reserves policy

TheCIOaimstoholdreservestocoverthefollowing:reservesinthecurrentaccounttocover day-to-day
runningcosts;ii)reservesequaltooneterm'stotalexpenditureexcludingdepreciation;iii)reservesto cover
thecostsofunexpectedurgentmaintenancetothenurserybuilding;iv)reservestomeet redundancy
paymentsofalleligiblestaffintheeventofthenursery'sclosure;andv)reservestoenablethe nursery
schooltocontributetowardsthecostsofanewpremises(withtheremainingfundsrequiredanticipated to
be raised through grants).
TheCIOheldunrestrictedreservesof£86,511asat31March2021.TheTrusteesaresatisfiedthatthis level
ofreservesissufficienttosafeguardtheCIO'sabilitytocarryoutitsactivitiesandtomeetitsliabilitiesin the
eventthatthenurseryschoolshouldhavetoclose.Anyfundsheldoverandaboveitemsi)toiv) are
intended to be applied towards the costs of a new premises for the nursery school

Recruitment and appointment of new trustees

The CIO's constitution provides the following:
(1)Apartfromthefirstcharitytrustees,everytrusteemustbeappointedforatermof3yearsby a
resolution passed at a properly convened meeting of the charity trustees.
(2)Inselectingindividualsforappointmentascharitytrustees,thecharitytrusteesmusthaveregardto the
skills, knowledge and experience needed for the effective administration of the CIO.

Organisational structure

TheCIOisrunbyavoluntaryboardoftrustees,currentlyallofwhomareparentsofchildrenwho are
attendingorwhohaveattendedthenurseryschool.Theboardoftrusteesisresponsibleforensuringthat the
CIOisruninaccordancewiththeprovisionsofitsconstitutionandthatallapplicablelegal,accounting and
reportingrequirementsareadheredto,aswellasrulesspecifictothechildcaresectorsuchas safeguarding
andconfidentialityrequirements.[TheBoardofTrusteeskeepstheskillrequirementsfortheTrustee Board
under review. Ongoing training is provided to all trustees.
Thenurseryschoolmanagerisresponsiblefortheday-to-dayrunningofthesettingandissupportedby the
trusteeswhererequired.TheCIOhasacomprehensivesetofinternalpoliciesandprocedures,which are
followed by all staff and trustees.

Induction and training of new trustees

Priortoaresolutionfortheappointmentofanewtrustee,theprospectivetrusteeisrequiredtocomplete an
applicationform,confirmthattheyareeligibletobeatrusteeandprovideID,proofofaddress, two
references and a clear Enhanced DBS check.
TheCIOhasaninductionprogramfornewtrusteeswhichincludes:providingthemwithfullinformation in
relationtotheirroleandresponsibilities(currentlyintheformofWarwickshireCountyCouncil's introduction
booklet,VoluntaryManagedChildcareProvision);providingthemwithcopiesofthemostrecent accounts,
trusteereportandfinancialforecasts;requiringthemtofamiliarisethemselveswiththeCIOconstitution and
the nursery's policies and procedures; and introducing them to the nursery staff.

Risk management

TheTrusteeshaveassessedthemajorriskstowhichtheCIOisexposedandaresatisfiedthatsystemsare in
place to mitigate exposure to the major risks.

Responsibilities and basis of report

AsthecharitytrusteesoftheCIOyouareresponsibleforthepreparationoftheaccountsinaccordance with
the requirements of the Charities Act 2011 ('the Act').
IreportinrespectofmyexaminationoftheCIO'saccountscarriedoutundersection145oftheActand in

I have completed my examination. I confirm that no material matters have come to my attention in

1. ACCOUNTING POLICIES

Basis of preparing the financial statements

Thefinancialstatementsofthecharity,whichisapublicbenefitentityunderFRS102,have been
preparedinaccordancewiththeCharitiesSORP(FRS102)'AccountingandReportingby Charities:
StatementofRecommendedPracticeapplicabletocharitiespreparingtheiraccountsin accordance
withtheFinancialReportingStandardapplicableintheUKandRepublicofIreland(FRS102) (effective
1January2019)',FinancialReportingStandard102'TheFinancialReportingStandardapplicablein the
UKandRepublicofIreland'andtheCharitiesAct2011.Thefinancialstatementshavebeen prepared
under the historical cost convention.

Income

AllincomeisrecognisedintheStatementofFinancialActivitiesoncethecharityhasentitlementto the
funds, it is probable that the income will be received and the amount can be measured reliably.

Expenditure

Liabilitiesarerecognisedasexpenditureassoonasthereisalegalorconstructive obligation
committingthecharitytothatexpenditure,itisprobablethatatransferofeconomicbenefitswill be
requiredinsettlementandtheamountoftheobligationcanbemeasuredreliably.Expenditure is
accountedforonanaccrualsbasisandhasbeenclassifiedunderheadingsthataggregateall cost
relatedtothecategory.Wherecostscannotbedirectlyattributedtoparticularheadingsthey have

Tangible fixed assets

Depreciationisprovidedatthefollowingannualratesinordertowriteoffeachassetover its
estimated useful life.

Taxation

The charity is exempt from tax on its charitable activities.

Fund accounting
