The objects of the charity are to conserve, preserve and
improve the Whitfield Tabernacle for public benefit as a
building of historic interest, and to educate the public about
the historyand heritage of the building.

During the period of this report, the charity has:

Sought grant funding from various bodies to support
the preservation and development of the building that
it acquired in 2019.

Continued to work in co-operation with the local
authority in order to include the preservation and
development of the Tabernacle in schemes for the
regeneration of the wider area.

Sought advice from a number of agencies regarding
the future use of the Tabernacle building so as to
inform the stabilisation phase for which funding was
awarded in 2020, and to inform the future full
development of the building in 2023.

Worked with architects, contractors and other bodies
to complete Phase I of the restoration of the
Tabernacle building.

Taken responsibility for the insurance and security of
the Tabernacle building when contractors vacated the
site in September 2022.

The Trustees acknowledge that their project will only
succeed with the support of the local community, and our
objective is not just to preserve a Grade I listed building, but
to engage the local community so as to give them a better
understanding and pride in their local area. We have
therefore established links with other local groups and taken
many opportunities through the local press and various local
forums, to explain what we are doing and encourage others
to assist us in theproject.

The charity does not invest in other projects, and we do not
have a specific policy regarding social investment. However,
social investment was an important factor in our choice of
contractors to carry out the stabilisation work that was
completed in 2022, and we selected a contractor who was
committed to social investment in otherprojects in the area.

volunteers
The Trustees and members are all voluntary, but did use the
services of a project Manager in 2022 to assist with grant
applications, development plans and Trust development.
The condition of the building and the presence of contractors
on site, meant there was little opportunity for volunteers to be
engaged in any practical activity.
Other The Trust regards the development of the Tabernacle
building as a key element in the regeneration of the
Kingswood area. In the Conservation Area a neighbouring
Grade II listed church ruin has now been converted into flats,
and the adjacent abandoned graveyard is in the process of
being adopted as a small urban park that will complement
the development of the Tabernacle.

Given the complexity of bringing an ancient building in a very
poor condition back into community use; the Trustees
recognise that their project is a long term one. In 2022
Trustees sought to strengthen the membership of the Board
by appointing two new Trustees with experience of project
management and financial administration.
The local community would have gained no direct benefit
from our 2022 activities other than seeing the evidence that
significant progress had been made in a project to improve
an area that had become very run down. The progress with
the building, and the interest that this has generated locally,
demonstrated the commitment of the local Council, the
Tabernacle Trust and the West of England Combined
Authorityto the Kingswood community.

By the end of 2022 the Tabernacle had been restored to
being a secure weatherproof building with essential services.
The further development to make this into a useful building
supported by a sustainable business model is progressing
more slowly than the Trustees would like.

The charity has not attempted to raise funds directly from the
public. During 2022, the charity received £13.786 from
Historic England as a further part payment of a grant agreed
in 2021. A further £3000 was received from local Councillors
as part of the Unitary Authority’s Member Awarded Funding
scheme.

Financial Review

Review of the charity’s financial
position at the end of the period
Expenditure exceeded income in 2022 as a result of payments
becoming due that were funded from grants received in 2021.
However, the balance remaining at the end of 2022 was not
sufficient to meet anticipated expenditure in 2023, although
the timing and level of that expenditure was also unknown.
The date at which contracts are issued for the next phase of
development will have a significant impact on the charity’s
funding requirement.

Uncertainty surrounds the phasing of future work and the
length of time that the charity will be responsible for funding
certain matters. Agreeing and applying a sustainable
fundraising strategy is a key task that the charity is now
undertaking.

Additional information

Until the development of the Tabernacle has been completed, the charity will rely on grant funding and public donations to A description of the principal support its activities. When the building is in a suitable risks facing the charity condition, the charity’s activities will be partially funded by income from events held at the Tabernacle. There is little current financial risk to the charity as funds have been secured for the work that will take place over the next year. However, there is a risk that delay to the full development will expose the charity to an extended period where it is financially responsible for aspects of the Tabernacle without the means of generating income from the building. Founding Trustees volunteered to set up the charity and were
reappointed by Members at first Annual General Meeting. At
each subsequent AGM, Trustees retire in rotation and can be
reappointed in addition to new Trustees. Members and
Trustees actively seek to encourage Trustees with particular
skills to join the Trust. The Chair of Trustees is appointed by
the Trustees appointed at the first meeting following the
Annual General Meeting.

and is a Member organisation of CVS South Gloucestershire.

Independent Examiners Report to the Trustees of Whitfield Tabernacle Trust Respective responsibilities of Trustees and Examiner

The charity's trustees are responsible for the preparation of the accounts. The charity's trustees consider that an audit is not required for this year under section 144 of the Charities Act 2011 (the charities act) and that an independent examination is needed.

It is my responsibility to:

. examine the accounts under section 145 of the Charities Act
. to follow the procedures laid down in the general direction
. given by the Charity Commission (under section 145(5)(b) of the
. Charities Act) and
. to state whether particular matters have come to my attention

Basis of independent examiners statement

My examination was carried out in accordance with general directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with these records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in in audit, and consequently no opinion is given as to whether the accounts present a 'true and fair' view and the report is limited to those matters set out in the statement below,

In connection with my examination, no matter has come to my attention:

  1. which gives me reasonable cause to believe that in, any material respect, the requirements to keep accounting records in accordance with section 130 of the Charities Act

to prepare accounts which accord with the accounting records and comply with the with the accounting requirements of the Charities Act have not been met; or

  1. to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
