Trustees’ Annual Report for the period

1[st] October 2020 to 30th September 2021

Charity name: Well-Being (Sri Lanka)

Charity registration number: 1169468

Objectives and Activities

SORP reference
Summary of the purposes of
the charity as set out in its
governing document
Para 1.17 A)The prevention or relief of poverty and the
preservation and protection of health
particularly through the improvement of
water supplies and sanitation in Sri Lanka
B) To develop the capacity and skills of the
members of the socially and economically
disadvantaged community of Sri Lanka in
such a way that they are better able to
identify, and help meet, their needs and to
participate more fully in society.
Summary of the main
activities in relation to those
purposes for the public
benefit, in particular the
activities, projects or
services identified in the
accounts.
Para 1.17 and
1.19
The primary task of the Charity is to provide
wells for families who were displaced by the
war between Government forces and the
Tamil Tigers. Many of these families found
themselves without a breadwinner through
death or disability. Many were re-settled in
the Wanni area of northern Sri Lanka, in
rudimentary housing but without water
supplies. It is these families we try to help.
Most wells are built from scratch, but in
some cases, we repair or secure a well
which has been dug but not reinforced or
without safety barriers, leaving them as
serious hazards to both children and
livestock.
Families
are
selected
in
a
non-
discriminatory manner. Those families who
are most in need, invariably where the main
breadwinner was maimed or killed during
the civil war are reviewed with the input of
District
Council
staff,
local
church
representatives and community leaders to
place them in priority order. In previous
years, wells were provided for shared use
between several families, but this proved to
be unsuccessful because of disputes.
Relieving the poverty of these families is
always paramount.
As well as for personal use, the supply of
fresh water can be utilised for irrigating
smallholdings
producing
fruit
and
vegetables for personal consumption and
for sale in local markets. This process builds
self-respect among families who have had
to rely purely on charity to survive since the
end of the civil war.
Our consistent support and oversight of this
project over many years has given others
the confidence to add their support. This has
led to significant donations being made
direct to the project team in Sri Lanka. More
wells have been provided than would have
been possible just from our own financial
support. The number of wells quoted in this
report are a result of total funds from all
sources donated to the Sri Lankan project
team for the construction of wells.
Statement confirming
whether the trustees have
had regard to the guidance
issued by the Charity
Commission on public
benefit
Para 1.18 In planning our activities for the Charity’s
sixth year of operation, the Trustees have
given careful consideration to the guidance
on public benefit from the Charities
Commission.

Policy on grant making Para 1.38 The charity has not made any grants this
year or in the past.
However, Trustees have discussed the
need for Well Being activities being
extended beyond construction of water wells
and make grants to other activities to
alleviate poverty and create sustainable
livelihoods.
Policy on social investment
including program related
investment
Para 1.38 The Trustees have discussed that in the
forthcoming years, Well Being should
encourage and provide financial grants
to projects that will lead to food production
by local communities to confront food
poverty
by
production
of
rice
and
vegetables.
Contribution made by
volunteers
Para 1.38 The charity has no paid employees. The
charity raises funds from the Trustees, and
their friends and contacts. All work in raising
funds is undertaken by the Trustees acting
in voluntary capacities. The Trustees
administer the Charity here in the UK and
provide managerial control through a local
supervisor who is formally employed by Oru
Paanai (a sister charity) at no charge.
All funds raised are spent on the provision of
materials and, where necessary, local
construction labour and design expertise.

Aside from an interruption in international travel brought about by the pandemic, in normal times regular visits are made to Sri Lanka at the Trustees’ own expense, to oversee operations and ensure that the selection of families and communities for the allocation of funds is proceeding fairly and entirely determined by the extent of families’ needs. Achievements and Performance

SORP reference
Summary of the main
achievements of the charity,
identifying the difference the
charity’s work has made to
the circumstances of its
beneficiaries and any wider
benefits to society as a
whole.
Para 1.20 During 2020/2021, the Charity raised over
£24111 from its friends and supporters. An
increase in the financial contribution from
Well-Being’s sister charity Oru Paanai
(Water), and a large single contribution
made direct to the Sri Lanka operation,
meant that thirty-one wells were constructed
over the year in question (including one well
which was held over from 2019-2020
because of construction difficulties).
From its inception to the end of 2020-2021,
the Charity has raised over £58,600 from its
supporters in the United Kingdom and has
provided a total of 126 wells (a further 31
wells were provided before the Charity was
established, through a ‘Pilot’ project). This
has resulted in a growing number of families
who can live without fear of hunger and
disease, with the wells providing domestic
supplies, the irrigation of crops for food and
for sale, and improved hygiene.
Widespread conversations take place with
those families who have benefited from the
provision of wells, to ensure that work has
been meeting good standards and fulfilling
the Charity’s objectives of securing families’
futures at minimum cost.

Financial Review

Financial Review
Review of the charity’s
financial position at the end
of the period
Para 1.21 The Charity’s strategy has always been to
ensure that funds are not accumulated here
in the UK, but rather sent to Sri Lanka where
they can be used for immediate well
construction, dependent on the time of year.
By the end of the Charity’s financial year,
30thSeptember 2021, the bank account
balance was just £2511 which was available
for well construction early in 2021/2022.
The Charity’s objective has always been not
to commit to building wells until the funds
have been raised, and then to build as many
wells as possible in Sri Lanka’s dry season.
That policy remains.
Statement explaining the
policy for holding reserves
stating why they are held
Para 1.22 Only small residual reserves are held in the
UK, apart from over the winter months when
sums raised are held here pending the dry
construction period.
Amount of reserves held Para 1.22 N/A
Reasons for holding zero
reserves

Para 1.51 N/A
The charity’s organisational
structure and any wider

Para 1.51 The Charity’ structure is very simple here in
the UK, with a team of Trustees working
voluntarily to undertake financial oversight,
co-ordinate activities with the Sri Lankan
operation,
and
identify
fundraising
opportunities.
Relationship with any
related parties
Para 1.51 The Charity has a common interest with Oru
Paanai, a charity which raises funds for the
relief of poverty in Sri Lanka, and with whom
we share a Trustee. Oru Paanai (Water)
undertook the pilot project that convinced
the Trustees of Well-Being (Sri Lanka) that
there was a desperate need to improve
water supplies to the population in the
Wanni area in northern Sri Lanka and
determined to set up the charity and raise
funds here to take this project forward.
The two charities share the use of staff
resources in Sri Lanka, and Oru Paanai also
contributes funds to this enterprise.
