Cylch Meithrin Tonyfelin is a Welsh-
medium pre-school (Cylch Meithrin)
childcare provider that serves the area of
Caerffili in South Wales. It is registered as
a Charitable Incorporated Organisation and
is a ‘not for profit’ organisation. The pre-
school is situated in the vestry of a Baptist
chapel, for which we pay termly rent. A
voluntary management committee employ
five members of staff during the course of a
week. The pre-school setting is a member
of ‘Mudiad Meithrin,’ a national organisation
which provides insurance, advice, support
and training to ensure that the required
National Minimum Standards of care are
met. As Trustees, we aim to ensure that a
high level of education and play is
delivered to the children trusted into our
care.
Parents of children at the pre-school
setting, have chosen a Welsh Medium
education for their child from an early age
and recognise the benefits of acquiring the
language of their country of residence.

Para 1.20 The setting serves an area in South Wales
which includes some of the most
disadvantaged children and families in
Wales. The focus of its work is to improve
the life chances for the children in its care.
This is delivered in several ways, including
supporting and developing the Welsh
language skills of children from Welsh
speaking backgrounds and through
introducing the Welsh language to children
who come from non-Welsh speaking
backgrounds. The Trustees acknowledge
that providing an opportunity for all children
to flourish bilingually will not only increase
their chances of employment as adults, but
will also provide an opportunity to
experience the culture and heritage of
Wales. The pre-school setting also works
closely with the Local Authority who
provides staff training on best practice and
on the early identification and support of
children with emerging needs. The pre-
school setting staff assess and plan
activities to identify areas of need and put
in place preventative work to support the
children’s progress.
