of such events and members of the
emergency services and other support
workers involved at the scene or in the
aftermath of such events, which shall

Tower Fire) in such ways as the charity

Para 1.17 and
1.19
In the third year of its existence as a
CIO, Cornwall Hugs found its scope
for serving families affected by the
Grenfell Tower Fire limited by the out-
break of Covid. Having looked at its
objects carefully and consulted with
the Charity Commission, the trustees
felt it appropriate to extend the work of
the charity to use its contacts with the
holiday let business in Cornwall to find
accommodation for care workers who
needed temporary isolation to protect
their workplace or their family at
home.
Statement confirming
whether the trustees have
had regard to the guidance
issued by the Charity
Commission on public be-
nefit
Para 1.18 The trustees have had regard to the
guidance issued by the Charity Com-
mission on public benefit.

Achievements and Performance

SORP reference

By adapting our systems to provide emergency isolation accommodation for care Summary of the main Para workers we were able to fill a gap in proviachievements of the char1.20 sion, as there was, during the first Covid ity, identifying the differwave, no statutory isolation allowance for ence the charity’s work has made to the circumstances care workers, as there was for their NHS colof its beneficiaries and any leagues. This was resulting in in care workwider benefits to society as ers camping, living in their cars or giving up a whole. their work rather than put family at risk. Our project, ‘Cornwall Hugs Care Workers’, helped prevent spread of infection into, out of and between care homes, thus protecting residents, care staff, family members of care staff and the wider community. To facilitate this we created an additional portal website for registration, elicited offers of over 100 vacant holiday let properties county-wide and liaised with 200+ social care settings and industry bodies. 35 weeks of accommodation were provided and we also did extensive contingency isolation planning for care homes in crisis. In many cases, the isolation accommodation we provided enabled care homes to maintain staffing levels - a significant factor when overall staffing was stretched to a limit, with many settings 15% understaffed. Our work has also enabled 18 vulnerable children to be fostered by an experienced Foster carer couple, who we were able to facilitate moving into Cornwall at the request of Cornwall Council. For each care worker whose isolation need we were able to meet, dozens and sometimes hundreds of others (care home residents, staff, staff’s family) directly benefited from protection, given the nature of virus spread within the community when isolation is not immediately provided. This quote from a nurse we accommodated in Par is typical of feedback we received, ‘Thanks again Cornwall Hugs and the accommodation owners. I couldn!t have done it without you and as a consequence of your actions in excess of 100 people, including the elderly and vulnerable, are a lot safer.’ Suzanne, Nurse at Nursing Home in Par. We maintained our connection and solidarity with the Grenfell community although the pandemic made it impossible to plan for group holidays.

Financial Review

ancial Review
Review of the charity’s fin-
ancial position at the end of
the period
Para 1.21 In its third year of operation, the char-
ity received £23,219 in donations and
miscellaneous income, and incurred
expenditure of £10,631. Having begun
the year with reserves of £27,144, it
meant that the charity ended the finan-
cial year with a balance of at the end of
the financial year of £39,732. The char-
ity’s expenditure was split between
costs in direct relation to care worker
accommodation (£5,517), and adminis-
tration and IT costs (£5,114) to facilit-
ate co-ordination of pro bono isolation
accommodation.
Statement explaining the
policy for holding reserves
stating why they are held
Para 1.22 The charity began its third year with
reserves of £27,144. In the expectation
that the flow of donations would
lessen as time elapsed since the
tragedy, and that also the offering of
suitable holiday accommodation by
local providers would similarly lessen,
the intention of the trustees was to use
its reserves to continue to provide hol-
idays into the third year of its exist-
ence. This proved impossible because
of the Covid pandemic, but the suc-
cess of the charity’s appeal in relation
to care worker support, has led to an
increase in the charity’s reserves.
Despite ongoing uncertainty about
Covid and a depletion of available hol-
iday let accommodation in Cornwall,
the trustees will be looking at ways to
use the charity’s reserves in its fourth
and fifth years in the furtherance of its
charitable objects.
